(Baonghean.vn) - On the afternoon of June 21, in Vinh city, the Standing Committee of Nghe An Provincial People's Council held a session to explain the management and use of public assets after merging administrative units and public service units in the province.

Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council co-chaired.

2,866 FACILITIES HAVE NOT HAD THEIR ARRANGEMENT PLAN APPROVED

Nghe An has merged 4,108 administrative units, blocks, hamlets, and public service units; of which, 35 communes were merged (reduced by 20 communes), 3,903 blocks, hamlets, and villages were merged (reduced by 2,090 blocks, hamlets); 170 public service units at provincial and district levels were merged (reduced by 101 units).

Accordingly, after the merger, there are 476 redundant facilities, of which, commune-level units have 37 redundant facilities; blocks, hamlets, and villages have 400 redundant facilities; provincial-level public service units and districts have 39 redundant facilities.

Along with that, the total number of housing and land facilities that must be rearranged after the merger is 4,302 facilities with a total land area of ​​more than 5,987,638 m2.2and the house area is more than 715,994 m2. Of which, commune level has 184 establishments; block, hamlet, and village level has 3,937 establishments; public service units have 181 establishments.

Of which, the number of housing and land facilities that have had their management and usage arrangement plans approved is 1,436 facilities, with a total area of ​​more than 1,673,589 m2.2and the house area is over 227,011 m2Accordingly, 1,398 establishments will be retained for continued use; 6 establishments will be sold for assets on land, land use rights will be transferred; 9 establishments will be recovered and 23 establishments will be transferred.

However, the problem is that there are still 2,866 facilities, with a total land area of ​​more than 4,314,049 m2.2and the house area is nearly 488,983 m2Housing and land facilities have not yet had their arrangement plans approved. Specifically, at the commune level, there are 122 facilities; at the block, hamlet, and village level, there are 2,613 facilities; and at public service units, there are 131 facilities.

At the meeting, the Standing Committee of the Provincial People's Council, leaders of the People's Committees of some district-level units, the Department of Finance and the Provincial People's Committee assessed the leadership, direction and coordination of all levels, sectors and localities in guiding and removing difficulties and obstacles for localities and units in developing and implementing plans to arrange, manage and use public assets after the merger; solutions to speed up progress in the coming time.

On the other hand, statistics show that, at present, after the merger, the working conditions (land area, headquarters, facilities) are both lacking and redundant, lacking in uniformity and inadequate; the rate of houses and land proposed to be retained for continued use is quite high; each local unit has different views on the arrangement and handling. Speaking at the explanation session, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh said that for 2,866 houses and land facilities that have not yet had their arrangement plans approved, the Provincial People's Committee will complete the approval by the end of 2022. In addition, he also outlined specific directions for handling facilities that are stuck with legal procedures. In particular, the difficulties in selling assets and transferring land use rights for cultural houses in blocks and hamlets make buyers "uninterested";...

NEED TO BE PROCESSED THOROUGHLY WITH SPECIFIC RESPONSIBILITY

Concluding the explanation session, in the face of the fact that the number of houses and land facilities that have not had their arrangement plans approved is still large, mainly located in blocks, hamlets, and villages, Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy analyzed and clarified the objective and subjective causes leading to this existence.

Accordingly, subjectively, the arrangement has not been given due attention, no specific responsibility has been assigned, and monitoring and urging have not been drastic. Along with that, objectively, the Chairman of the Provincial People's Council also stated that this is not an easy task; after the arrangement, there was a situation of both excess and shortage of local area and space.

On the other hand, the legal documents of some real estate facilities are not sufficient to propose a plan for arrangement; there is no budget for measuring, inventorying, and evaluating assets. These assets are also not easy to sell and transfer because they are mainly located in blocks, hamlets, and villages, so the comparative advantage in terms of land rent is low.

Based on the analysis of subjective and objective causes, Chairman of Nghe An Provincial People's Council Thai Thanh Quy suggested that immediately after the explanation session, the leaders of the Provincial People's Committee should pay attention to directing the thorough handling of this issue through issuing plans and solutions; building progress, assigning specific responsibilities; linking with the responsibility of the head and emulation and rewards.

Along with that, the Provincial People's Committee needs to direct the review of land use planning, associated with cultural institutions in the blocks, hamlets and villages to use these assets appropriately, effectively and with a long-term vision. Accordingly, the Provincial Party Secretary and Chairman of the Provincial People's Council suggested a solution that is to plan and build cultural houses in blocks, hamlets and villages that are arranged into cultural and sports venues to serve the people by calling on the people to join hands and contribute to changing their usage functions.

On the other hand, localities and relevant sectors need to compile statistics and review the headquarters of state agencies located in the areas managed by superiors to have effective handling plans and avoid wasting land, because these are headquarters in prime locations.

In order to manage and use public assets after merging administrative units and public service units in the province, the Chairman of the Provincial People's Council also noted the need to arrange and allocate funds for localities to serve the measurement at facilities with incomplete records; at the same time, it is necessary to apply synchronous management software and have statistics and regular updates.

Emphasizing that this is an important issue, of great concern to voters and the people, and that is also the reason why the Standing Committee of the Provincial People's Council organized this explanation session, therefore, the Chairman of the Nghe An Provincial People's Council requested that it is necessary to immediately implement more drastic solutions to speed up the implementation progress, thereby, by the end of 2022, the approval of the arrangement plan will be completed as a basis for implementation to avoid land waste. In the explanation session at the end of this year, the Standing Committee of the Provincial People's Council will continue to listen to the implementation results on this issue.
