Senior Lieutenant General To Lam said that the drafting agency identified this as a non-traditional security issue. This field is currently receiving international attention, and cannot be resolved by just one country, requiring cooperation from many countries.

"Technology like the US, but we also have to cooperate on cyber security. Many other countries and we are similar," said Minister To Lam.

According to him, in cyber security, we must ensure people's privacy, not just the general security of the nation.

The Ministry of Public Security highly appreciates the role of information and the Internet. The Internet has transformed many aspects of social relations, impacted production, economic, cultural and social life, and helped labor productivity. Therefore, it is impossible to prevent or hinder the development of electronic information and the Internet for any reason.

"If we do not use the network or apply advances in the network to ensure network security, we will clearly be backward, unable to compete with anyone, and unable to integrate with the world," said Senior Lieutenant General To Lam.

In short, network security must keep the circulatory system running smoothly," he said.

The Minister of Public Security emphasized that if there is a crime in real life, there is also a crime in cyberspace. In real life, it can be handled through the collection of evidence and the scene, but on the internet, there is virtual evidence, digital evidence. "When it is deleted, science and technology can be used to restore it. Therefore, to serve the investigation and trial, digital evidence is also an issue, it must be regulated, otherwise it will be very difficult to handle," he said.

"Banning social networks only makes society more deadlocked"

"From the above regulations, there are many opinions discussing whether Facebook or Google will withdraw from Vietnam or not?", said Mr. Nguyen Sy Cuong - Deputy Head of the Foreign Affairs Committee.

Similarly, delegate Nguyen Viet Dungraising the question, Facebook is a global service, doing business in 200 countries, so does it have to have servers in all 200 countries? If servers are placed in all countries, the cost is very high, no corporation or company can afford the cost.

"We should not be rigid. The problem is that you can put the server in the US, but I must have the right to manage it and know how many people are using that service in Vietnam. That does not require putting the server in Vietnam to do that," said delegate Dung.

"Many experts say that it is not necessary to place the server in Vietnam, the important thing is to commit to providing necessary information for management, not violating public morality. If they place the server here but do not cooperate, then we have to accept it. We need to consider carefully", Mr. Dat stated his opinion.

According to Mr. Nguyen Si Cuong,In Vietnam's commitments to the WTO or free trade agreements that have been and are being negotiated, telecommunications services are regulated to be provided across borders and are not restricted in market access.

In addition, the relevant commitment content also does not provide any regulations requiring foreign enterprises to have a representative in Vietnam.

The Vice Chairman of the Foreign Affairs Committee also mentioned the recently restarted TPP 11 Agreement.

“The previous TPP Agreement, in the chapter on e-commerce, stipulated that no party required the subjects of this chapter to use or choose the location to install information technology infrastructure within their territory, as a condition for conducting business in that territory,” Mr. Cuong said, emphasizing that this was the content that Vietnam had agreed to.

Delegate Vu Trong Kim shared, "I have never felt so confused when giving opinions on a bill."

According to Mr. Kim, with the development of the Internet and social networks, democracy is more widely promoted, but because of that, it is also more difficult to manage. With the current 4.0 industrial revolution, banning civil servants from using social networks only causes "more social deadlock".
