Standing Committee of Nghe An Provincial People's Council gives opinions on preparations for the 31st Session
On the afternoon of June 27, the Standing Committee of Nghe An Provincial People's Council held a regular meeting for June 2025. Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting.

Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee.
Also attending were representatives of the Standing Committee of the Vietnam Fatherland Front Committee of the province; members of the Standing Committee of the Provincial People's Council; Deputy Heads of the Provincial People's Council; representatives of the leaders of the Provincial People's Committee Office; Chief of Office, Deputy Chief of Office of the National Assembly Delegation and Provincial People's Council.
Question 2 groups of content
At the working session, the Standing Committee of the Provincial People's Council listened to and gave opinions on the preparations for the 31st Session of the 18th Provincial People's Council. This is a regular mid-year meeting with many important contents to comprehensively assess the socio-economic development situation in the first 6 months of the year and discuss and resolve key tasks for the last 6 months of 2025.

The Standing Committee of the Provincial People's Council has directed the implementation of preparations according to plan. At this session, the Provincial People's Council will consider 27 reports of the Standing Committee of the Provincial People's Council, the People's Committee, the Provincial People's Council Committees and the judicial agencies and is expected to consider and approve important resolutions.
In particular, the meeting will conduct a Question and Answer session with 2 groups of contents: Implementation of mechanisms and policies to improve the investment and business environment, remove difficulties for enterprises; overcome limitations and improve the Provincial Competitiveness Index (PCI). State management of the production and trading of counterfeit, fake, poor quality goods and dirty food in the province.

At the working session, the Standing Committee of the Provincial People's Council gave opinions on the selection of thematic supervision contents of the Provincial People's Council in 2026. This is the year of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Therefore, in the first 6 months of 2026, the Provincial People's Council will focus on preparing for the election and the first session to complete the key positions of the provincial government. Therefore, the implementation of thematic supervision of the Provincial People's Council will be carried out in the last 6 months of 2026.

At the meeting, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council discussed a number of issues related to the organization time and logistics for the 31st Session. He emphasized the need for careful preparation and on schedule, while noting the need to ensure the necessary conditions for the session to take place effectively, economically and in accordance with regulations.

Along with that, the Standing Vice Chairman of the Provincial People's Council also mentioned the content of accompanying and supporting the new commune-level People's Council after the administrative unit arrangement in organizing the first session on July 1, 2025. To ensure the quality of the session, he proposed to select a number of communes and wards for the Standing Committee and leaders of the Provincial People's Council Committees to directly attend and direct in order to guide and support the process, content and skills of organizing the session in accordance with the provisions of law.

Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee discussed contents related to the preparation work of the Provincial People's Committee on the submissions and draft resolutions submitted to the Provincial People's Council at the 31st Session and expressed opinions on some contents related to the selection of supervision topics of the Provincial People's Council in the last 6 months of 2026.
Highly focused, carefully prepared for the 31st session of the Provincial People's Council
In his concluding remarks on the organization of the 31st session of the Provincial People's Council, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council agreed that the 31st session of the Provincial People's Council will be held on July 9 and 10, 2025.

In the context of urgent preparation time and large workload, the Chairman of the Provincial People's Council requested relevant agencies and units to focus highly, proactively coordinate closely, to thoroughly prepare, fully serve the meeting, ensure quality, efficiency and on schedule. In particular, regarding the meeting agenda, he requested specialized agencies to urgently complete the remaining 10 contents.

Regarding the list of draft resolutions to be submitted at the session, based on the proposal of the Provincial People's Committee on the addition and withdrawal of a number of resolutions, the Chairman of the Provincial People's Council assigned the Office of the National Assembly Delegation and the Provincial People's Council to coordinate with the Office of the Provincial People's Committee to review and agree on the official list of resolutions to be submitted at the session. Regarding the contents proposed for withdrawal, if all documents and files are completed in a timely manner in accordance with regulations, they will still be included in the agenda of this session; otherwise, they will be transferred to the next session.
In particular, the Chairman of the Provincial People's Council noted that by the afternoon of July 1, 2025 at the latest, the Provincial People's Committee must complete and submit all records and documents of the draft resolutions for the Standing Committee and Committees of the Provincial People's Council to review and submit to the Provincial People's Council to ensure progress, quality and time according to the provisions of law.
Comrade Hoang Nghia Hieu also noted some contents on logistics to ensure the meeting and agreed to invite all 130 Chairmen of People's Councils of new communes and wards to attend the 31st Session.

Also at the working session, the Chairman of the Provincial People's Council also specifically concluded on the selection of the Provincial People's Council's supervision topics to be implemented in the last 6 months of 2025.
The Standing Committee of Nghe An Provincial People's Council evaluated the results of activities in June, discussed and agreed on tasks for July 2025; and reported on people's petition work in June 2025.
Accordingly, comrade Hoang Nghia Hieu noted that in July, it is necessary to prepare well for the 31st session of the Provincial People's Council and direct the successful organization of the first session of the People's Council of 130 wards and communes of the province; in which, the leaders of the People's Council directly attend and direct in a number of localities to guide and support the process, content and skills of organizing the session in accordance with the provisions of law.

Particularly related to the work of people's petitions, comrade Hoang Nghia Hieu requested the Provincial People's Committee to continue to direct the final settlement of the case related to 300 teachers in Nam Dan who are said to owe social insurance money; thereby requesting relevant agencies to urgently review, compare, clarify responsibilities and have specific and timely solutions, ensuring the legitimate and legal rights of the teaching staff, avoiding the emergence of frustration and the formation of hot spots.
