Implement well the military rear policy

(Baonghean) Implementing well the military rear policy, paying attention to and taking care of policy beneficiaries and people with revolutionary contributions is a regular political task of the Party Committee, government, departments, branches, and organizations of the city in general and officers and soldiers of the armed forces of Vinh city in particular.

During the resistance war against French colonialism and American imperialism, as well as in the war to defend the Fatherland, together with other districts and towns in the province, Vinh city was always at the forefront in contributing human and material resources to the fronts. The city had tens of thousands of people joining the army, tens of thousands of people joining the youth volunteer force, frontline laborers, fighting and serving in combat. Among them, many people heroically sacrificed, or left part of their blood and bones on all battlefields, bringing independence and freedom to the country. After the war, the city had 3,122 martyrs, 7,359 wounded and sick soldiers, and nearly 1,076 people infected with Agent Orange, along with many other serious consequences left by the war.

Therefore, implementing well the military rear policy, paying attention to and taking care of policy beneficiaries and people with revolutionary contributions is a regular political task of the city's Party Committee, government, departments, branches, and organizations in general and the city's armed forces officers and soldiers in particular.

To carry out that task well, the Military Party Committee and the City Military Command regularly pay attention to leading and directing the work of military rear policies. Every year, in the leadership resolution of the City Military Party Committee, it is always determined to lead and implement well the policies for the army and the rear; effectively participate in the implementation of movements and campaigns launched by all levels such as the movement to build houses of gratitude and comrades' houses; advise local Party committees and authorities to organize meetings, visit and give gifts to policy beneficiaries, practically on the occasion of the important holidays of the country, the army and the locality.

In recent years, the Party Committee and the City Military Command have actively and proactively advised on the implementation of Decision No. 142/2008/QD-TTg dated October 27, 2008 of the Prime Minister "For soldiers participating in the resistance war against the US, saving the country, with less than 20 years of service in the army, demobilized and returned to their localities"; advised on the organization of reviewing and appraising records, reporting to superiors for decisions and organizing payments for 3,446 beneficiaries of one-time subsidies in accordance with principles and instructions with an amount of more than 10 billion VND. Advised on the review of the regime according to Decision No. 62/2011/QD-TTg of the Prime Minister with a total of 3,125 beneficiaries and organized payments for 2,670 beneficiaries in accordance with principles and instructions with an amount of more than 12 billion VND. The review and payment process ensures democracy, transparency, accuracy, and no errors or negativity.

Currently, we have been advising on the implementation of Decision No. 49/2015/QD-TTg dated October 14, 2015 of the Prime Minister on implementing the one-time subsidy regime for frontline laborers participating in the resistance war against France, against the US, the war to protect the Fatherland and performing international duties; have reviewed and reported to the superior policy agency over 2,500 sets of documents out of a total of 4,800 subjects surveyed by the city and have issued Decisions and certificates of the Commander of Military Region 4 and paid one-time subsidies to 84 cases with the amount of 199,800,000 VND, ensuring strict, timely and correct compliance with regulations.

Every year, on holidays and Tet, the City Military Command organizes activities to visit, give gifts, and promptly encourage policy families in agencies and the city's armed forces. Especially in 2014, the City Military Command coordinated well with the City Fatherland Front Committee to advise the City Party Committee and the City People's Committee to organize a campaign to raise donations to support forces on duty in sea and island areas (coast guard force, fisheries control force in Da Nang and Ly Son island district (Quang Ngai), Mat island (Nghe An Military Command) with an amount of over 3 billion VND.

In 2015 and the first 6 months of 2016, the city's military coordinated with functional agencies to advise local Party committees and authorities to allocate over 175 million VND from the budget to visit relatives of officers and soldiers on duty in Truong Sa archipelago, DK1 platform and units stationed in the area.

The above activities have contributed to reducing the difficulties in the lives of families with preferential policies, creating conditions for them to continue to promote local traditions and contribute to building a prosperous homeland. At the same time, through that, educating, encouraging and motivating the young generation to enthusiastically join the army; officers and soldiers in the city's armed forces feel secure in their work, actively train, and are ready to fight and protect their homeland and country; linking the implementation of the military rear policy with promoting the "Repaying gratitude" movement and effectively implementing the sustainable poverty reduction program of the City People's Committee for the period 2013 - 2015.

From the achieved results, in order to continue to effectively implement the military rear policy, in the coming time, the Party Committee and the City Military Command will pay more attention to propaganda and education work, making the people, cadres and soldiers in the city's armed forces more deeply aware of the role and significance of the military rear policy. From there, well define the obligations and responsibilities in organization and implementation, creating a movement with extensive and continuous socialization, attracting all people, many businesses and philanthropists to voluntarily participate, improving the lives of families with policies and people with meritorious services to the revolution.
