On the evening of May 10, the Criminal Police Department (PC45) of Ba Ria - Vung Tau Provincial Police temporarily detained Pham Van Huy (41 years old, residing in Ward 4, Vung Tau City, Ba Ria - Vung Tau Province) to investigate and clarify the acts of fraud, appropriation of property and forgery of documents and seals of agencies and organizations.

Previously, PC45 of Ba Ria - Vung Tau Police received complaints from many people living in Vung Tau City accusing Pham Van Huy of renting their cars and then selling or pawning them to others. After PC45 started investigating, on May 9, Pham Van Huy came to PC45 headquarters to surrender.

According to initial statements, Huy opened a used car and car upholstery shop, but due to business losses and debts that many people could not pay, he came up with the idea of ​​defrauding people using the above tricks to appropriate property.

From the beginning of 2016 until now, Huy has rented 19 cars from 7 people and paid the rental fees monthly or daily. Of the 7 victims, 2 people had 4 luxury cars stolen by Huy each, worth billions of dong.

When renting a car, Huy told the owner that he would use it for projects or constructions or to rent it out at a higher price to get the difference.

However, after renting the car, Pham Van Huy forged the power of attorney from the car owner to transfer the name to his name by preparing the power of attorney contracts himself and then forging the seal of the notary office.

With fake papers, Huy brought the fake power of attorney and the car to pawnshops, mortgaged it to get money to pay off debts and for personal expenses. Not only that, Huy also posted online to publicly sell the rented cars.

Because Huy still pays the car rental fee in full to the car owner, many people do not know. It is only when they discover that their car has been sold or is in a pawn shop that they are often scammed.

By the evening of May 10, Ba Ria - Vung Tau Provincial Police had recovered 10 vehicles.
