(Baonghean.vn) -On the morning of July 10th, the Central Committee's Department of Mass Mobilization held a nationwide online conference to review mass mobilization work during the first six months of 2014 and to implement key tasks for the last six months of the year.

Comrades Ha Thi Khiet - Secretary of the Central Committee of the Party - Head of the Central Committee's Mass Mobilization Department, Nguyen The Trung - Member of the Central Committee of the Party - Standing Deputy Head of the Central Committee's Mass Mobilization Department, and Tran Thi Bich Thuy - Deputy Head of the Central Committee's Mass Mobilization Department, chaired the conference.

Participating from the Nghe An branch were: Le Quang Huy - Deputy Secretary of the Provincial Party Committee, Thai Van Hang - Member of the Standing Committee, Vice Chairman of the Provincial People's Committee, Ho Phuc Hop - Head of the Provincial Party Committee's Mass Mobilization Department, along with representatives from the Provincial Party Committee's departments, the Provincial Fatherland Front Committee, provincial departments, agencies, and provincial-level political and social organizations.

In Hanoi, Comrade Nguyen The Trung presented a summary report on the draft review of mass mobilization work for the first six months of 2014, stating that: The Central Mass Mobilization Department has coordinated with provincial and city Party committees, Party committees directly under the Central Committee, ministries, departments, the Fatherland Front, central political and social organizations, and local mass mobilization departments to effectively implement many of the proposed mass mobilization tasks. The mass mobilization work of the political system continues to receive attention and guidance from Party committees at all levels and has shown positive progress. The Central Mass Mobilization Department and mass mobilization departments at all levels have closely monitored the situation, strengthened inspection, guidance, and coordination; actively and effectively advised the Politburo, the Secretariat, and Party committees at many localities on solutions for leading mass mobilization work, directing the resolution of emerging issues related to mass mobilization, youth mobilization, worker mobilization, ethnic affairs, and religious affairs.

All levels and sectors actively implemented Resolution 25-NQ/TW, thoroughly understanding and deploying Decisions 217-QD/TW and 218-QD/TW of the Politburo, linking them with the implementation of political tasks of localities and units, and patriotic emulation movements. The government's mass mobilization work received more attention; the Government and all levels and sectors strengthened efforts to address difficulties and grievances, and provided support to the people in production and daily life, effectively implementing social security policies, practicing democracy, and focusing on measures to mobilize and develop the people's internal resources, especially in building new rural areas. The activities of the Fatherland Front and political and social organizations at all levels have been reformed and achieved good results, contributing to the implementation of socio-economic, national defense and security tasks of the country and each locality and unit.

Besides that, there are still some limitations that need to be addressed. Some provincial and city Party committees' mass mobilization departments have not proactively coordinated to fully and promptly grasp and synthesize the situation of the people and complex incidents related to ethnic and religious affairs to report and advise the Central Committee and Party committees on resolution. This has allowed malicious elements to incite workers in some industrial zones to protest against China with excessive actions, causing a disruption of security and order and affecting the investment environment. Some cases related to state management of land and the environment are still being handled slowly, causing public dissatisfaction.

The implementation, inspection, and supervision of the preliminary and final reviews of some directives and resolutions of the Central Committee on mass mobilization work in some localities have not been proactive, innovative, or effective. The work of understanding and forecasting the people's situation by the mass mobilization system, the Fatherland Front, and political and social organizations in some areas has not been good, has been slow to innovate, and coordination has not been highly effective.

The conference heard presentations from eight provinces and cities nationwide. The majority expressed strong agreement with the draft summary report of the Central Committee's Mass Mobilization Department, and all opinions strongly condemned and vehemently opposed China's illegal placement of the 981 oil rig in Vietnam's exclusive economic zone in the East Sea. Delegates also shared some experiences on mass mobilization work in their localities. They emphasized the need to innovate mass mobilization work, reduce reports and meetings to spend more time with the people; and strengthen efforts to promptly detect and prevent the pursuit of superficial achievements, bureaucracy, and corruption, thereby building firm trust among the people.

At the conference, Comrade Ha Thi Khiet presented the Second Class Independence Order to Mr. Nguyen Duy Viet, Deputy Head of the Central Committee's Mass Mobilization Department, for his outstanding achievements in the cause of national construction and defense.
