The first Standing Conference of the People's Councils of the North Central provinces, term 2021 - 2026, has the theme "Quality and effectiveness of activities of People's Council delegates - Current situation, experience and solutions".

Attending the Conference were:Nguyen Duc Hai - Member of the Party Central Committee, Vice Chairman of the National Assembly; Le Truong Luu - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Thua Thien Hue Province; representatives of leaders of the National Assembly agencies; Standing Committee of the People's Council, leaders of the People's Council Committees, Office of the National Assembly Delegation and People's Councils of 6 provinces in the North Central region (Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue)and the conference guests are representatives of the Standing Committee of Lam Dong Provincial People's Council.

The conference listened to the Standing Committees of the People's Councils of Thanh Hoa, Ha Tinh, Quang Binh, Quang Tri, and Thua Thien Hue provinces present their reports on the situation and implementation results as well as experiences and solutions on methods of organizing People's Council meetings, activities of examination, supervision and recommendations after supervision, accessing and handling information on questions from delegates, receiving citizens, meeting voters and handling complaints and denunciations from citizens, etc.

Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council spoke about experiences and solutions to improve the quality and efficiency of the operation of the Nghe An Provincial People's Council such as innovation in the organization of specialized apparatus of the Provincial People's Council Committees; implementing paperless meetings, applying information technology, digital transformation in exploiting and using meeting documents; testing the implementation of voting on resolutions using software systems via smart devices; enhancing the reception, listening and urging the settlement and response to voters' opinions and recommendations; strengthening the survey and thorough examination of draft resolutions submitted to the meeting; promoting information and propaganda on the activities of the People's Council, the Standing Committee, and the Provincial People's Council Committees on the Nghe An Provincial People's Representative Electronic Information Page...

In addition, the delegates discussed and clarified a number of related issues; added recommendations and proposals to the National Assembly, the National Assembly Standing Committee and the Government for early consideration and resolution to contribute to improving the quality of activities of provincial People's Councils in particular and the quality of activities of People's Councils at all levels in general.

Speaking at the Conference, Comrade Nguyen Duc Hai - Member of the Party Central Committee, Vice Chairman of the National Assembly said that the discussion content was practical, the opinions of the Standing Committees of the Provincial People's Councils were carefully prepared, thoughtful, and of high quality, providing many outstanding results, good experiences, new ways of doing things, valuable lessons as well as shortcomings, limitations, and many practical proposals and recommendations. At the same time, he highly appreciated the efforts of the People's Councils of the provinces in the North Central region in the past time and shared the difficulties and shortcomings that the delegates mentioned at the Conference; discussed a number of contents related to the organization and operation of the People's Councils; directed and oriented a number of tasks of the People's Councils in the coming time.

The first meeting of the Standing Committee of the People's Councils of the North Central provinces for the 2021-2026 term agreed on a memorandum of understanding, affirming that the annual coordination of the Standing Committee of the People's Councils of the provinces in the region with the Delegation Work Committee under the National Assembly Standing Committee to periodically organize the Conference is very necessary to strengthen the coordination relationship, exchange experiences in order to constantly innovate to organize the activities of the People's Councils more effectively, promote the position and role of the People's Councils, and fulfill their functions and tasks well according to the provisions of law. In addition, the People's Councils of the provinces in the North Central region need to continue to improve the quality and effectiveness of the People's Councils' activities, improve the quality of People's Council sessions, the quality of supervision activities, monitor the results of recommendations after supervision, innovate, improve the quality of questioning, and citizen reception activities. It was agreed that the second meeting of the Standing Committee of the People's Councils of the North Central provinces for the 2021-2026 term will be held in Thanh Hoa province./.
