PROACTIVE COOPERATION, COMPLETING LARGE AMOUNT OF WORK

In the first quarter of 2023, despite the large workload, the Party committees and the Provincial Party Committee Office actively deployed work plans in assigned fields, implemented and coordinated smoothly to complete a large volume of assigned work; especially advising the Standing Committee of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Executive Committee to comprehensively lead and direct all aspects of work.

At the same time, advise the Party Committee to direct the preliminary and final review of resolutions, directives and regulations of the Central and the province to ensure process and quality; proactively advise on the content to be submitted to the Standing Committee, the Provincial Party Standing Committee and the Provincial Party Executive Committee according to the 2023 Work Program to ensure progress and content; well perform other tasks assigned by the Provincial Party Standing Committee and the Provincial Party Standing Committee.

At the meeting, leaders of Party committees and the Provincial Party Committee Office exchanged and discussed many contents on various aspects of work: Inspection, Mass Mobilization, Propaganda, Organization; advising on the implementation of a number of contents under the direction of the Standing Committee, the Provincial Party Committee Standing Committee, etc.

FOLLOW FUNCTIONS AND TASKS, CONTINUE TO IMPROVE WORK EFFICIENCY

Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong assessed that in the first quarter of 2023, the Party Committees and the Provincial Party Committee Office had made great efforts to both implement the detailed plans of the units; at the same time, pay attention to exchanging and coordinating to resolve work contents to carry out general advisory work for the Standing Committee and the Standing Committee of the Provincial Party Committee; including advising in the preparation process to submit to the Politburo a summary of 10 years of implementing Resolution No. 26 of the Politburo on Nghe An.

Regarding specific and key tasks in the second quarter of 2023, Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong noted that the Provincial Party Committee Office and Party committees, in the process of performing their tasks, must closely follow Regulation No. 04-QDi/TW of the Secretariat dated July 25, 2018, regulating the functions, tasks, powers, and organizational structure of specialized agencies to advise and assist the Provincial Party Committee and City Party Committee; especially paying attention to performing well the inspection and guidance functions.

Regarding the fight against corruption and negativity, comrade Nguyen Van Thong emphasized the effectiveness since the Provincial Steering Committee was established, along with the efforts to implement professional tasks of the Internal Affairs sectors, especially the Judiciary sector.

In the coming time, to further increase efficiency and ensure the correct direction of the Party's leadership in the work of preventing and combating corruption and negativity, comrade Nguyen Van Thong requested that Party committees, the Provincial Party Committee Office, especially the Provincial Party Committee's Internal Affairs Committee and the Provincial Party Committee's Inspection Committee continue to promote their roles and proactively improve the quality of advisory work in this field.

Regarding the inspection and handling of cases that have been concluded to be violations, the Standing Deputy Secretary of the Provincial Party Committee requested the Provincial Party Committee's Inspection Committee to advise the Provincial Party Committee's Standing Committee to handle them according to its authority; at the same time, closely follow the handling at lower-level units to ensure the effectiveness of the handling.

Comrade Nguyen Van Thong also suggested continuing to improve propaganda and mobilization work to protect the Party's and local policies and guidelines related to protection, ideology, guidelines; site clearance; in which it is necessary to pay close attention to promptly detecting and advising on the correct handling of some pressing issues at the grassroots level.

Along with that, continue to direct the resolute handling of violations that the State Audit and the Central Inspection Committee have pointed out, and require corrections in a number of units and affiliated Party Committees.

Currently, implementing Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo on continuing to reorganize district and commune-level administrative units for the period 2023 - 2030, on March 7, 2023, the Standing Committee of the Provincial Party Committee issued Official Dispatch No. 1757-CV/TU "on implementing Conclusion No. 48-KL/TW of the Politburo"; in which it requires to temporarily suspend the recruitment, reception of civil servants and public employees and the addition of Party committees, appointment of leaders and managers for district and commune levels in the whole province until the overall provincial project on reorganizing district and commune-level administrative units for the period 2023 - 2025 is approved by competent authorities. In case of real necessity, it is necessary to report to the Standing Committee of the Provincial Party Committee for consideration and comments before making a decision according to authority.

Therefore, the Standing Deputy Secretary of the Provincial Party Committee requested the Party Committees, the Provincial Party Committee Office, especially the Provincial Party Committee's Organization Committee to closely follow and grasp the situation at the grassroots level, ensuring strict implementation of the Provincial Party Committee's policies; at the same time, in some necessary situations requiring implementation, it is necessary to deeply understand and grasp the issue to advise the Provincial Party Committee's Standing Committee for consideration and decision.

The Standing Deputy Secretary of the Provincial Party Committee also noted that the Provincial Party Committee Office and the Provincial Party Committee's committees should review the instructions of the Standing Provincial Party Committee and the Provincial Party Committee's Standing Committee to advise on the timely issuance of conclusions, without delay; review and in-depth study of the policies and financial regimes of the Party committees to fundamentally and fundamentally resolve the funding shortages.
