Implementing Directive No. 05: Strengthening trust in the Party and the State

On the morning of June 12th, the Central Party Secretariat held a nationwide online conference to review the first five years of implementing Directive No. 05-CT/TW of the 12th Politburo and to implement Conclusion No. 01-KL/TW of the 13th Politburo on continuing to implement Directive No. 05-CT/TW "On promoting the study and emulation of Ho Chi Minh's thought, morality, and style."

General Secretary of the Central Committee of the Communist Party of Vietnam, Nguyen Phu Trong, attended and chaired the conference.

Attending the Conference were members of the Politburo: President Nguyen Xuan Phuc; Prime Minister Pham Minh Chinh; Chairman of the National Assembly Vuong Dinh Hue; and Standing Member of the Secretariat Vo Van Thuong.

Attending the conference at the central and 67 other locations nationwide were members of the Politburo, Secretaries of the Central Committee, members of the Central Committee, Secretaries and Deputy Secretaries of Provincial and City Party Committees, Party Committees of agencies and organizations directly under the Central Committee; leaders of ministries, departments, branches, the Vietnam Fatherland Front and political and social organizations at the central and local levels; specialized cadres implementing Directive 05-CT/TW; and 323 exemplary collectives and individuals who have achieved outstanding results in studying and following the ideology, ethics, and style of Ho Chi Minh from various sectors and localities nationwide during the 2016-2021 period.

Prior to the conference, delegates visited and listened to presentations about the exhibition "Ordinary but Noble Examples" in studying and following the ideology, ethics, and style of Ho Chi Minh.

Making a clear mark on building a moral and civilized Party culture.

The report on the five-year implementation of Directive No. 05-CT/TW dated May 15, 2016, of the Politburo "On promoting the study and emulation of Ho Chi Minh's thought, morality, and style," presented by Mr. Nguyen Trong Nghia, Secretary of the Central Committee of the Party and Head of the Central Propaganda Department, assessed that after the Politburo issued Directive 05, the leadership and guidance in studying and emulating Ho Chi Minh's thought, morality, and style were carried out seriously, systematically, and effectively throughout the entire political system.

The implementation of Directive 05, in conjunction with the implementation of the Party's XII Congress Resolution and the political tasks of localities, agencies, and units, has been given importance, creating positive changes in awareness and action.

Over the past five years, the implementation of Directive 05 has been concretized into specific tasks and programs, promoting widespread dissemination and fostering the study and emulation of Ho Chi Minh's ideology, ethics, and style in all aspects of social life. It has become increasingly substantive, gradually becoming a regular practice and a way of life for cadres, Party members, and the people. This has created positive changes in awareness and action, generating synergistic strength, unity, and determination throughout the Party, army, and people to successfully carry out socio-economic tasks and protect the Fatherland. Many significant and comprehensive achievements have been made, leaving many outstanding marks and contributing to strengthening the people's trust in the Party, the State, and the regime.

During the implementation of Directive 05, ministries, departments, and localities identified key breakthroughs to focus on in leadership, direction, and effective implementation: building a clean and strong Party; building a streamlined and efficient organizational structure; reforming the administration, eliminating cumbersome administrative procedures that hinder businesses and the people; developing codes of conduct, implementing a culture of communication, conduct, and workplace culture; establishing regulations on heads of agencies and units receiving citizens, engaging in direct dialogue with citizens and businesses, and promptly addressing feedback and suggestions from the people and businesses; selecting pressing and prominent issues of public concern and focusing on resolving them definitively; and decisively directing the fight against corruption and negative practices, and handling violations...

Thanks to the identification and effective implementation of breakthroughs, during the 12th Party Congress term, localities nationwide resolved 50,748 outstanding and unresolved issues that caused public concern, promoting socio-economic development and strengthening the people's trust in the Party and the State.

Party committees at all levels, from the central to the grassroots, have issued regulations on the responsibility of setting an example for heads of party committees, agencies, units, cadres, and party members in implementing Directive 05.

Immediately after the Central Committee issued Resolution No. 4 of the 12th Party Congress on Party building and rectification, the study and emulation of President Ho Chi Minh's teachings were implemented in conjunction with strengthening Party building and rectification, preventing and repelling the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" within the Party.

The practice of setting a good example has seen positive changes. Many Party committees, officials, Party members, and leaders, especially the pioneering and exemplary roles of members of the Politburo, Secretariat, and Central Committee, have demonstrated this through concrete actions and deeds, following the principles of "those above lead, those below follow," "those within lead, those outside follow," and "learning goes hand in hand with practice" in all aspects, from political ideology to ethics, lifestyle, self-criticism and criticism, relations with the people, responsibility in work, organizational discipline, internal unity, and work methods...

Through this, we can promptly correct the work style and extravagant, wasteful lifestyles of cadres and Party members that are offensive to society, contributing to curbing and preventing the decline in political ideology, morality, and lifestyle, as well as manifestations of "self-evolution" and "self-transformation" within the Party; actively protect the Party's ideological foundation, combat and refute erroneous and hostile viewpoints; promote the voluntary setting of examples and leading the way in implementing a civilized, simple, and economical lifestyle, with cadres holding higher positions being even more exemplary, creating a significant transformation in the awareness and actions of cadres and Party members in the process of implementing political tasks, and leaving a clear mark on building a moral and civilized Party culture.

Promote the widespread study and emulation of Ho Chi Minh's ideology, ethics, and style.

The report assesses that the propaganda work was carried out in many diverse forms, creating a strong spread of learning and following the ideology, ethics, and style of Ho Chi Minh.

The work of promoting the study and emulation of President Ho Chi Minh's teachings has achieved many outstanding and exemplary results.

The Central Propaganda Department organized 13 exchange programs featuring exemplary individuals in studying and following the ideology, ethics, and style of Ho Chi Minh.

Since 2019, the Exchange Program has been meticulously planned and upgraded in quality, becoming a meaningful annual event under the name "Ho Chi Minh - A Journey of Aspiration".

Every year, on the anniversary of President Ho Chi Minh's birthday, the Central Propaganda Department, in coordination with the Ho Chi Minh Museum, organizes the exhibition "Simple yet Noble Examples," showcasing exemplary individuals and model examples in studying and following Ho Chi Minh's ideology, ethics, and style.

The Central Propaganda Department is producing documentary films to promote exemplary individuals in studying and following President Ho Chi Minh's teachings, highlighting "good people and good deeds."

Since 2020, in collaboration with Vietnam Television, we have been piloting the production of short films that celebrate exemplary individuals in studying and following the ideology, ethics, and style of Ho Chi Minh, with a realistic and vivid presentation.

External propaganda work and the implementation of studying and following Ho Chi Minh's ideology, ethics, and style abroad are given high priority.

The Ministry of Foreign Affairs has actively directed the implementation of the project "Honoring President Ho Chi Minh, the national liberation hero and outstanding cultural figure, abroad" in countries with diplomatic relations, with many meaningful activities such as seminars, workshops, exhibitions, erecting statues of Uncle Ho, naming streets and schools after him...

Vietnamese embassies and representative offices in other countries have organized the dissemination of Ho Chi Minh's ideology, ethics, and style to cadres, Party members, and the Vietnamese community abroad, especially the younger generation, so that international friends and overseas Vietnamese understand the life, career, and contributions of President Ho Chi Minh to the Vietnamese revolution and the world revolution. At the same time, they have launched and encouraged participation in the competition for creating and promoting literary, artistic, and journalistic works on the theme "Studying and following Ho Chi Minh's ideology, ethics, and style."

Over the past five years, the work of educating cadres, Party members, Youth Union members, students, and pupils on political theory and the contents of Ho Chi Minh's thought, ethics, and style has been carried out seriously and updated, contributing to raising the level and political acumen of cadres, Party members, and all strata of the people, especially the younger generation; the work of inspection, supervision, preliminary review, commendation, and reward in the implementation of Directive 05 in conjunction with Resolution 4 of the 12th Central Committee of the Party has been carried out seriously, strictly, and promptly, handling cases of violations and rewarding collectives and individuals with outstanding achievements...

Besides the achievements, the Report clearly indicates that the implementation of Directive 05 still reveals shortcomings and limitations that need to be addressed.

This is because leadership, guidance, and implementation have, in some places and at some times, lacked decisiveness and failed to demonstrate the awareness, role, and close attention of the heads of Party committees, agencies, and units, leading to the slow, untimely, and impractical implementation of Directive 05.

There is still a tendency to wait for and rely on instructions from higher authorities, leading to passivity and a lack of creativity.

The commitment to self-cultivation, training, and "following" Uncle Ho's example, especially the implementation of the regulations on setting a good example by a segment of cadres and Party members, has not yet become a regular practice, its effectiveness is not high, and it remains largely superficial.

The situation of saying one thing and doing another, talking a lot but doing little, and the decline in political ideology, morality, and lifestyle still exist among a segment of cadres and Party members, leading to violations of Party regulations to the point of requiring disciplinary action and criminal prosecution.

The implementation of Directive 05, linked to identifying breakthroughs in Party building, fulfilling political tasks, and resolving pressing and prominent issues in agencies, units, and localities, is still facing difficulties in some areas.

Propaganda work has not been widely implemented in industrial zones, export processing zones, and residential areas. In the struggle to refute false and hostile viewpoints, the fighting spirit has sometimes been lacking and the approach has been passive.

In some areas, the work of identifying, commending, and replicating exemplary collectives and individuals in studying and following President Ho Chi Minh's teachings has not been effective or persuasive. The fight against deviant behaviors in morality and lifestyle has not been strong enough.

Self-criticism and criticism in many places remain superficial; favoritism, avoidance, and reluctance to confront issues still occur in many areas; a segment of cadres and Party members lack self-awareness in acknowledging their shortcomings and responsibilities for assigned tasks.

In some areas, inspection and supervision of the moral cultivation and lifestyle of cadres and Party members have not been regular, substantive, or decisive; the scope and target are still narrow, and the effectiveness of warning and preventing violations remains limited.
