Implement a comprehensive set of solutions for the development of the fisheries economy.

(Baonghean.vn) -On the morning of February 28th, the Standing Committee of the Provincial Party Committee met to assess the results achieved after two years of implementing Conclusion 07/KL-TU of the Standing Committee on the development of the fisheries economy and to give opinions on a number of programs and projects. Comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - chaired the meeting. Attendees included representatives from the Central Party Office, the Central Organization Department, the Central Inspection Committee, along with members of the Standing Committee of the Provincial Party Committee, representatives from the Provincial People's Committee, the Provincial People's Council, and provincial departments and agencies.

According to the Provincial People's Committee's report, after two years of implementing Conclusion No. 07, dated May 14, 2012, of the Provincial Party Committee's Standing Committee, the fisheries economy has made comprehensive progress in terms of workforce, equipment, and production relations; from exploitation to aquaculture, processing, services, and fisheries logistics; from coastal plains to midland and mountainous areas. The value of fisheries production in 2013 was 3,069,874 million VND, reaching 108.21% compared to 2011; the aquaculture area in 2013 was 23,440 hectares, reaching 111.92% compared to 2011; the catch volume in 2013 was 84,766 tons, reaching 127.41% compared to 2011; and the fishing fleet increased in both number and fishing capacity. The Provincial People's Committee has proposed that the Government implement preferential loan policies to support the construction of offshore fishing vessels, aquaculture, and insurance policies for shrimp and seafood farming.

During the Provincial Party Committee's Standing Committee meeting, the Provincial People's Committee presented plans to continue implementing the "Becamex Nghe An Industrial, Urban and Service Zone" project after conducting a survey. The Provincial People's Committee agreed in principle to the investment, with the proposed location in Hung Nguyen district, encompassing Hung Tay, Hung Dao, Hung Yen communes, Hung Nguyen town, and Hung Chinh commune in Vinh City; the projected area is 1,050 hectares with an investment of 3,000 billion VND. The Provincial People's Committee also requested the Prime Minister to include this area in the Southeast Economic Zone to benefit from development incentives and a 30% compensation rate for land clearance, with Becamex providing the province with the remaining 70% of the land clearance costs.

At the meeting of the Provincial Party Committee's Standing Committee, delegates listened to the investor - Song Ngu Son Joint Stock Company - present the planned implementation of the "Lan Chau-Song Ngu Eco-tourism, Resort Villa and Entertainment Complex" project. This project connects Lan Chau Island in Cua Lo beach with Ngu Island, contributing to the exploitation of tourism and service potential and advantages in Cua Lo, as well as connecting tourism routes in the province with domestic and international destinations.

Following the remarks from the Standing Committee members and departments, and concluding the meeting, Comrade Tran Hong Chau highly appreciated the involvement of the Provincial People's Committee, departments, and the people in the field of aquaculture and fisheries. The results achieved in the past period are positive signs, but the Provincial People's Committee, departments, and the governments of districts and communes need to focus on exploiting the potential of the vast freshwater and sea areas to further promote production and aquaculture. However, it is necessary to focus on developing fisheries and fishing services; concentrate investment in public infrastructure serving the development of aquaculture and fisheries; and strengthen processing to increase the value of aquaculture production and farming.

Regarding the Lan Chau-Song Ngu ecotourism project, Comrade Tran Hong Chau highly appreciated the investor's dedication. Investing in this project will greatly contribute to the positive development of tourism and services. This is a civilian project related to the military protection zone on Ngu Island, so if implemented, the investor needs to strictly comply with State regulations balancing economic development with military defense, security, and environmental protection.

Regarding the "Industrial, Urban and Service Zone" investment project, with Becamex as the investor, Comrade Tran Hong Chau instructed the Provincial People's Committee to continue discussions and reach an agreement with the investor on implementation solutions to ensure the project is implemented promptly and sustainably. In particular, in land clearance work, attention must be paid to ensuring the livelihoods of the 490 households in the affected area who need to be relocated and resettled. At the same time, commitments must be made to focus resources on project implementation while ensuring environmental and ecological protection.

Also at the meeting, the members of the Provincial Party Standing Committee unanimously voted to approve the "Project for Transforming the Model of Trade Unions for Civil Servants in Nghe An" presented by the Provincial Federation of Labor.
