The Standing Committee of Nghe An Provincial People's Council will step in to supervise the fight against criminals using high technology to defraud and appropriate property.

(Baonghean.vn) - This is one of two topics that will be deployed by the Standing Committee of Nghe An Provincial People's Council in 2024.

In the first 6 months of this year, the Standing Committee of the Provincial People's Council will supervise the implementation of national criteria for new rural construction in Nghe An province.

In addition to the important results achieved, the implementation of the National Target Program on New Rural Construction in Nghe An province has revealed many difficulties and shortcomings such as: Ensuring the criteria for meeting new rural standards in particularly difficult communes; implementing the disbursement of central budget capital; supporting cement for rural roads; uneven new rural construction, many places have not paid due attention to production development, creating livelihoods, building cultural life, etc.

In October 2016, the Standing Committee of the Provincial People's Council, term XVII, conducted supervision of this topic. Up to now, after 8 years of new factors appearing, the Standing Committee of the Provincial People's Council, term XVIII, continues to choose this content for supervision, which is considered necessary to promptly remove obstacles, difficulties and shortcomings from practice, in order to remove them to continue to improve the effectiveness of implementing this national target program.

Currently, the Standing Committee of Nghe An Provincial People's Council is assigning the Economic - Budget Committee to prepare and advise on related contents such as: Plan, supervision outline to submit to the Standing Committee of the Provincial People's Council for comments at the regular meeting in April, then proceed with supervision.

In the last 6 months of 2024, according to the plan, the Standing Committee of the Provincial People's Council will supervise the management and fight against activities related to "black credit" and crimes using high technology to defraud and appropriate property.

Currently, the Legal Committee is being assigned by the Provincial People's Council to advise and prepare related contents to be submitted to the Standing Committee of the Provincial People's Council for comments at the regular meeting in September 2024 for supervision.

High-tech crime is a new type of crime that is developing, evolving in a very complex, diverse and unpredictable manner both in the world and in Vietnam.

Recently, high-tech crimes have been taking place nationwide, with increasingly sophisticated forms, the number of fraud cases has been increasing, causing serious consequences to property and making people angry and worried.

High-tech crime is a type of “non-traditional” crime, operating in a wide area, regardless of borders or territories, with increasingly sophisticated methods. According to the assessment of the police agency, fighting traditional crime is difficult; fighting “non-traditional” crime, crime that takes advantage of high technology is many times more difficult, because criminals of this type often have knowledge of information technology, frequently changing their methods of operation to commit crimes.

In Nghe An, in 2023 alone, the police force discovered, arrested, and handled dozens of cases and hundreds of subjects using high technology to commit crimes.

Most recently, the Criminal Police Department presided over and coordinated with relevant units to arrest 50 Vietnamese people residing abroad who used high technology, impersonating judicial officers to defraud and appropriate property of Vietnamese people in many localities across the country, with an amount of more than 500 billion VND, led by two subjects Phan Van Phuong (born in 1991), residing in Kim Thanh commune, Yen Thanh district and Tang Quang Vinh (born in 1989), residing in Ward 11, District 5, Ho Chi Minh City.

Faced with the complicated situation of high-tech crimes in Nghe An province, which tends to increase with increasingly sophisticated methods and tricks, on May 19, 2021, the Provincial People's Committee issued Directive No. 17/CT-UBND on strengthening solutions to prevent and combat high-tech crimes.
