The 2025 mid-year regular session is scheduled for July.
At the meeting, the Standing Committee of the Provincial People's Council gave opinions on the preparation work for the 28th session (special session) of the 18th Provincial People's Council; the expected content and agenda of the regular mid-year session of the 18th Provincial People's Council and the plan to meet voters before and after the session.
The 28th session (special session) of the 18th Provincial People's Council will be held on the afternoon of April 28 at the Vinh City Convention Center. At the session, the Provincial People's Council is expected to consider and approve 14 draft resolutions.

In preparation for the 28th session, the Provincial People's Council committees have organized the review of draft resolutions submitted by the Provincial People's Committee. As for the draft Resolution on approving the policy of rearranging commune-level administrative units in Nghe An province in 2025, the Provincial People's Council's Legal Committee will organize the review on the afternoon of April 26.

The regular mid-year session of the 18th Provincial People's Council in 2025 is expected to be held for 2 days, from July 9 to July 10 in Vinh city. In the content and agenda of the session, the Provincial People's Council will discuss; question and answer questions; and consider and approve 27 reports and 17 draft resolutions.

In April, the Provincial People's Committee, departments, branches and localities focused on studying, receiving, resolving and responding to voters' opinions and recommendations through contact with voters before, during and after the 25th session of the Provincial People's Council and voters' recommendations via the online telephone hotline, basically ensuring compliance with regulations, resolving many practical problems and concerns, and meeting voters' legitimate aspirations.

The work of receiving citizens, receiving and handling complaints and denunciations of the Provincial People's Council has many clear changes, and the quality is increasingly improved.
Most of the complaints, denunciations, recommendations and reflections from citizens are compiled and forwarded to competent authorities for timely and proper resolution.
Prepare quality draft resolutions of the Provincial People's Council
Concluding the meeting, in preparation for the 28th Session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu requested the committees of the Provincial People's Council to coordinate with the Provincial People's Committee to draft a Resolution amending and supplementing Resolution No. 19/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council approving the price list of land types in Nghe An province from January 1, 2020 to December 31, 2024 to submit to the Provincial People's Council for consideration, promulgation and study of appropriate transitional provisions.

Emphasizing that the province is currently resolutely implementing the Party and State's policy on restructuring the apparatus and administrative units at the commune level, which is agreed and supported by the majority of the people, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council said that the whole province will reduce 282 communes to 130 communes, with the rate of people agreeing with the whole province reaching 95.99%.
Regarding the names of commune-level administrative units after the merger, the Provincial Steering Committee has been very receptive, listened, and closely followed the guiding viewpoints of Resolution 76 of the National Assembly Standing Committee and Decision 759 of the Prime Minister to direct localities to proactively research and select naming options, but must ensure the progress of completing the Project.
After that, 17 commune-level administrative units changed their names from district-level administrative units with serial numbers to names based on place names and history. Up to now, 412 communes across the province have submitted the Project to the Commune-level People's Council for approval, the overall rate at the commune level in the province is 96.16%. Although there are some different opinions, the Provincial Steering Committee respects the plans of the districts and the opinions of the majority of the people.
Agreeing with the contents and agenda of the 2025 mid-year regular meeting, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the Provincial People's Committee to promptly submit draft reports and draft Resolutions for review by the Provincial People's Council committees.

The Provincial People's Council presides over and directs the Provincial People's Council committees and the Provincial People's Council Office to research and arrange a reasonable and scientific meeting agenda; including improving the quality of the draft Law and preparing the content of the questioning in the direction of expanding the group of issues by sector and field.
Regarding the plan to meet voters before the mid-year session in 2025, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council assigned the Office of the National Assembly Delegation and the Provincial People's Council to base on the plan to arrange commune-level administrative units immediately after the session to develop a plan to meet voters to ensure appropriate time and location.

Agreeing with the draft report assessing the results of April and tasks for May 2025 of the Standing Committee of the Provincial People's Council, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the Provincial People's Council committees to complete the contents of supervision and survey activities; Issue a document agreeing on the list of proposals for drafting the Resolution of the Provincial People's Council in 2025.
Continue to review the implemented contents, based on the tasks and solutions associated with the roadmap to continue implementing Resolution No. 28 dated July 14, 2022 of the Provincial People's Council on promulgating the Project to improve the quality and efficiency of the activities of the 18th Nghe An Provincial People's Council, term 2021 - 2026.

Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Hoang Nghia Hieu also requested the Provincial People's Committee to direct and focus on resolving the case of 325 teachers in Nam Dan district who were forced to pay nearly 4.6 billion VND in social insurance debts from many years ago.
Regarding the content of the questioning at the regular mid-year meeting in 2025, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the Provincial People's Council committees to coordinate with the Provincial People's Council Office to study and advise the Standing Committee of the Provincial People's Council to make appropriate decisions.
