Conducting well the survey and forecasting of labor market needs
(Baonghean.vn) - To do a good job in job creation, it is necessary to survey and forecast labor market demand in conjunction with the province's socio-economic development strategies, planning, and plans.
On the afternoon of March 20, the Provincial People's Committee held a conference to deploy the work of job creation and sending workers abroad under contracts in 2023.

Create new jobs for 45,000 people
In 2022, the work of job creation received the attention of leadership and direction from Party committees and authorities at all levels and the participation of sectors, organizations, enterprises and the whole society. The organization and implementation were flexible, closely following reality, comprehensive and in accordance with legal regulations. Communication work and capacity building of staff were strengthened. Support activities, job creation, and loans were given attention; job exchanges were put into order, affirming appropriate methods and directions.
Therefore, job creation in 2022 will achieve and exceed the planned target quite high; especially the activity of sending workers to work abroad under contracts has results far exceeding the set plan.

In 2022, the whole province will create new jobs for 45,000 people; of which: creating jobs in the province for 14,000 people; sending workers to work in other provinces is 6,500 people.
The labor market has shifted in a better direction, reducing the proportion of labor in the agriculture, forestry and fishery sector from 46.33% in 2021 to 42.5% in 2022; increasing the proportion of labor in the industry and construction sector from 26.50% in 2021 to 28.55% in 2022; increasing the proportion of labor in the service sector from 27.17% in 2021 to 28.95% in 2022.
The quantity and quality of human resources are constantly improving, gradually meeting the needs of the domestic labor market and international integration. The unemployment rate in urban areas is below 3%; the rate of labor time utilization in rural areas is increasing from 80.1% in 2021 to 85.8% in 2022, reaching the planned target.
In 2022, the whole province sent 24,560 workers to work abroad under contracts (reaching 181.25% of the annual plan, an increase of 115.8% compared to 2021); of which, 11 mountainous districts sent 7,643 people (reaching 31.11%), focusing on key markets such as: Taiwan, Japan, Korea, Eastern Europe.
In addition to the main markets such as Japan, Taiwan, and South Korea, which continue to be consolidated and strengthened, in 2022, some Eastern European markets also showed positive signs of receiving Vietnamese workers, especially the Romanian market, which has had a strong impact on workers in mountainous districts... The number of workers working abroad with increased skills has increased, accounting for over 60%.
However, the connection between supply and demand of labor and employment between enterprises and workers is not closely linked; the level of skill of workers is still low, and the number of untrained workers is still large.
During the year, a number of businesses encountered difficulties, had to temporarily suspend operations, cut staff, reduce work hours, especially businesses in the textile, footwear, and service sectors... leading to many workers having to terminate their contracts, temporarily suspend the performance of their labor contracts, take unpaid leave, or become unemployed.
Enterprises in the province are mainly small and micro enterprises (accounting for 90% of the total number of enterprises), with weak competitiveness and inefficient operations, so the ability to attract and create jobs for workers is not high.

Speaking at the conference, Mr. Bui Dinh Long - Vice Chairman of the Provincial People's Committee requested: In order to achieve high results in job creation and labor export, in the coming time, all levels, sectors and localities need to strengthen communication and dissemination of legal policies on job creation, sending workers to work abroad under contracts; and do a good job of career orientation and counseling associated with job creation.
Promote vocational training, improve the quality of labor resources, especially highly skilled labor. Strengthen cooperation between local labor management agencies and enterprises; between vocational training institutions and enterprises, especially corporations and general companies to sign agreements to implement training according to orders, training with addresses, linking enrollment with recruitment and use. Develop diverse forms of training, such as: linking training with mentoring at enterprises, production, business and service establishments; farms, vocational training.
Conduct well the survey and forecast of labor market demand in conjunction with the strategy, planning, and socio-economic development plan of the province, each industry, each locality, in conjunction with the North Central economic region and the domestic and foreign labor market.
Along with that, continue to promote the work of sending workers to work abroad. Expand the exploitation and development of the labor export market in the direction of maintaining traditional markets with stable jobs and income, exploiting some new markets with great potential, stable jobs, high income and sending more workers than at present.
