Uncle Ho once advised: “Electing the National Assembly and People’s Councils at all levels is an important political movement to promote the people’s true role as masters in the cause of building a rule-of-law State of the people, by the people, for the people…”. Up to now, Ho Chi Minh’s thoughts on State organization, the National Assembly and People’s Councils at all levels still retain their historical value and are of great significance in the process of mobilizing and organizing the implementation of elections to the National Assembly and People’s Councils at all levels.
