Strictly implement the review and screening of party members.
(Baonghean) - Implementing Directive 28-CT/TW of the Secretariat on "Improving the quality of Party membership admission and reviewing, screening, and removing unqualified Party members from the Party", the Standing Committee of Nghe An Provincial Party Committee requires that the review, screening of Party members and removal of unqualified Party members from the Party must be resolute, timely, but cautious, strict, and objective.
Remove name from party member list
By the end of 2018, the Vinh City Party Committee had 23,613 party members. In recent years, Party committees and party organizations at all levels under the City Party Committee have attached great importance to the quality of party membership admission and have resolutely removed names from the party member list when they do not comply with the Party Charter.
In particular, with the characteristics of the Party Committee, most of the party members whose names were removed from the list were retired party members who did not transfer their Party activities. Statistics from the Vinh City Party Committee's Organization Board show that in 2015, 2016, 2017, 2018, 17, 39, 30, 25 party members were removed from the list, and from the beginning of 2019 until now, 15 party members have been removed from the list of party members.

The Thai Hoa Town Party Committee currently has 48 grassroots party organizations, including 21 grassroots party committees, 27 grassroots party cells, 258 party cells directly under the grassroots party committee with 5,001 party members. Statistics from the Organizing Committee of the Town Party Committee show that in 2015, there were 4 party members, in 2016, there were 9 party members, in 2017, there were 10 party members and in 2018, there were 8 party members who stopped participating in party activities. All records and decisions were reviewed by the Standing Committee of the Town Party Committee, and the decision to remove the names from the list of party members was made in accordance with regulations.
According to statistics from the Provincial Party Committee's Organizing Committee, from 2015 to the end of 2018, 5,200 party members retired and returned to local Party activities; however, 168 of these party members did not return to Party activities.

There are objective and subjective reasons leading to the situation of party members leaving party activities and having their names removed from the party member list such as: "Input" quality, awareness of party members; the role of party committees and party cells in managing and educating party members;...
Each party member has different reasons and specific circumstances, but subjectively, most of them quit party activities due to unstable political will, reduced fighting spirit, and fading ideals;
There are even party members who, after receiving the retirement decision or having their policies resolved and transferred to their localities, have become indifferent to party activities; some comrades do not complete the procedures for transferring party activities, do not submit documents and papers for transferring activities to the grassroots party committee, and automatically stop participating in party activities;...
Such phenomena significantly affect the leadership role and fighting strength of the Party organization and Party members, and reduce people's trust in the Party.
Point 1, Article 8 of the Party Charter stipulates: Party members who miss Party cell activities or do not pay Party dues for 3 months in a year without a valid reason; Party members whose will to strive is reduced, who do not perform Party member duties, and who have been educated by the Party cell but do not make progress, the Party cell shall consider and propose to the competent authority to remove their names from the Party member list.

Serious and careful in screening and screening
Based on the reality and requirements, especially implementing Directive No. 28-CT/TW dated January 21, 2019 of the Secretariat on "Improving the quality of Party membership admission and reviewing, screening, and removing unqualified Party members from the Party", the Provincial Party Standing Committee issued Plan No. 187-KH/TU dated April 8, 2019 for implementation to districts, cities, town Party Committees, and affiliated Party Committees, focusing on 4 groups of tasks and solutions, including: rectifying and improving the quality of Party member development work; strengthening Party member education and management; strictly implementing Party activity transfer procedures; reviewing and screening Party members, resolutely and promptly removing unqualified Party members from the Party.
On the basis of Directive No. 28-CT/TW of the Secretariat, Plan No. 187-KH/TU of the Provincial Party Committee Standing Committee, Party committees and Party organizations at all levels in the Provincial Party Committee are actively implementing the contents according to the general requirements; at the same time, linking with the practical situation in the locality to have the most effective solutions.

In Vinh city, comrade Nguyen Tri An - Deputy Head of the Organization Committee of the City Party Committee said: Based on the characteristics of the area with many party members retiring every year, the City Party Committee has sent an official dispatch to 7 party committees, including: Provincial Agencies, Provincial Enterprises, Provincial Border Guard, Provincial Military, Provincial Police, Vinh University, Vinh University of Technical Education about coordinating to review and grasp the number of retired party members.
On that basis, the City Party Committee will compare the party members' destination activities in wards and communes and grasp the current situation of the number of party members who have dropped out of party activities to find solutions.
Regarding Thai Hoa City Party Committee, comrade Tran Khanh Son - Head of the Organization Board of Thai Hoa City Party Committee said: In recent times, local Party committees and organizations have proactively innovated and implemented a number of measures to overcome difficulties and improve the quality of Party member management.
Through implementation, the most effective solution is to assign tasks to party members right from the beginning of the year and periodically evaluate. In wards and communes, most party cells clearly assign tasks to each party member. Every year, party committees and party cells organize mass representative conferences for the cell committee and party members to self-criticize and accept criticisms and contributions to overcome limitations and weaknesses.

According to Plan No. 187 - KH/TU, the Standing Committee of the Provincial Party Committee requires that, in the immediate future, in 2019, Party committees and Party organizations conduct a review, screening, and removal of unqualified Party members from the Party with the following roadmap: grassroots Party committees review, screen, and implement the process for Party members to leave the Party, summarize and report to the grassroots Party committees before May 19, 2019; grassroots Party committees consider and decide to remove Party members from the Party according to their authority, summarize and report to the Standing Committee of the Provincial Party Committee before June 30, 2019.
