Reporting at the 13th plenary session of the National Assembly's Judiciary Committee on the morning of September 3, Senior Lieutenant General Le Quy Vuong, Deputy Minister of Public Security, said that the functional forces discovered 14,228 crimes and violations of the law on economic management order (11.02% less than the same period in 2018), 281 crimes and violations of the law on corruption and positions (0.35% less than the same period in 2018).
In particular, the investigation of cases and incidents under the supervision and direction of the Central Steering Committee on Anti-Corruption has been accelerated to ensure progress, overcoming many difficulties and obstacles in the work of appraisal, asset valuation, providing records and documents, evaluating evidence, determining crimes, and recovering assets.
The Deputy Minister of Public Security also emphasized that the work of detecting, investigating and handling corruption at the local level has made much progress, gradually overcoming the situation of "hot above, cold below".
The authorities have detected and strictly handled many cases of smuggling, trade fraud, production and trade of counterfeit and banned goods, contributing to deterring violations (typically, Dak Nong police discovered a large-scale case of fake A95 gasoline production in many southern provinces).

According to the Deputy Minister of Public Security, through prevention and combat work, it has been shown that crimes and violations of the law on corruption and economics are still complicated, criminal methods are increasingly sophisticated, using software to cheat revenue to evade taxes, prolonging toll collection time at BOT toll stations, such as the incident that occurred on the Ho Chi Minh City - Trung Luong expressway.
The exploitation of equitization, divestment of state capital in enterprises, implementation of projects, joint ventures, associations, and investment cooperation to appropriate state assets is still potentially complicated. The situation of "petty corruption" in handling public administrative procedures is relatively common, especially at the grassroots level, causing frustration for people and businesses.
In the field of finance and banking, the Ministry of Public Security said that it has prosecuted 33 cases and 89 defendants related to the banking sector. In addition to violations related to fraud, abuse of trust to appropriate assets, embezzlement of assets, violations of lending regulations..., a number of new methods and tricks of operation have also been discovered, such as: Forging signatures on savings books to appropriate bank assets; forging customer information to make credit cards, forging credit card blanks to withdraw money and appropriate; a number of foreign and domestic enterprises colluding with each other to apply for infrastructure, set up projects, collude with bank officials to borrow capital, legalize the use of loans by contracts that inflate the value of machinery and equipment with foreign partners to transfer money abroad...
The main violation in the field of investment and construction is adjusting the total investment (increasing capital) causing budget loss. Violations in the production and trading of construction materials; management of technical infrastructure works, real estate business, housing development, management and use of housing, especially apartment buildings, are still common.
The situation of taking advantage of and abusing positions and powers in implementing investment projects of construction works for personal gain is complicated. The Inspectorate of the Ministry of Construction alone has inspected, examined and recommended administrative sanctions against 83 groups and individuals.
In the field of land management and use, violations of the law in planning, management and use of land are common in many places, causing public outrage, leading to prolonged disputes and complaints and creating "hot spots" of security and order in some localities. The situation of fraudulent sale of houses and land in unreal projects is complicated.
