PV:Nghe An Provincial People's Committee has just announced the Construction Planning of Do Luong District, period 2021-2030, vision to 2050. So could you please tell us the main information of the planning?

Mr. Hoang Van Hiep: At the regular meeting in September 2022, the Provincial People's Committee listened to, commented on and approved the Construction Planning of Do Luong district for the period 2021-2030, with a vision to 2050.

According to the planning, the spatial model of Do Luong district is developed with the structure of 1 center (Do Luong town), 3 development zones (Do Luong urban area, Giang Son urban area and Thuong Son urban area) and 4 dynamic axes (QL15, QL7C, QL7 and QL48E).

Based on natural, economic, social conditions and local customs and practices, the economic and social development orientation of the province, region and district is divided into 3 development zones. Specifically:

Zone 1 (Northwest region): Includes 6 communes (Ngoc Son, Lam Son, Giang Son Dong, Giang Son Tay, Hong Son and Bai Son) with an area of ​​92.84 km2This is an economic development area for gardening, forestry, high-tech agriculture, industrial crops, medicinal plants; livestock farming; and eco-tourism and resorts.

Zone 2 (central area): Includes Do Luong town and 13 communes (Bac Son, Boi Son, Da Son, Dang Son, Dong Son, Hoa Son, Lac Son, Luu Son, Nam Son, Thinh Son, Trang Son, Van Son, Yen Son) with an area of ​​96.56 km2This is a comprehensive economic zone, focusing on developing trade services, high-quality agriculture and clean food production for urban areas.

Zone 3 (Southeast region): Includes 13 communes (Trung Son, Thuan Son, Xuan Son, Tan Son, Minh Son, Thai Son, Quang Son, Thuong Son, Nhan Son, Hien Son, Tru Son, Dai Son and My Son) with an area of ​​165.09 km2This is a reserve area for expanding the space of Nghe An economic zone. Orientation for developing high-tech industry, agriculture and forestry, associated with developing cultural and historical tourism.

In the urban space development orientation, Do Luong will have 3 urban areas: Do Luong urban area (type IV urban area) functions as the administrative, cultural, scientific and technical center and trade and service center of Do Luong town and the southwestern districts of the province. Giang Son urban area (type V urban area) is an ecological urban area in the northwest of Do Luong district. Thuong Son urban area (type V urban area) is a trade and service urban area in the southeast of Do Luong district.

Regarding the development of industry, small-scale industry, and craft villages, planning of Industrial Parks in Tru Son, Hien Son, Nhan Son, and Quang Son communes with a total area of ​​about 2,000 hectares in line with the expansion orientation of Nghe An Economic Zone; Industrial - Urban - Service Park in Hoa Son commune of 40-80 hectares. Planning to expand 2 industrial clusters with a total area of ​​114.84 hectares and planning of 7 craft villages in a concentrated direction.

Developing agriculture, forming concentrated, large-scale, high-quality production areas in a chain linked with the district's key products. Developing high-quality rice on a scale of 500 hectares in communes in the delta; Short-term industrial crops applying high technology on a scale of 800 hectares in communes in semi-mountainous and alluvial areas; Medicinal plants in Giang Son and My Son areas on a scale of 150 - 200 hectares.

The planning is intended to serve as a basis for recognizing Do Luong district as meeting the criteria for a new rural district in 2023 and as a premise for building Do Luong district into a town. On the other hand, it creates a legal basis for integration into the planning of Nghe An province for the period 2021-2030, with a vision to 2050. The organization of the district's development space ensures synchronous connectivity between regions and districts to maximize the strengths of the district's strategic location.

PV:So, to effectively implement the Do Luong District Construction Planning, how should it be implemented in the coming time?

Mr. Hoang Van Hiep: First of all, based on the opinion of Chairman of the Provincial People's Committee Nguyen Duc Trung at the regular meeting of the Provincial People's Committee in September, the District People's Committee coordinated with the Department of Construction and the Office of the Provincial People's Committee to complete the planning content and submit it to the Standing Committee of the Provincial Party Committee for comments so that it can be approved by competent authorities as prescribed.

After the District Planning is approved, Do Luong will focus on effectively implementing the planning with the following solutions: Regarding mechanisms and policies: Well implement incentive mechanisms and policies issued by the Central and the province; Make the most of investment incentives in the Southeast Economic Zone. In particular, there has been a resolution stipulating specific mechanisms and policies to support the implementation of the Project to build a central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, creating a premise for Do Luong district to become a town before 2030. On that basis, perfect local policies and mechanisms within its authority in the direction of maximum support for investors in terms of procedures and site clearance, in order to attract and mobilize resources.

Regarding investment capital mobilization: The district will be active and proactive in investment promotion, focusing on key areas. Maximizing the advantages of location and role as a commercial and service town in the southwest of the province. Making the most of provincial capital, central capital and non-budgetary capital sources.

Regarding human resource development: The district improves the quality of general education, focuses on training and linking vocational training towards high-quality occupations and passing on the profession in traditional craft villages.

In the field of science and technology: Create a mechanism to apply achievements of 4.0 technology to production, focusing on agricultural production in the direction of applying new technology and traditional crafts, including e-commerce to reach a wider market.

Along with that, strengthen management and supervision of planning implementation: Strengthen state management of urban planning, rural planning; specialized planning... Enhance the control responsibility of the government, organizations and community participation in management and implementation according to planning, avoid spontaneous development.
