Standing Committee of Nghe An Provincial People's Council exchanges operational experiences with Standing Committee of District People's Council
On the morning of February 21, in Vinh City, the Standing Committee of Nghe An Provincial People's Council held the sixth conference to exchange operational experiences with the Standing Committee of the District People's Council for the 2021-2026 term.

The conference took place at the time of organizing activities to celebrate the 79th anniversary of the first election of the People's Council of Nghe An province (February 24, 1946 - February 24, 2025).

Improve the quality of People's Council activities, effectively contribute to political tasks
The conference to exchange operational experiences between the Standing Committee of the Provincial People's Council and the Standing Committees of the People's Councils of districts, cities and towns is an annual activity organized to strengthen cohesion, share, clarify outstanding results in the activities of People's Councils at all levels, draw lessons, and find solutions to effectively and qualitatively implement tasks.

This conference took place right after the 9th Extraordinary Session, in which the National Assembly passed many important laws, especially the Law on Organization of Local Government (amended) with many changes related to the organizational structure, functions, and tasks of People's Councils and People's Committees at all levels.

At the same time, the entire political system is in the process of rearranging and streamlining its organizational apparatus according to the Central Government's policy. The Provincial People's Council is also preparing for a meeting to consider the rearrangement of specialized agencies under the Provincial People's Committee. Many districts, cities and towns have held meetings to rearrange specialized departments under the District People's Committee.

In addition, 2025 is identified as the year of "acceleration and breakthrough", striving to achieve double-digit growth, creating a solid foundation for the next development stage. This is also the year near the end of the term of People's Councils at all levels 2021 - 2026, and at the same time, the year of Party congresses at all levels, creating an important premise for organizing the election of People's Councils at all levels for the next term.

With that importance, at the conference, delegates focused on exchanging solutions and experiences to continue improving the quality of the People's Council's activities in the coming time, contributing to improving the effectiveness of implementing very important political tasks in 2025.

Research and promptly apply new laws of the National Assembly
After a serious, urgent and highly effective working session, the conference clarified many related contents. In his concluding remarks, on behalf of the Standing Committee of the Provincial People's Council, Comrade Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council requested the Standing Committee of the Provincial People's Council to summarize and re-evaluate the content of the meeting and exchange and share more information and experiences in organizing the activities of the Provincial People's Council.

In particular, he suggested that the Standing Committee of the District People's Council continue to focus on improving the quality of its activities, especially improving the quality of its meetings.
This is the basis for planning and mobilizing resources to serve the growth of the locality, contributing to the completion of the common growth goal of the province and the whole country.

On that basis, comrade Nguyen Nam Dinh discussed and shared some contents on innovation in the preparation and organization of regular meetings of the Provincial People's Council; as well as the organization of thematic meetings to meet the timeliness and reduce the workload for regular meetings, with the view of always accompanying the Provincial People's Committee for common development.

The Standing Vice Chairman of the People's Council of Nghe An province shared some experiences in conducting survey and supervision activities; especially in coordinating survey and supervision activities to avoid overlapping with inspection and supervision activities of other entities, causing inconvenience to the establishments.

In the coming time, comrade Nguyen Nam Dinh also proposed to focus on studying and applying new regulations recently passed by the National Assembly Session, including the Law on Organization of Local Government (amended); the Law on Promulgation of Legal Documents (amended) and the National Assembly Resolution regulating the handling of a number of issues related to the reorganization of the State apparatus.

The Standing Committees of the People's Councils of districts and towns have not yet held meetings to complete the apparatus and personnel of the People's Committees at the same level, so they must urgently organize People's Council meetings to arrange specialized departments under the District People's Committees to ensure progress.
At the same time, comrade Nguyen Nam Dinh also requested Vinh city to urgently submit to competent authorities to issue relevant documents to establish the organizational apparatus of Vinh city People's Council according to Resolution 137 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province.

The Standing Vice Chairman of the Provincial People's Council requested the Standing Committees of the People's Councils of districts, cities and towns to review the implementation of the entire term's work program; thereby urging the completion of the proposed programs and plans; continuing to exchange, guide and share operational experiences with the People's Councils at the commune level.
