Continue to investigate wanted subject with many criminal records

(Baonghean.vn) - On February 24, Colonel Mai Chien Thang - Deputy Chief of Vinh City Police (Nghe An), said that the unit is temporarily detaining Nguyen Hai Sang (born in 1976, residing in Le Mao Ward, Vinh City), also known as Sang "son" for disturbing public order. At the same time, the case file is being restored to continue investigating the case.

According to the investigation agency's documents, at noon on August 27, 2014, Nguyen Hai Sang and a group of young men residing in Ha Tinh who knew each other were sitting at a drinking place in Vinh city when a conflict arose. Sang thought that the group of young men were looking at him, so he pulled out a military gun and fired one shot but missed anyone. At this time, Nguyen Phuc Dan (29 years old, residing in Vinh city), also an acquaintance sitting nearby, jumped in to stop them, but Sang fired three more shots, one of which pierced Dan's left foot.

The shooting caused panic in the entire Hung Dung ward. When Vinh city police arrived, Sang had already fled in a car. Dan was taken to the hospital for emergency treatment and later recovered, but his injuries were not assessed.

Immediately after that, Vinh City Police initiated a criminal case, prosecuting Nguyen Hai Sang for disturbing public order. Before the shooting, Sang had 7 previous convictions for gambling, intentional injury and theft, and currently owes 64 months in prison.

Realizing that Sang was an especially dangerous subject, and was using a hot weapon when he committed the crime. At the end of October 2014, the city police issued a nationwide arrest warrant to urgently search for the subject. However, the search encountered many difficulties, so the Director of Nghe An Provincial Police directed the professional departments to coordinate, focusing on the Wanted Police Department PC 52 of the Provincial Police to establish a special project coded "305C" with Colonel Tran Minh - Head of PC52 as the head of the project; Colonel Le Viet Ha - Deputy Head of PC 52 and Colonel Tran Ngoc Tu - Head of Vinh City Police as the deputy head of the project to urgently hunt down the subject.

Colonel Le Viet Ha - Deputy of the Wanted Police Department (PC 52) said that Nguyen Hai Sang is a person who has many complicated relationships with the "big brothers/sisters" of Vinh city. In the process of tracing Sang's traces and reviewing the records, the investigation agency discovered that in 2012, Sang "son" and Le Anh Thong (45 years old, residing in Ha Tinh city) rented a 46-seat passenger van and removed the seats to make a mobile gambling den. After that, Sang - Thong and 10 others were arrested by the police.

The information that Sang had fled to Laos was well known to the detectives, however, it was very difficult to track Sang because he was constantly on the move. After 3 months of searching, in early January 2015, there was information that Sang had returned to Vietnam.

On the afternoon of February 9, 2015, when Sang and a stranger had just left a hotel in Nghi Xuan district (Ha Tinh) in a Kia Morning with a fake license plate, the police decided to solve the case. At 3:00 p.m. the same day, Sang was driving on National Highway 1A when the police team signaled him to stop for a document check. However, instead of complying, the driver accelerated and swerved to escape and was arrested about 2 kilometers later in Nghi Xuan district.

When arrested, Sang appeared calm and only asked to pay a traffic fine to go home. However, when the investigating agency read the wanted notice, Sang bowed his head and admitted his guilt.

The investigation agency also said that because the victim shot in the leg by Sang had not yet had his injuries assessed, the investigation agency did not have enough grounds to prosecute Sang for intentional infliction of injury.
