The Standing Committee of the Nghe An Provincial People's Council held its regular July meeting.
On the afternoon of July 30th, the Standing Committee of the Nghe An Provincial People's Council held its regular monthly meeting for July 2024.

Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Delegation of National Assembly Deputies - presided over and conducted the meeting.
Attending the working session were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; Le Hong Vinh - Standing Vice Chairman of the Provincial People's Committee; Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; and leaders of the Provincial People's Council's committees.
We highly appreciate the innovative organization of the 21st Session.
At the meeting, the Standing Committee of the Provincial People's Council listened to and commented on the results of the 21st session of the 18th Provincial People's Council, term 2021-2026, which was held over two days (July 10 and 11).

This is the first regular session of the Nghe An Provincial People's Council to implement reforms, with changes in timing, being held over only two days (reducing one session compared to previous regular sessions) and reducing the number of direct presentations in the assembly hall.
In addition, the session conducted open-ended questioning, expanding beyond the two main areas of Internal Affairs and Industry and Trade to include other fields. The number of provincial People's Council delegates participating in the questioning increased significantly compared to previous sessions (2.25 times higher than the first questioning session of the term).

Based on the feedback from provincial People's Council delegates regarding the organization of the 21st session, the Office of the Provincial People's Council Delegation unanimously agreed and highly appreciated the reduction in the session duration from 2.5 days to 2 days, especially the shortening of the time and number of reports, and the allocation of more time for discussion and questioning...; therefore, they suggested that this should continue to be applied to subsequent regular sessions.
In addition, some delegates suggested that the Standing Committee of the Provincial People's Council should study and consider adding a monitoring report on the resolution of voters' opinions and recommendations between two sessions, with a clearer and more specific resolution results for voters;…

Immediately after the session, the Standing Committee of the Provincial People's Council directed the revision and completion of 26 resolutions to be signed and certified by the Chairman of the Provincial People's Council within 5 working days after the closing of the session; issued a report on the results of the session on the afternoon of the closing to serve the voter outreach; issued 25 documents forwarding voters' opinions and recommendations to the Provincial People's Committee, departments, agencies, and localities for resolution and response to voters' requests via online telephone hotline; and issued a notice of conclusions from the questioning and answering session for implementation.
At the regular session, the Standing Committee and leaders of the Provincial People's Council's committees, as well as the leaders of the Provincial People's Committee, all highly appreciated the innovative way the 21st session was organized. They also evaluated and drew lessons from the coordination between the Standing Committee of the Provincial People's Council and the Provincial People's Committee, the Provincial Fatherland Front Committee; and the advisory and support work of the Office of the Provincial National Assembly Delegation and People's Council, and the Office of the Provincial People's Committee in organizing the regular sessions of the Provincial People's Council.

At the same time, delegates also raised several points regarding the composition of the leadership of the drafting agency attending the review meetings; solutions for sending documents for the review process more promptly; and proposals to add some content to the list of resolutions to be issued in the near future, such as: requesting the Provincial People's Committee to direct the drafting of a Resolution of the Provincial People's Council on policies to support funding for the purchase of voluntary social insurance and health insurance for people living in particularly difficult communes and villages in the period 2015-2020 that are no longer classified as particularly difficult under Decision No. 861/QD-TTg of the Prime Minister and Decision No. 433/QD-UBDT of the Committee for Ethnic Minorities, to be submitted to the regular session at the end of 2024.

On behalf of the provincial People's Committee leadership, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh expressed his agreement with the innovative approach to organizing the regular sessions of the Provincial People's Council applied at the 21st session. Despite the reduced working time, all agenda items were completed with quality, focusing on key issues and meeting the set requirements, contributing to the concretization of the Project to improve the quality and effectiveness of the Provincial People's Council's activities during its 18th term, 2021-2026.

The Standing Vice Chairman of the Provincial People's Committee also clarified the reasons and discussed solutions of the Provincial People's Committee to accelerate the progress of preparing draft resolutions to be submitted to the Committees and the Provincial People's Council before each session; as well as suggesting some contents to enhance the role and responsibility of provincial People's Council representatives in accompanying state management agencies to promptly resolve shortcomings and obstacles from practice; the quality of group discussions at regular sessions of the Provincial People's Council; and resolving voters' requests.
At the working session, the Standing Committee of the Provincial People's Council listened to and commented on the report on citizen petitions; assessed the results of activities in July 2024; discussed and agreed on tasks for August 2024; in particular, regarding citizen petitions, discussions aimed at clarifying the process for resolving petitions and complaints from voters sent directly to full-time representatives of the Provincial People's Council.
Coordinate smoothly and effectively to organize the provincial People's Council sessions well.
Concluding the July 2024 regular session, Provincial Party Secretary Thai Thanh Quy - Chairman of the Provincial People's Council - agreed with the delegates' assessment of the results of the reforms at the 21st session, as a basis for continuing to organize subsequent regular sessions of the Provincial People's Council.

However, taking into account the opinions of the provincial People's Council delegates, Comrade Thai Thanh Quy noted that the Office of the Provincial National Assembly Delegation and People's Council needs to continue surveying to ensure better facilities to serve the organization of regular sessions, especially for group discussions.
Expressing appreciation for the quality of the questioning and answering sessions on the two main groups of issues in the fields of Internal Affairs and Industry and Trade, however, regarding other issues that did not receive many questions from provincial People's Council delegates, the Chairman of the Provincial People's Council stated that this is an issue that needs to be further addressed so that delegates become familiar with the new method, in order to further improve the effectiveness of the question-and-answer sessions organized in an open manner.

Comrade Thai Thanh Quy also suggested incorporating the delegates' opinions on the report on monitoring the resolution of voters' opinions and recommendations, emphasizing clearer and more specific resolution results, avoiding vague responses.
Regarding the submission of draft resolutions of the Provincial People's Committee for review by the Committees and the Provincial People's Council, the Chairman of the Nghe An Provincial People's Council suggested that the Provincial People's Committee, during the process of developing the annual program, should allocate time for the approval of contents at the Provincial People's Committee meetings appropriately, possibly evenly distributed throughout the year, especially for contents related to mechanisms and policies, in order to submit them for review in a timely manner; then there should be time to incorporate feedback, refine, and ensure quality before submitting them to the Provincial People's Council for consideration.

Regarding the economic and social data for the first six months and the entire year, it is necessary to submit them to the Provincial Party Standing Committee for their opinion before presenting them to the Provincial People's Council. The Secretary of the Provincial Party Committee and Chairman of the Nghe An Provincial People's Council stated that the Provincial Party Committee Office will soon be tasked with reviewing and advising on adjustments to the annual work program of the Provincial Party Standing Committee. This will allow for meetings to hear and provide feedback on economic and social reports in May and October each year, ensuring that reports related to economic and social data are prepared in a timely manner for the mid-year and year-end regular sessions of the Provincial People's Council. Based on this, the Provincial People's Committee is requested to prepare economic and social reports in accordance with this direction for submission.
Regarding the program for issuing resolutions by the Provincial People's Council, the Provincial Party Secretary and Chairman of the Provincial People's Council stated that the Standing Committee of the Provincial Party Committee had unanimously agreed to issue a Directive on strengthening the Party's leadership in implementing social insurance and health insurance policies in Nghe An province; which includes the principle of developing support mechanisms and policies. In agreement with the opinion of the leaders of the Culture and Social Affairs Committee of the Provincial People's Council at the working session, it was requested that the Provincial People's Committee and relevant departments promptly draft a resolution of the Provincial People's Council to be submitted to the regular session at the end of 2024.

The Chairman of the Nghe An Provincial People's Council discussed and concluded on several other issues, including: coordinating and assigning tasks among the Committees of the Provincial People's Council based on their functions and duties as stipulated by law, while ensuring flexibility; and effectively carrying out key tasks in August, including foreign affairs.
