Many recommendations on land sector

On the morning of June 7, 15 citizens presented petitions and feedback related to a number of unresolved issues.

Citizens' petitions presented at the morning session mainly included contents related to the land sector such as: Proposal to adjust the planning of the North-South expressway passing through Dien Chau district; the delay in the implementation of Vinh City People's Committee's judgment No. 05/2017/HC-PT dated July 2, 2017 of the Provincial People's Court on the complaint against the Decision on granting Land Use Right Certificates; the issue of judgment enforcement related to land settlement in Block 5, Cau Giat town, Quynh Luu district; violations in land management and construction investment in Dien Cat and Dien Trung communes, Dien Chau district; the issue of encroachment on traffic land affecting the travel of people in Hamlet 6, Thanh Tuong commune, Thanh Chuong district...

In addition, some citizens also petitioned on issues related to the payment of war invalids' benefits, pensions; the relocation of business kiosks in the Hoang Muoi Temple area in Hung Thinh commune, Hung Nguyen district...

Advise on resolving citizen petitions in accordance with regulations

At the meeting, representatives of the Department of Natural Resources and Environment, Department of Labor - Invalids and Social Affairs, Department of Civil Judgment Enforcement; People's Committee of Vinh City and Dien Chau, Thanh Chuong, Nghi Loc, Hung Nguyen districts... answered and clarified a number of issues that citizens requested and reflected according to their authority.

After reviewing the content presented by citizens and the opinions of relevant localities and departments, Provincial Party Secretary Nguyen Dac Vinh directly responded and explained some of the contents of citizens' recommendations and reflections.

Regarding the proposal to adjust the planning of the North-South expressway passing through Dien Chau district, he asked citizens to wait while the Provincial People's Committee has sent a document requesting the Ministry of Transport to consider.

At the same time, the Provincial Party Secretary also requested localities, relevant agencies and departments to carefully review and appraise the content of the petitions, research and propose solutions to advise the Provincial Party Committee and the Provincial People's Committee to direct the settlement for the people in accordance with the provisions of law and have a specific written response.

The citizen reception session of the Provincial Party Secretary will continue this afternoon, from 1:30 p.m. at the Provincial Citizen Reception Office.

On April 1, 2019, the Standing Committee of the Nghe An Provincial Party Committee issued Plan 184-KH/TU on the implementation of Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo on the responsibility of the head of the Party Committee in receiving citizens, having direct dialogue with citizens and handling their reflections and recommendations. Accordingly, at the provincial level, the Provincial Party Secretary will periodically receive citizens on the 5th of each month (if it falls on a holiday, the next day will be arranged). In special cases, the Provincial Party Secretary does not preside over the regular citizen reception session, a Deputy Provincial Party Secretary will be authorized to preside over the citizen reception session.

At the district level (equivalent) and grassroots level, the Provincial Party Committee stipulates: Time, location, and participants in citizen reception are decided by the Party Committee Secretary on the basis of ensuring requirements according to Regulation No. 11-QDi/TW and the Law on Citizen Reception as well as the content of the Plan of the Provincial Party Committee Standing Committee.
