The investigation into the wanted suspect with multiple prior convictions continues.

(Baonghean.vn) - On February 24, Colonel Mai Chien Thang, Deputy Chief of the Vinh City Police (Nghe An province), stated that the unit is currently detaining Nguyen Hai Sang (born in 1976, residing in Le Mao ward, Vinh City), also known as Sang "con," for the crime of disturbing public order. The case file is being reopened for further investigation.

According to investigative documents, on the afternoon of August 27, 2014, Nguyen Hai Sang and a group of young men from Ha Tinh province, who knew each other, were sitting at a pub in Vinh City when a conflict arose. Sang believed the other group was giving him dirty looks, so he pulled out a military-grade gun and fired one shot, but missed everyone. At this point, Nguyen Phuc Dan (29 years old, residing in Vinh City), also an acquaintance sitting nearby, intervened, but Sang fired three more shots, one of which pierced Dan's left foot.

The shooting caused panic throughout the Hung Dung ward residential area. By the time Vinh City police arrived, Sang had already fled in a car. Dan was taken to the hospital for emergency treatment and later recovered, but no injury assessment was conducted.

Shortly afterward, the Vinh City Police initiated legal proceedings and charged Nguyen Hai Sang with disturbing public order. Prior to the shooting, Sang had seven prior convictions for gambling, intentional injury, and theft, and currently has 64 months of prison sentence outstanding.

Recognizing Sang as an extremely dangerous individual, armed with a firearm after committing the crime, the city police issued a nationwide manhunt in late October 2014. However, the pursuit proved difficult, so the Director of the Nghe An Provincial Police directed the relevant departments, primarily the Fugitive Apprehension Unit (PC 52) of the Provincial Police, to establish a special investigation codenamed "305C," headed by Colonel Tran Minh - Head of PC 52; with Colonel Le Viet Ha - Deputy Head of PC 52 and Colonel Tran Ngoc Tu - Head of Vinh City Police, as deputy heads, to urgently apprehend the suspect.

Colonel Le Viet Ha, Deputy Head of the Fugitive Apprehension Department (PC 52), recounted that Nguyen Hai Sang had many complex connections with the "gangsters" of Vinh City. During the investigation, tracing Sang's whereabouts and reviewing his records, the authorities discovered that in 2012, Sang "the younger" along with Le Anh Thong (45 years old, residing in Ha Tinh City) rented a 46-seat passenger bus and removed the seats to create a mobile gambling den. Sang, Thong, and 10 others were subsequently arrested by the police.

Intelligence was aware that Sang had fled to Laos, but tracking him proved difficult due to his constant movement. After three months of searching, in early January 2015, information emerged that Sang had returned to Vietnam.

On the afternoon of February 9, 2015, as Sang and a stranger were leaving a hotel in Nghi Xuan district (Ha Tinh province) in a Kia Morning with fake license plates, the police decided to crack the case. At 3 PM that same day, Sang was driving on National Highway 1A when a police team signaled him to stop for a document check. However, instead of complying, the driver sped away, swerving erratically, and was apprehended about 2 kilometers later in Nghi Xuan district.

Upon being arrested, Sang appeared calm, only asking to pay a fine for a traffic violation so he could go home. However, when the investigating agency read out the arrest warrant, Sang bowed his head and confessed to the crime.

The investigating agency also stated that because the victim, who was shot in the leg by Sang, has not yet had his injuries assessed, the investigating agency does not have sufficient grounds to prosecute Sang for intentional infliction of injury.
