Standing Provincial Party Committee meets with grassroots leaders

The Standing Committee of the Provincial Party Committee chaired the conference: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee.

Attending the event were comrades in the Provincial Party Standing Committee, leaders of the Provincial People's Council, People's Committee, Fatherland Front Committee, National Assembly Delegation; leaders of relevant departments, branches, sectors and units; representatives of the leaders of the District Party Committee, People's Council, People's Committee of 21 districts, cities and towns and 1,034 delegates who are heads of Party committees and authorities of 480 communes, wards and towns in the province.

In his opening speech, comrade Nguyen Xuan Son emphasized that this activity shows the provincial leaders' recognition of the efforts of grassroots comrades; further grasping the thoughts, aspirations and wishes from the grassroots.

This is also an opportunity for cadres to exchange, research, and learn from each other's experiences; to better understand policies and guidelines; working methods, leadership, and direction; to promote the role and strength of the grassroots; to strengthen solidarity and consensus; to build trust, political will, and determination to successfully implement the resolutions of the Party Congresses at all levels from the grassroots to the provincial level.

Before discussing, sharing and exchanging ideas at the conference, delegates watched a report on some of the province’s socio-economic achievements in recent years. Among them were many great results and progress in all fields.

2017 was the first year that 27/27 major socio-economic targets were completed, of which 8 targets exceeded the plan. Gross domestic product increased by 8.25%, the highest since the beginning of the term, and higher than the average growth rate of the whole country. Budget revenue was 12,610 billion VND, an increase of 14.57% compared to 2016. Social security was ensured.

People's lives continue to improve. Healthcare, education and training, employment, social policies... are taken care of, national defense and security are ensured. The political system is constantly being strengthened and enhanced....

At the conference, many opinions expressed their thoughts and aspirations, shared the difficulties, hardships, advantages and obstacles in the process of implementing political tasks in localities through practical work at the grassroots level. That was the opinion of comrade Le Viet Tuan - Secretary of the Party Committee of Nghi Van commune, Nghi Loc district, about experiences in building a political system in areas with a large number of religious followers; comrade Ho Viet Son - leader of Tam Quang commune, Tuong Duong district, shared about experiences in mobilizing resources and people's strength, eliminating the mentality of waiting and relying on others in building new rural areas in a particularly difficult border commune. Comrade Luong Chi Dung - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Chau Nga commune, Quy Chau district, shared about ways to implement "bringing resolutions into life starting from small things"...

The conference also heard experiences in directing the building and development of cultural and sports movements to strengthen and consolidate the great national unity bloc, contributing to the successful implementation of socio-economic development tasks in Dong Hieu commune, Thai Hoa town...

At the conference, delegates directly asked and proposed some opinions to the Standing Committee of the Provincial Party Committee: The Chairman of the People's Committee of Dien Yen Commune, Dien Chau expressed his joy when the program was organized; besides, he gave his opinion on some issues related to religious activities causing insecurity and disorder and causing difficulties for state management in the locality; requested the Standing Committee of the Provincial Party Committee to give opinions on policies and solutions for the coming time to handle this issue, helping grassroots cadres to better solve local problems.

Representatives of Chau Hong commune, Quy Hop district expressed concerns about the fact that some communes and wards will have to merge, leading to a surplus of cadres. Meanwhile, Mr. Truong Quang Thang - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Nghia Phu commune, Nghia Dan, raised the issue of agricultural product consumption still facing many difficulties, asking provincial leaders to provide solutions to this problem.

Comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee responded to the opinions of Dien Yen and Dien Chau communes and some related opinions. Accordingly, Comrade Nguyen Van Thong stated some reasons leading to sabotage and disturbance activities in areas with a large number of Catholics.

Expressing sympathy with the grassroots for the difficulties in this work, he suggested that the grassroots focus on 5 tasks to solve this problem: Strengthening leadership, direction, and propaganda of the Party and Government's guidelines and policies on religious issues for all people to understand and know; Strengthening mass mobilization work, replicating good typical models, this is the first and continuous task that needs to be carried out regularly; Paying attention to the legitimate needs of religious followers to create a positive change in people's thinking about the Party's religious work.

For unreasonable and inappropriate demands, it is necessary to explain and propagate to prevent hot spots from arising; Direct the Party Committee and the government to thoroughly resolve complicated cases related to religious work; Direct relevant authorities to strictly handle extremists and violators of laws related to religion to ensure the strictness of the law; Focus on building a grassroots political system that is close, intimate, exemplary, and shares with the people.

Responding to opinions on output for agricultural products, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that the province will review, adjust and supplement the planning to attract investors in the agricultural and rural sectors; promote land consolidation and plot exchange; focus on developing high-tech agriculture; focus on mobilizing and diversifying investment resources for agriculture and rural areas.

Notably, at the meeting, in addition to the questions and opinions of the delegates, the provincial leaders also had questions and concerns that they wanted the delegates to answer, helping the provincial leaders clarify some issues.

Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council raised the question: "There is a group of grassroots cadres who have not yet fully grasped the Party's guidelines and policies and the State's laws; have not yet done a good job of propaganda, dialogue and mobilizing the people; have not yet truly upheld the sense of responsibility in performing public duties; have not focused on advising and promptly handling the legitimate needs and interests of the people... leading to the emergence of a number of complicated cases; petitions and complaints have been prolonged and have gone beyond the level of authority. What do you think about this issue, what are the causes and solutions that need to be focused on in the coming time?"

Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee asked the delegates to express their opinions on the current state management work, especially in the field of land, which does not promptly detect violations or when detected, it is handled slowly or improperly... This situation in your locality, what are the causes and how do you handle it?

Comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee mentioned the issue of ensuring political security and social order and safety, the collection and disbursement of various fee funds and voluntary contributions still have some shortcomings, especially the socialized revenues have created an excuse for some opposition and reactionaries to cause trouble, disrupting security and order in the locality. Can the delegates tell us about the current situation of this issue at the grassroots level, the causes and solutions?...

Questions from provincial leaders will be received by delegates who are heads of local Party committees and authorities and will be answered in writing in the spirit of sharing and exchanging to help provincial leaders grasp the situation at the grassroots level, together find ways to resolve existing problems and shortcomings, towards completing assigned tasks.

Talking, exchanging and sharing with leaders of Party committees, authorities of communes, wards and towns, and delegates attending the program, comrade Nguyen Dac Vinh - Secretary of the Provincial Party Committee acknowledged and praised the concerns and enthusiasm of the delegates.

The Provincial Party Secretary outlined some outstanding achievements in socio-economic development of the province in recent times; thereby affirming that these achievements were thanks to the efforts of the entire political system, including the significant role of Party committees and grassroots authorities, especially the role and responsibility of leaders.

The Provincial Party Secretary also commented, shared, and conveyed the wishes of the provincial leaders to the leading cadres of the Party Committee and grassroots authorities regarding the shortcomings and limitations and outlined 10 key tasks that need to be implemented. At the same time, he also raised a number of issues related to the grassroots for the delegates to study and consider, including the contents of Party building and the political system, economic and social development, national defense and security, handling of complaints and denunciations, and other urgent and prominent issues in the area.

At the same time, Provincial Party Secretary Nguyen Dac Vinh also discussed and answered the opinions and recommendations of the delegates speaking at the meeting with the hope that in the coming time, the Party Committee, the government and individual delegates will create high determination to successfully implement the goals and tasks set out in the Resolution of the 18th Provincial Party Congress.

Speaking at the end of the meeting, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee hoped that the delegates would spread the spirit of the conference to grassroots party members and cadres, building solidarity to fulfill assigned tasks.
