Continue to innovate the autonomy mechanism of public service units
(Baonghean.vn) - On the afternoon of October 26, the Ministry of Finance held a press conference on "Innovation of the autonomy mechanism of public service units and the implementation of Decree No. 16/2015/ND-CP of the Government".
In order to promote public service units to rise up, enhance their autonomy, promote the rapid, strong and sustainable development of the public service sector, and better meet the requirements of socio-economic development, the Ministry of Finance has developed and submitted to the Government for signing and promulgation Decree No. 16/2015/ND-CP dated February 14, 2015, stipulating the autonomy mechanism of public service units; Decree No. 141/2016/ND-CP dated October 10, 2016, stipulating the autonomy mechanism of public service units in the economic and other service sectors.

In addition, the Decree also specifies the prices, fees and pricing roadmap for public service, the list of public service; and distinguishes public service using state budget funds and public service not using state budget funds. The Decree also stipulates the pricing roadmap for public service to suit the capacity of the state budget and people's income.
To facilitate units, Decree 16 stipulates that, based on the actual situation, public service units are allowed to implement the public service price roadmap in advance.
The biggest goal of implementing autonomy is to restructure the state budget. When units are autonomous according to the roadmap from now until 2020, the direct support from the budget for units will be restructured, so the total budget expenditure for the fields will not decrease. Instead of spending on public service units, it will be transferred to beneficiaries of public service services such as the poor and remote areas.
In addition, budget restructuring will contribute to implementing salary reform, including reform for units still receiving State support; increasing spending on preventive health programs and education and training, which are key and urgent goals that the State invests in.
According to Mr. Pham Van Truong, statistics show that since Decree 43/2006/ND-CP was put into effect, service quality has increased, and the average income of employees at public service units has increased by 0.5-1.5 times compared to before.
