It is worth mentioning that these erosion points are affecting the safety of this route.

The Ban Ang Hydropower Project is invested by Nam Non - Nam Mo Hydropower Joint Stock Company under Nghe An Energy Development Joint Stock Corporation. The project started construction in April 2015, with a capacity of 17MW, total cost of more than 520 billion VND. It is expected to be completed and put into operation after 26 months of construction, supplying the national power system with about 70 million kWh/year. This project is constructed and installed by Song Da 4 Joint Stock Company.

The investment in the construction of Ban Ang Hydropower Plant contributes to restructuring and accelerating economic development for localities along National Highway 7.

However, recently, during the process of storing water in the hydroelectric reservoir to test the load, landslides occurred at some locations on National Highway 7.

Specifically, at the location: km165+00 + km165+15 (right of route); km 165+550+km165+570 (right of route) Belonging to the negative slope of National Highway 7. On the positive slope adjacent to the hydroelectric reservoir that was eroded, the combined culvert is 3x3m in size, at km165+600, the section through Khe Kien village, Xa Luong commune, Tuong Duong district, the water rose to nearly the edge of the asphalt road surface 3.5m; completely flooding the upstream and downstream of the culvert.

According to our observations, many landslides are only about 2 to 3 meters away from the National Highway 7 corridor. This phenomenon can lead to the risk of road closure during the rainy season, potentially posing a safety risk to people and vehicles traveling on this important route.

From the factory, about 1km along the reservoir is the residence of Ms. Luong Thi Xuc’s family (born in 1973), residing in Ang village, Xa Luong commune. Before the dam was built, Ms. Xuc’s family was compensated for land and trees on the land by the hydropower plant. Since the dam was built, many areas of land that have not been compensated (outside the boundary) of Ms. Xuc’s family have been eroded, along with trees on the land being washed away.

Observing some landslides, we noticed that there were still many cracks deep into the land of Ms. Xuc’s family. Below the riverbank, there was a phenomenon of extremely dangerous frog-mouth landslides.

Mr. Nguyen Van Hai - Chairman of the People's Committee of Tuong Duong district (Nghe An) said that the unit has sent a document to the Department of Road Management II, the investor, and the construction unit of Ban Ang hydropower plant, requesting inspection and handling of landslides on National Highway 7, in Ban Ang, Luu Kien commune to ensure safety for traffic participants.

Discussing this issue, Mr. Nguyen Viet Phuong, Head of the Road Management Department II, said that the unit has sent an official dispatch requesting the investor of Ban Ang Hydropower Plant to repair and reinforce the landslide-prone roadbed slopes at km 165+00 + km 165+15 (right of route); km 165+550+km165+570 (right of route).

In addition, it is necessary to recalculate the drainage capacity of the box culvert at km165+600, and if necessary, replace the new culvert to ensure drainage capacity for the area. At the same time, reassess the impact of the hydroelectric reservoir on the roadbed slope on the right side of National Highway 7, through km163+700 + km170+00 to have measures to ensure roadbed safety. traffic.

Mr. Dao Duy Tan, Chairman of the Board of Directors of Nam Non - Nam Mo Hydropower Joint Stock Company (Investor of Ban Ang Hydropower Plant) said that the company has also surveyed, understood the incident and is currently coordinating with related units to promptly remedy the above situation.

National Highway 7 is one of the important routes connecting Nghe An province with neighboring Laos. Every day, there is a large volume of traffic. In particular, the terrain at the landslide sites is very dangerous, with high mountains on one side and deep abysses on the other. Along National Highway 7, through Tuong Duong district, there are two hydroelectric projects: Khe Bo Hydroelectric Company and Ban Ang Hydroelectric Company.

Currently, the landslide prevention project for National Highway 7 at Khe Bo hydropower reservoir has not been completed, but in the Ban Ang hydropower reservoir area, some areas at risk of serious landslides have appeared.
