The Standing Committee of the Provincial People's Council works with the Department of Construction on resolving voters' petitions.

On the morning of October 17, the Standing Committee of the People's Council of Nghe An province had a working session with the Department of Construction according to the plan to supervise the settlement of outstanding and prolonged opinions and recommendations of voters since the beginning of the term until now.

67.69% of voters' petitions were resolved completely

According to a report from the Department of Construction's leaders, recently, in the fields of traffic, construction, urban order, etc., there have been many opinions, recommendations, and proposals sent by voters.

Since the beginning of the 2021 term, the sector has received 392 voters' petitions; of which 229/392 petitions are under the jurisdiction of the department and 163/392 petitions are under the jurisdiction of central units located in the area, or are invested and managed by departments, sectors and units.

Regarding 229 petitions of the Department of Construction, up to now, 115 petitions have been resolved, accounting for 67.69%. The content mainly focuses on establishing and adjusting general, zoning, and detailed plans; supporting housing for people with revolutionary contributions; installing traffic light systems, signs, and speed bumps to ensure traffic safety; maintaining, repairing, and upgrading traffic infrastructure...

Currently, 68/229 petitions (accounting for 29.69%) are continuing to be resolved related to the repair and upgrading of a number of national and provincial highways; control of oversized and overloaded vehicles; compensation and site clearance for the project to upgrade and expand National Highway 1A; and impacts from the construction of a number of construction projects on localities and people.

There are 6/229 unresolved petitions (accounting for 2.62%) related to petitions to upgrade and expand National Highway 48 and install traffic light systems...

However, according to comrade Pham Hong Quang - Member of the Provincial Party Standing Committee, Director of the Department of Construction: Many suggestions related to traffic infrastructure, besides the lack of resources, except for National Highways and Provincial Roads under the provincial authority, many roads under the district management authority before, now at the commune level, have not been focused on maintenance and upgrading, leading to deterioration and damage. At the same time, after the last 3 storms, the traffic system, bridges, and spillways have been washed away, collapsed and damaged.

On the other hand, currently, the implementation of two-level local government and the new apparatus at the commune level is also causing confusion in the implementation of professional tasks in the construction sector.

Traffic infrastructure management is also inadequate as the Traffic Inspectorate is no longer operating… All of this is putting great pressure on the Construction industry.

With the responsibility of the industry, Director of the Department of Construction - Pham Hong Quang said: Currently, the Department of Construction is focusing on consulting to solve the overall and key issues related to continuing to expand and upgrade National Highway 48 and National Highway 7 to higher standards; at the same time, consulting on investment, solving the bridge and spillway system, overcoming the separation during the rainy season in mountainous areas.

When these two major issues are implemented, it will increase connectivity, create momentum for development in the Western region along National Highway 7 and National Highway 48, and resolve many issues raised by voters.

The Department is also actively directing specialized departments, offices and officers and specialists of the Department to closely monitor and guide the grassroots in performing functions and tasks in the field under their authority.

Based on the results of monitoring and observing practices at the grassroots level; at the meeting, members of the monitoring delegation of the Provincial People's Council Standing Committee raised many issues and recommended that the Department of Construction continue to pay more attention to design techniques and construction quality of traffic works, ensuring that they can withstand storms, floods, and other major damages like the recent storms.

On the other hand, in the context of limited capital resources, it is recommended that the industry prioritize the construction of traffic works that greatly affect travel and threaten people's lives and property; research solutions to thoroughly handle the situation of oversized and overloaded vehicles; and resolve old collective housing areas...

Need to pay attention to planning of car parking lots and spots in urban areas

Concluding the meeting, in addition to appreciating the seriousness and responsibility of the Department of Construction in resolving and responding to voters' petitions since the beginning of the term, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi hoped that the Department would continue to make efforts and resolve voters' petitions more thoroughly; this is also a channel to create consensus among the people and reduce congestion in the development process.

When handling petitions, it is necessary to focus on implementing the processing procedure, shortening the processing time to less than 10 days for easy issues and no more than 30 days for complex issues; at the same time, pay attention to clearly answering the questions: Are the voters' suggestions valid? Can they be answered immediately? If the petition is related to resources, can resources be allocated and what is the specific implementation roadmap?

Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi also requested the Department of Construction to pay more attention to some issues related to investment in construction of traffic works, site clearance, construction; construction to be completed synchronously in a "rolling" manner to increase the value of the works better. For recommendations related to resources, it is necessary to arrange urgent priorities to focus resources on implementation.

The Department also needs to plan car parking lots and spots; put up signs prohibiting stopping, prohibiting parking, and prohibited times... on the streets; avoid the current situation where cars park on the roadside and sidewalk from main roads to alleys. Strengthen the focal point for guidance and advice for the grassroots in performing professional duties, especially paying attention to investment and management of traffic infrastructure, urban order..., to reduce the occurrence of recommendations and reflections from voters in the fields under the management of the industry.
