Standing Secretariat: Must create consensus and efforts within the political system and among the people to successfully implement Resolution No. 39

At the conference to disseminate and implement Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045 on the morning of September 16, comrade Truong Thi Mai - Politburo member, Standing member of the Secretariat, Head of the Central Organization Commission gave an important speech.

"Today, I and the leaders of Central agencies and localities in the region attended the Conference to disseminate and implement Resolution No. 39-NQ/TW, dated July 18, 2023 of the Politburo on "Building and developing Nghe An province to 2030, vision to 2045”. This is a very important Conference directly directed by the Politburo and the Secretariat to thoroughly grasp the basic contents of Resolution No. 39-NQ/TW, creating unity in awareness and responsibility for central agencies and localities in the region, especially the Party Committee, Government and People of Nghe An province to effectively implement the Resolution.

Nghe An has an extremely important strategic position for the North Central and Central Coast regions as well as the whole country; it is a locality with a long history of formation and development, with many potentials and advantages in terms of people, sea, forests, a diverse transportation system, convenient connections, natural resources and rich tangible and intangible cultural heritage, the homeland of the famous Vi and Giam folk songs at home and abroad.

Speaking of Nghe An is talking about a land rich in cultural and revolutionary traditions, the homeland of President Ho Chi Minh and many outstanding revolutionary predecessors, such as: comrade Le Hong Phong, comrade Nguyen Thi Minh Khai, comrade Ho Tung Mau, comrade Phan Dang Luu, comrade Phung Chi Kien and many other typical revolutionaries. This is the origin of the Nghe - Tinh Soviet movement, the first revolutionary movement under the leadership of the Party in the years 1930-1931, a symbol of the desire for independence, freedom, ardent patriotism, and indomitable spirit.

During his lifetime, in his last letter to the Party Committee and People of Nghe An province on July 21, 1969, Uncle Ho left a heartfelt advice:Nghe An is a large province with abundant resources, hard-working and revolutionary people. We hope that our compatriots and comrades will strive to make Nghe An one of the most prosperous provinces in the North.

Following Uncle Ho's teachings, since then, Nghe An has made many efforts and achieved many successes in socio-economic development, ensuring national defense and security, building the great national unity bloc, building a clean and strong Party and political system. At the same time, to promote the strategic position, potential and strengths of Nghe An, in 2003, the Politburo issued Conclusion No. 20 with the goal of striving to bring Nghe An out of poverty and underdevelopment by 2010. In 2013, the Politburo issued Resolution No. 26 with the goal of striving to build Nghe An into a fairly developed province in the Northern region by 2015, creating the foundation to basically become an industrial province by 2020.

After 10 years of implementation, the Politburo assigned the Central Economic Commission to preside over and coordinate with ministries, branches, and Nghe An Provincial Party Committee to summarize the implementation of Resolution 26 and issue Resolution No. 39, continuing to affirm the consistent viewpoint of the special attention of the Party Central Committee and the Politburo to the development of Nghe An province.

Resolution No. 39-NQ/TW of the Politburo was sent to the conference, Comrade Tran Tuan Anh - Politburo member, Head of the Central Economic Commission, thoroughly grasped the main contents of the Resolution; the Government Party Committee, the National Assembly Party Delegation, and the Secretary of the Nghe An Provincial Party Committee presented the draft Action Program; representatives of a number of central ministries and branches, Thanh Hoa Provincial Party Committee, Ha Tinh Provincial Party Committee and Vinh City Party Committee gave their opinions.

The speeches emphasized the need to concretize and ensure feasibility in order to successfully implement Resolution No. 39. The Government has proposed 10 groups of tasks and solutions; the National Assembly focused on 2 Resolutions: Resolution on adjusting the boundaries of Vinh city and Resolution on using Resolution No. 36 on specific mechanisms and policies for Nghe An; Nghe An proposed 9 groups of tasks and solutions, thereby clearly showing the high determination to concretize Resolution No. 39.

I would like to emphasize two more issues:The first,is meaningThe meaning of the Politburo's issuance of Resolution No. 39. After 10 years of implementing Resolution No. 26, Nghe An has achieved many important, comprehensive and outstanding results and achievements in terms of growth rate, economic scale, FDI attraction, budget revenue, improved people's lives, social security, and basically guaranteed national defense and security. Nghe An's poverty rate has decreased rapidly, from 22.89% in 2011 to 6.41% in 2022. Nghe An has strived to have 75% of communes and 9 districts meet new rural standards; many bottlenecks in development have been identified and cleared; potentials and advantages have been gradually promoted.

However, Nghe An still faces difficulties, challenges, and limitations in growth quality, economic restructuring, labor structure, low per capita income, and budget balance. The goal of becoming a fairly developed province in the Northern region by 2015 and an industrial province by 2020 has not yet come true.

Resolution No. 39 sets the goal that Nghe An will be a fairly developed province in the country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An; national defense - security, sovereignty over borders, seas and islands are firmly ensured; the Party organization and political system are clean and strong; the strength of the great national unity bloc and the people's trust in the Party and State are enhanced.

For Nghe An to develop as expected, Resolution No. 39 has a very important point which is the very high political determination of the Central Government and Nghe An, which is the political foundation for Nghe An to have positive changes, have breakthroughs, strongly arouse the desire for development in the Party Committee and the People, create collective strength for Nghe An to develop quickly and sustainably, achieve the set goals, especially, build and develop Vinh city to become the economic and cultural center of the North Central region.

Monday,Resolution No. 39-NQ/TW needs to focus on 3 more issues. Firstly, the implementation of Resolution No. 39 must be placed in the overall development of the region and the whole country, must be closely linked with the Resolution of the 19th Nghe An Provincial Party Congress, Resolution No. 26 of the Politburo on the development of the North Central and Central Coast regions, focusing on 5 pillars as mentioned in the report; creating momentum, creating stronger connections and resonance, especially with the 2 neighboring provinces: Thanh Hoa, Ha Tinh, localities of Laos sharing the border and localities throughout the country.

Currently, Nghe An has approved the Provincial Planning, the period from now to 2030 needs to continue to organize and arrange development space to ensure collective linkage of industries, fields, and localities; promote potentials and advantages; focus on investment, development of strategic infrastructure, development of economic corridors, development of the Eastern region to promote the development of the Western region.

Second, the issuance of mechanisms and policies to concretize Resolution No. 39 will create an important legal framework to bring the Resolution into life, especially specific mechanisms and policies associated with the actual conditions of Nghe An, so that mechanisms and policies must promote rapid economic restructuring, associated with innovation, improving growth quality, labor restructuring, digital transformation, green transformation, effective use of resources, innovation, science and technology, training of high-quality human resources, and development of industries and fields with high added value.

We must continue to make breakthroughs in administrative reform and improve the investment and business environment. Nghe An must definitely improve the indexes: PCI, PAR INDEX, PAPI, SIPAS to increase the confidence of the people, businesses, investors, especially strategic investors, creating a new and positive development space for Nghe An province.

Third, the development process must pay special attention to ensuring synchronization between economy, culture, society, national defense - security, protection of ecological environment, especially forest, sea and island ecosystems; continue to improve and raise the living standards of the people, especially those in remote areas, ethnic minority areas, people facing difficulties in life, and policy families. It is necessary to promote the traditional historical and cultural values ​​imbued with Nghe An identity to become the driving force and endogenous resources for development.

Nghe An Party Committee is a large Party Committee, with 1,429 grassroots Party organizations, more than 196,000 Party members, accounting for 3.65% of the total number of Party members nationwide. For Resolution No. 39 to come into effect, it requires focused, proactive, focused, and effective leadership and direction from Party committees and organizations at all levels and the political system of Nghe An. High requirements for cadres in terms of spirit, responsibility, capacity, courage, daring to face difficulties and challenges, being exemplary, especially leaders and managers; active participation of cadres and Party members, consensus, and trust of the People; must build a clean, strong, united, and highly determined Party Committee and political system, this is the most important task, the decisive factor for the success of Resolution No. 39.

At the conference summarizing 10 years of implementing Resolution No. 26-NQ/TW, General Secretary Nguyen Phu Trong emphasized:The Politburo's issuance of a new Resolution on Nghe An is only a very important first step. The decisive issue is to organize its implementation effectively; to turn the Resolution into material wealth, into a vivid reality. What we want is for Nghe An to be richer and stronger. Accordingly, the spirit is that the locality must also try harder, be the main force, be the internal force, be the one to practice, and not rely on others; but the responsibility of the central agencies is also very important, not leaving it all to the locality. All need to join in synchronously with the spirit of "unanimity from top to bottom, and clarity from top to bottom" to create concrete and clear changes.

I hope that we must fully and deeply understand the content of Resolution No. 39, creating unity and high determination from the Central to the local level, from cadres, party members, people to the business community. Immediately after this Conference, the National Assembly Party Delegation, the Government Party Committee, ministries, departments and branches at the Central level need to urgently issue an Action Program, creating favorable conditions for Nghe An in implementing the Resolution. Nghe An province must also urgently concretize the Resolution closer to reality, this is an opportunity for Nghe An to achieve relatively high targets compared to the current level.

For example, GRDP increased by 10%/year; labor productivity reached 10-11%/year, per capita income reached 7,500-8,000 USD/person; agriculture increased by 13-14%; new rural areas reached 90%. Thus, creating a solid foundation for Nghe An to develop rapidly, sustainably, comprehensively, civilizedly and modernly by 2045. Only by doing so can we be worthy of the expectations of previous generations, of the Politburo, of the Secretariat and of the people of the whole country, especially the Party Committee and people of Nghe An.

The Central Economic Commission must play a good role as a focal point, regularly monitor, urge, inspect, supervise, periodically summarize and report to the Politburo and the Secretariat; promptly reflect and coordinate to resolve difficulties and problems in implementing the Resolution.

As a land of "spiritual land and talented people", Nghe An people have a spirit of diligence, studiousness, self-reliance, not afraid of hardships and sacrifices, valuing affection, solidarity, attachment and loyalty. Nghe An Party Committee is one of the first Party Committees established right after the Communist Party of Vietnam was founded, with 90 years of history leading the People to make great contributions in the two resistance wars against France and America, in the cause of renovation, construction and protection of the Fatherland.

I believe that Nghe An will continue to promote the glorious revolutionary tradition, heroic spirit, creative spirit, courage and noble and good qualities of the people of Nghe An; determined to successfully implement Resolution No. 39 of the Politburo, bringing sustainable development and a good life to the people of Nghe An, worthy of being the homeland of President Ho Chi Minh, worthy of the great contributions of the predecessors and previous generations as General Secretary Nguyen Phu Trong said:"Step strong, go far, Nghe An like that is Nghe An""".
