Actively applying technical advances in agriculture during integration period
(Baonghean) - Thanks to the effective implementation of the work of mobilizing farmers to consolidate land, Anh Son district has created a positive change in agricultural production towards specialization and in-depth cultivation. Nghe An Newspaper reporter had a dialogue with comrade Dang Thanh Tung - Secretary of Anh Son District Party Committee on this issue.
Reporter:Could you please evaluate some of the outstanding results achieved in implementing Directive 08-CT/TU on land consolidation and plot exchange?

Comrade Dang Thanh Tung:Anh Son is a lowland mountainous district, with fragmented and unconcentrated agricultural land production conditions, as well as the introduction of mechanization into production, therefore, implementing land consolidation is a solution to the urgent problem in agricultural production. Before the Provincial Party Committee issued Directive No. 08-CT/TU, the 19th term Party Committee of the district, 2010-2015 term, issued Resolution No. 03-NQ/HU on continuing to mobilize farmers to convert land. Accordingly, the District People's Committee also issued a project to mobilize farmers to convert land.
Mr. Son did not do it in large scale in all communes but chose 2 communes as pilot ones, Cam Son and Hung Son, which have achieved clear results since Directive No. 02-CT/TU, effectively shifting the crop structure towards commodity cultivation, located in 2 communes on the left and right banks of the Lam River to replicate on a large scale. All communes have specialized resolutions on mobilizing people to convert land, establishing commune-level steering committees and sub-steering committees in villages and hamlets.
Thanks to good leadership, propaganda and mobilization work, and the high determination of the political system from the district to the grassroots, there has been a consensus from policy to action, and the results achieved are quite convincing. The whole district has had 20/20 communes implementing; with an average area after land consolidation and plot exchange of 1,277 m2/plot; an average of 2.8 plots/household; the implementation of land consolidation and plot exchange has created a step of completion in terms of field infrastructure, intra-field traffic system, irrigation canals; especially the introduction of mechanization into the stages of the agricultural production process, has become a real "revolution".
On the lands after conversion, the communes have been determined in converting crops and livestock, introducing new varieties and new plants, applying scientific and technological advances in production, increasing land use value, and finally through land conversion, changing the mindset and significantly increasing income for the people on the fields after conversion.
Reporter:As you said, the purpose of land consolidation is to change farmers' thinking, increase land use value, and increase economic efficiency for households. Specifically, can you tell us about this issue in Anh Son?

Comrade Dang Thanh Tung:After the land conversion, the area of each plot of each household was much larger than before the conversion, basically overcoming the fragmented land situation. Anh Son farmers had a strong shift in agricultural production. Not only in the areas, in some communes with convenient traffic routes, farmers produced goods such as Cam Son, Tuong Son, Dinh Son, but also in the inner communes such as Hung Son, Tao Son, there was a strong shift in agricultural production, growing raw materials.
Currently, along with promoting commodity production, in Anh Son, farmers after land conversion are very active in mechanizing production, gradually closing the production process, increasing the efficiency of agricultural land use. Currently, the district has more than 2,240 agricultural machines, of which only 364 machines are purchased under the policy support mechanism, 1,817 machines are purchased by farmers themselves including plows, rice threshers, corn threshers, corn dryers, tea pickers, sprayers, etc.
Reporter:So what lessons should Mr. Son learn and what are their practical implications, comrade?
Comrade Dang Thanh Tung:Some lessons of practical significance through the implementation of land consolidation and plot exchange need to continue to be promoted as follows:

Firstly, it is necessary to determine the purpose, meaning, importance and great benefits of land consolidation and plot exchange, from which it is necessary to carry out well the work of disseminating, propagating, mobilizing and persuading the people, creating high consensus among the people.
Second, the guiding viewpoint must be resolute, identifying land consolidation as one of the key tasks; avoiding superficial, formalistic, and coping thoughts; Party committees, authorities, and mass organizations from district to commune levels must really pay attention and get involved; this must not be considered the sole task of the People's Committee or professional staff; the implementation process must be truly scientific, democratic, objective, and impartial; wherever "land consolidation and plot exchange" goes, the people must see the effectiveness, such as arranging fields, upgrading internal irrigation traffic, applying scientific and technological advances to production, building effective crop conversion models, etc.
Third, the project, plan, and steps for land consolidation of the commune and the village must be closely related to the actual situation of land, people, economic and social conditions of the commune and each village. Specific and clear tasks must be assigned to each cadre in charge of the field, locality, and base; regular inspection, urging, and guidance of the base must be carried out, and difficulties and obstacles must be promptly resolved.
Fourth, it is necessary to evaluate, learn from experience; promptly commend, encourage, and reward units, organizations, and individuals who perform well and effectively, while at the same time seriously reviewing and clarifying the responsibilities of the collective and each individual for units that perform slowly and ineffectively.
Reporter:During this term, what solutions does Mr. Son have to overcome the fragmented situation of alluvial land and raw material land for industrial crops?
Comrade Dang Thanh Tung:Currently, Anh Son is focusing on developing raw material areas for some of the district's main industrial crops such as sugarcane, tea, and cassava. However, the current reality is that the planning scope of this raw material area associated with processing for each of these crops is quite fragmented, affecting the introduction of mechanization into production, as well as changing the process to improve the efficiency of industrial crop production.
In the planned area for raw sugarcane, Song Lam Sugarcane Joint Stock Company has also taken very positive actions to re-rent land from people in Thung Bung, Thung Cang (Cam Son commune) by replacing new varieties, applying mechanization to production stages and some other raw material areas, creating a different comparison of the efficiency of sugarcane. At the same time, Song Lam Sugarcane Company has worked with Dinh Son, Hung Son, Cam Son and Hoi Son communes, which have ineffective alluvial land along the Lam River for growing crops, to convert to growing sugarcane. And this is also the basis for Song Lam Sugarcane Company to deploy simultaneously on the raw material areas in the following crops.

It can be said that from the positive move of the Lam River Sugar Factory, we see the need to have a large contiguous area to mechanize the production process, apply scientific and technical advances, create high productivity and efficiency, ready for an agricultural economy associated with processing in the TPP integration period. In the coming time, Anh Son will review the planning, research and find reasonable solutions to accelerate the process of land accumulation, create sustainability between production and processing, and improve economic efficiency for each crop.
