Implementing Directive No. 05: Strengthening trust in the Party and State

On the morning of June 12, the Party Central Committee Secretariat held a national online conference to review 5 years of implementing Directive No. 05-CT/TW of the 12th Politburo, deploying Conclusion No. 01-KL/TW of the 13th Politburo on continuing to implement Directive No. 05-CT/TW "On promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle".

Attending the conference were Politburo members: President Nguyen Xuan Phuc; Prime Minister Pham Minh Chinh; National Assembly Chairman Vuong Dinh Hue; Standing member of the Secretariat Vo Van Thuong.

Attending the conference at the Central and 67 nationwide bridges were Politburo members, Central Party Secretaries, Central Party Committee members, Secretaries and Deputy Secretaries of Provincial Party Committees, City Party Committees, Party Executive Committees, Party Delegations, and Party Committees directly under the Central; leaders of departments, ministries, branches, the Vietnam Fatherland Front and socio-political organizations of the Central and localities; specialized cadres implementing Directive 05-CT/TW and 323 typical collectives and individuals with achievements in studying and following Ho Chi Minh's ideology, morality and style of sectors and localities nationwide in the period of 2016-2021.

Before the Conference, delegates visited and listened to an introduction to the Exhibition "Simple but noble examples" in studying and following Ho Chi Minh's ideology, morality and style.

Create a clear mark on building an ethical and civilized Party culture.

Report on 5 years of implementing Directive No. 05-CT/TW dated May 15, 2016 of the Politburo "On promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" presented by Mr. Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department, assessed that after Directive 05 was issued by the Politburo, the leadership and direction of the study and following of Ho Chi Minh's ideology, morality and lifestyle were carried out seriously, methodically, and achieved high efficiency in the entire political system.

The implementation of Directive 05 in conjunction with the implementation of the Resolution of the 12th Party Congress and the political tasks of localities, agencies and units is given importance, creating positive changes in awareness and action.

Over the past 5 years, the implementation of Directive 05 has been concretized into specific tasks and programs, promoting the spread and promoting the study and following of Ho Chi Minh's ideology, morality and style in all aspects of social life; increasingly becoming a reality, gradually becoming a regular practice, routine and lifestyle of cadres, party members and people; creating positive changes in awareness and action, creating a resonant strength, consensus and determination in the entire Party, the entire army and the entire people to successfully carry out socio-economic tasks, protect the Fatherland, achieve many very important and quite comprehensive achievements, create many outstanding marks, contributing to strengthening people's trust in the Party, the State and the regime.

In the process of implementing Directive 05, ministries, branches and localities have identified breakthroughs to focus on leading, directing and organizing effective implementation: building a clean and strong Party; building a streamlined organization and apparatus that operates effectively and efficiently; reforming administration, eliminating cumbersome administrative procedures that cause difficulties for businesses and people; developing a code of conduct, implementing communication culture, behavioral culture, and office culture; developing regulations and rules on heads of agencies and units receiving people, having direct dialogue with people and businesses, promptly grasping and resolving feedback and recommendations from people and businesses; selecting urgent and prominent issues that people are interested in, focusing on overcoming and resolving them thoroughly; directing the drastic implementation of the fight against corruption, negativity, and handling violations...

Thanks to identifying and implementing breakthroughs well, during the 12th Congress term, localities nationwide resolved 50,748 outstanding and pending cases that caused public outrage, promoted socio-economic development, and strengthened people's trust in the Party and State.

Party committees from the central to grassroots levels have issued regulations on exemplary responsibilities of heads of Party committees, agencies, units, cadres and Party members in implementing Directive 05.

As soon as the Central Executive Committee issued Resolution 4 of the 12th Central Committee on Party building and rectification, studying and following Uncle Ho was carried out in conjunction with strengthening Party building and rectification, preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party.

The implementation of setting an example has had positive changes. Many Party committees, cadres, Party members, leaders, especially the pioneering and exemplary role of Politburo members, Secretariat members, and Central Executive Committee members, have been carried out through specific actions and deeds with the motto "above first, below last," "inside first, outside last," "studying goes hand in hand with following" in all aspects, from political ideology to ethics, lifestyle, self-criticism and criticism, in relations with the people, responsibility in work, sense of organization and discipline, internal solidarity, working style...

Thereby, promptly correcting the working style, lavish and wasteful lifestyle that causes social displeasure among cadres and party members, contributing to restraining and preventing the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; actively protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints; promoting self-awareness in setting examples, taking the lead in implementing a civilized, simple and frugal lifestyle; the higher the position of cadres, the more exemplary they must be, creating an important change in the awareness and actions of cadres and party members in the process of carrying out political tasks, creating a clear mark on building an ethical and civilized Party culture.

Strongly spread the study and follow of Ho Chi Minh's ideology, morality and style.

The report assessed that propaganda work was carried out in many diverse forms, creating a strong spread of studying and following Ho Chi Minh's ideology, morality and style.

The propaganda work of studying and following Uncle Ho has achieved many outstanding and typical results.

The Central Propaganda Department has organized 13 exchange programs for typical examples in studying and following Ho Chi Minh's ideology, morality and lifestyle.

Since 2019, the Exchange program has been invested in elaborately, improving its quality, becoming an annual event of profound significance with the name "Ho Chi Minh - Journey of Aspiration".

Every year, on the occasion of President Ho Chi Minh's birthday, the Central Propaganda Department coordinates with the Ho Chi Minh Museum to organize the exhibition "Simple but noble examples," introducing typical examples and models in studying and following Ho Chi Minh's ideology, morality and style.

The Central Propaganda Department produced propaganda documentaries about typical examples of studying and following Uncle Ho, "good people, good deeds."

From 2020, in coordination with Vietnam Television, we will pilot the production of short films praising typical examples in studying and following Ho Chi Minh's ideology, morality and style with realistic and vivid expressions.

Foreign propaganda work and the study and following of Ho Chi Minh's ideology, morality and lifestyle abroad are valued.

The Ministry of Foreign Affairs has actively directed the implementation of the Project "Honoring President Ho Chi Minh, National Liberation Hero, Outstanding Cultural Figure, Abroad" in countries with diplomatic relations, with many meaningful activities such as talks, seminars, exhibitions, placing statues of Uncle Ho, naming streets and schools after Uncle Ho...

The embassies and representative agencies of Vietnam in foreign countries have organized propaganda about Ho Chi Minh's ideology, morality and lifestyle to cadres, party members and the Vietnamese community abroad, especially the young generation, so that international friends and overseas Vietnamese can understand the life, career and contributions of President Ho Chi Minh to the Vietnamese revolution and the world revolution. At the same time, they launched and encouraged participation in the Award for composing and promoting literary, artistic and journalistic works on the theme "Studying and following Ho Chi Minh's ideology, morality and lifestyle".

Over the past 5 years, the work of educating political theory and the contents of Ho Chi Minh's ideology, morality and style for cadres, party members, union members, students and pupils has been carried out seriously and updated, contributing to improving the level and political capacity of cadres, party members and people of all walks of life, especially the younger generation; the work of inspection, supervision, preliminary review, commendation and reward in the implementation of Directive 05 in conjunction with Resolution 4 of the 12th Party Central Committee has been carried out seriously and closely, promptly handling violations and rewarding collectives and individuals with outstanding achievements...

In addition to the achieved results, the Report clearly shows that the implementation of Directive 05 still reveals shortcomings and limitations that need to be overcome.

That is, the leadership, direction, and implementation in some places and at some times is not resolute, and has not demonstrated the awareness, role, and close attention of the heads of Party committees, agencies, and units, leading to the situation where the organization and implementation of Directive 05 is slow, not timely, and not close to reality.

There is still a phenomenon of waiting and relying on instructions from superiors, leading to passivity and lack of creativity.

The commitment to self-cultivation, training, and "following" Uncle Ho, especially the implementation of the exemplary regulations of a number of cadres and party members, has not become a routine, is not very effective, and is still formal.

The situation of saying but not doing, talking a lot but doing little, and degradation in political ideology, ethics, and lifestyle still exists among a number of cadres and party members, leading to violations of Party regulations to the point of having to be disciplined and criminally prosecuted.

The implementation of Directive 05 is associated with identifying breakthroughs in Party building, carrying out political tasks, and resolving urgent and outstanding issues of agencies, units, and localities, which are still confusing in some places.

Propaganda work has not been widely implemented in industrial parks, export processing zones, and residential areas. In the fight against erroneous and hostile viewpoints, there are times and places when the fighting spirit is not high and there is still passivity.

The work of discovering, praising and promoting typical collectives and individuals in studying and following Uncle Ho in some places has not been effective and convincing. The fight against deviant manifestations of morality and lifestyle has not been strong.

Self-criticism and criticism in many places are still formal; deference, avoidance, and fear of conflict still occur in many places; a number of cadres and party members lack the self-awareness to recognize their shortcomings and responsibilities for assigned tasks.

Inspection and supervision of the moral training and lifestyle of cadres and party members in some places is not regular, substantial, and drastic. The scope and target are still narrow, and the effectiveness of warning and preventing violations is limited./.
