Many problems and limitations
The projects that the Standing Committee of the Provincial People's Council requested the Provincial People's Committee, departments, branches and districts to explain include:resettlement projectKhe Mu fishing village (Thanh Chuong district); emergency evacuation project to disaster and landslide areas and extremely difficult areas in Binh Chuan commune (Con Cuong district); emergency evacuation project to disaster and landslide areas in Chau Tien commune and Lien Hop commune (Quy Hop district).
At the explanation session, representatives of investors and a number of related units all affirmed that the most basic reason for the delay in project progress is the lack of capital arrangement; mainly the counterpart fund of the province and other capital sources, while the central government has arranged enough capital.

For example, the emergency evacuation project to the disaster and landslide areas in Chau Tien and Lien Hop communes (Quy Hop district) had a total investment of more than 23 billion VND, but the total capital allocated after 7 times was only more than 15 billion VND.
Or the project to build model residential areas for fishermen on Lam River and the particularly difficult area of Thanh Chuong district (including 2 resettlement areas Khe Mu, Thanh Thuy commune and Trieu Duong resettlement, Thanh Lam commune) with a total investment of more than 86 billion VND, of which more than 70 billion VND has been allocated, and nearly 16 billion VND has not been allocated yet.
Emergency evacuation project for natural disasters and landslidesand the particularly difficult area in Binh Chuan commune (Con Cuong district) was allocated 17.8 billion VND, still lacking more than 8.4 billion VND.

However, some opinions raised at the explanation session stated that the capital allocation for the three basic construction investment projects mentioned above has reached over 70 - 80% of the total investment and for construction investment projects, when allocated with this capital ratio, the project has basically been completed and can be put into use.
However, in reality, especially the Khe Mu resettlement project (Thanh Chuong), many investment items are unfinished and now degraded. This shows that the implementation process has existing problems and shortcomings.

Comrade Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee said that the process of project establishment, determining the scale and capital sources was unclear, leading to the project having to be adjusted many times and being prolonged.
On the other hand, during the implementation process, the responsibilities of investors and some related departments and branches are not sufficient to promptly resolve arising difficulties, especially in allocating capital sources.
In addition, some opinions also analyzed that during the implementation process, the investor has not clearly identified the projects and items that need to be prioritized, so there are projects where people lack land for production because there is no compensation money to get land for people or there is a lack of bridges to serve people's travel in the emergency evacuation project in natural disaster, landslide and especially difficult areas in Binh Chuan commune (Con Cuong district)...

Need to inspect and handle responsibility for poor quality projects
Concluding the explanation session, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: All resettlement projects were identified as urgent but have not been completed for 8-10 years, the investment projects are unfinished; some unfinished investment items have degraded, while the living conditions of the people are still facing many difficulties.
From the reality, the Chairman of the Provincial People's Council proposed that the Provincial People's Committee direct a comprehensive review of all slow-progress resettlement projects in the whole province, on that basis, re-determine which projects are really urgent and which priority construction items are needed to have concentrated solutions; at the same time, review the completed works and items in each project, conduct quality inspection and put them into use, avoiding waste.

The Provincial People's Committee also needs to directinspect projectsto handle specific responsibilities for investors of poor quality projects; have a master plan to integrate central capital sources and balance provincial budgets to complete projects.
Regarding each specific project, Chairman of the Provincial People's Council Nguyen Xuan Son requested the Provincial People's Committee to direct the investor to re-evaluate the overall Khe Mu resettlement project (Thanh Chuong), including households that need to be relocated, thereby re-determining the scale and urgency of the project, prioritizing the allocation of remaining capital to complete the project, associated with acceptance and settlement of completed items and works, and putting them into use.
Regarding the emergency evacuation project for natural disaster, landslide and extremely difficult areas in Binh Chuan commune (Con Cuong district), the Provincial People's Committee is requested to add the Khe Choi bridge project to the investment portfolio to serve people's travel and arrange production land for resettled people.
