The Standing Committee of Quynh Luu District Party Committee directed the handling of the case of the commune accountant winning the auction of 23 land lots.

Previously, Nghe An Electronic Newspaper reported on July 10 to 11."Quynh Luu district does not recognize the auction results of 23 land lots for the accountant of Quynh Ba commune"and"Clarifying information about a commune accountant winning the auction of 23 land lots in Quynh Luu district"Specifically, after the land auction on June 20, 2023 at the People's Committee of Quynh Hung commune, the People's Committee of Quynh Luu district received a number of complaints with the content that Mr. Nguyen Van Trong - accountant of the People's Committee of Quynh Ba commune, is the younger brother of Mr. Nguyen Van Quy - Vice Chairman of the People's Committee of Quynh Luu district (Mr. Quy is the person who signed the decision approving the starting price of the land lots put up for auction), although not a subject participating in the auction, still voted to bid and was recognized by the auctioneer as the auction winner.

After the incident occurred, on June 28, 2023, the Quynh Luu District Land Use Rights Auction Supervision Team verified and determined that the incident had occurred as reported. On July 3, 2023, the Chairman of the Quynh Luu District People's Committee held a meeting and came to the conclusion that the auction results for the 23 land lots that Mr. Nguyen Van Trong participated in were not recognized.

At the same time, assign relevant parties, especially Quang Cong Minh Joint Stock Auction Company (the unit hired to conduct the auction); the Supervisory Team; and Mr. Nguyen Van Trong himself, to urgently review and clarify responsibilities. In addition, assign Quang Cong Minh Joint Stock Auction Company to urgently carry out procedures to handle 23 land lots that do not meet the conditions for recognition of auction results according to regulations and conduct the re-auction process of the above land lots to ensure timeliness, objectivity, and compliance with legal regulations.

Upon receiving specific information, on July 10, 2023, the Standing Committee of the Quynh Luu District Party Committee also held a meeting to listen to the Quynh Luu District People's Committee's report and explanation of issues related to the above incident and discuss further solutions. The Quynh Luu District Party Committee then issued Conclusion Notice No. 998-TB/HU, dated July 11, 2023 of the Standing Committee of the District Party Committee and Report No. 519-BC/HU, dated July 11, 2023 of the Standing Committee of the District Party Committee on handling violations in land auctions in Dong Quan area, Quynh Hung commune.

Accordingly, the Quynh Luu District Party Committee stated that although the District People's Committee had made great efforts in organizing land auctions in the current difficult conditions of the real estate market and had directed the resolution of issues arising after the auction to limit errors and promptly handle related issues. However, the Standing Committee of the Quynh Luu District Party Committee found that the District People's Committee's organization of the supervision of land auctions in the Dong Quan area had violated the regulations, allowing people who did not meet the prescribed conditions to participate in the auction, which was contrary to the provisions of the Law on Property Auctions 2016 and Decision 12/2018/QD-UBND dated March 2, 2018 of the Nghe An Provincial People's Committee promulgating regulations on auctions of land use rights to allocate land with land use fees or lease land in Nghe An province.

After discovering the violation, the District People's Committee was slow to handle it, did not promptly report to the Standing Committee of the District Party Committee, was confused in handling the violation, and let public opinion become complicated, affecting the general situation of the district...

To continue to comprehensively and properly handle the issues related to the recent land auction in Quynh Hung commune, the Standing Committee of Quynh Luu District Party Committee requested the People's Committee of Quynh Luu District to promptly carry out procedures to properly handle the land lots that were put up for auction, including 23 land lots that Mr. Nguyen Van Trong participated in the auction but violated the law. At the same time, organize a serious review of the Land Auction Supervision Team of the District People's Committee and related organizations and individuals to clarify responsibilities and have forms of handling or propose strict handling (if violations) in accordance with the Party's regulations and the State's laws.
