(Baonghean.vn) - On the afternoon of October 26th, the Ministry of Finance held a specialized press conference on "Innovating the autonomy mechanism of public non-business units and the implementation status of Government Decree No. 16/2015/ND-CP".

In order to promote the development of public service units, enhance their autonomy, and foster the rapid, strong, and sustainable growth of the public service sector, better meeting the requirements of socio-economic development, the Ministry of Finance has developed and submitted to the Government for signing and promulgation Decree No. 16/2015/ND-CP dated February 14, 2015, regulating the autonomy mechanism of public service units; and Decree No. 141/2016/ND-CP dated October 10, 2016, regulating the autonomy mechanism of public service units in the economic and other service sectors.

According to Pham Van Truong, Director of the Department of Finance for Administrative and Public Service Units, Decree No. 16/2015/ND-CP creates autonomy in task performance for public service units, including autonomy in finance and personnel.

The unit is authorized to decide on measures to implement tasks according to its own plan and the plan assigned by the superior agency, ensuring quality and progress; participate in bidding for service activities consistent with its professional field; enter into joint ventures and partnerships with organizations and individuals to provide products and services that meet the needs of society in accordance with the law...

Furthermore, the Decree also specifies the prices, fees, and pricing roadmap for public service activities, as well as the list of public service activities; it also distinguishes between public service activities funded by the state budget and those not funded by the state budget. The Decree also stipulates a pricing roadmap for public service activities to align with the state budget's capacity and people's incomes.

To facilitate the implementation of public service pricing, Decree 16 stipulates that, based on the actual situation, public service units may implement the pricing roadmap for public services ahead of schedule.

The biggest goal of implementing autonomy is to restructure the state budget. As units become autonomous according to the roadmap from now until 2020, direct budget support for these units will be restructured; therefore, total budget expenditure for all sectors will not decrease. Instead of spending on public service units, the focus will shift to beneficiaries of public services such as the poor and those in remote areas.

In addition, restructuring the budget will contribute to implementing salary reforms, including reforms for units that are still supported by the State; increasing spending on preventive health programs and education and training, which are key and urgent targets that the State invests in.

According to Mr. Pham Van Truong, statistics show that since Decree 43/2006/ND-CP was implemented, the quality of services has improved, and the average income of employees in public service units has increased by 0.5-1.5 times compared to before.
