(Baonghean.vn) - On July 8th, the Central Emulation and Commendation Board held an online conference to implement Directive 34-CT/TW dated April 7, 2014, of the Politburo on "Continuing to innovate emulation and commendation work." Comrade Nguyen Xuan Phuc, Member of the Politburo and Deputy Prime Minister, chaired the conference. Attending the conference were Comrade Nguyen Thi Doan, Member of the Central Committee of the Party, Vice President of the Republic, and First Vice Chairwoman of the Emulation and Commendation Council; and leaders of central ministries and agencies.

At the Nghe An branch, Comrade Dinh Thi Le Thanh, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, along with leaders of provincial departments and agencies, participated.

At the conference, Comrade Nguyen Xuan Phuc affirmed that, after 10 years of implementing Directive No. 39-CT/TW, dated May 21, 2004, of the IXth Political Bureau, emulation and reward work has seen positive changes, contributing to the successful achievement of economic and social development goals and tasks, ensuring security, national defense, foreign affairs, and strengthening national unity. The patriotic emulation movement has been widely organized, gradually innovating the content and forms of launching emulation campaigns, closely adhering to reality and linked with the "Studying and Following the Moral Example of Ho Chi Minh" campaign and the implementation of political tasks in each locality and unit. Attention has been paid to identifying, nurturing, summarizing, and promoting advanced models and exemplary individuals; the legal system on emulation and reward at all levels has been consolidated and improved…

Nevertheless, the emulation movement has not developed evenly or continuously; in many places, it remains largely formalistic and not closely linked to political tasks. In many areas, it lacks accuracy and timeliness, and awards for direct production workers, farmers, and laborers are insufficient. The identification, nurturing, summarization, and replication of advanced models are not highly effective, and propaganda methods lack coordination, thus limiting the motivation for collective and individual emulation.

In order to innovate the work of emulation and commendation, and to create a strong transformation in the organization and implementation of the patriotic emulation movement and commendation work during the period of accelerated industrialization, modernization, and proactive international integration, on April 7, 2014, the Politburo issued Directive 34 on continuing to innovate the work of emulation and commendation.

Comrade Tran Thi Ha – Deputy Minister of the Ministry of Interior, Head of the Central Emulation and Commendation Board – reviewed the formation and development of emulation and commendation laws through various periods, while emphasizing some new points of the 2003 Law on Emulation and Commendation and its implementing decree, as well as new contents of the Law amending and supplementing some articles of the Law on Emulation and Commendation, which came into effect on June 1, 2014.

At the online conference, participants from several locations across the country, including Ha Tinh, Quang Ninh, Ha Giang, Hanoi, and the Ministry of Information and Communications, offered opinions related to emulation and reward work in the new context, linked to practical campaigns such as building new rural areas, implementing Directive 03, and patriotic emulation movements associated with preparing for the 2015 National Patriotic Emulation Congress; and consolidating the personnel working on emulation and reward.

Speaking at the conference, Comrade Dinh Thi Le Thanh affirmed that the work of emulation and commendation has always been emphasized and constantly innovated in Nghe An to meet the increasingly high demands of the patriotic emulation movement as well as economic and social development.

In implementing Directive No. 34-CT/TW dated April 7, 2014, of the Politburo, Nghe An province has issued documents directing the promotion of patriotic emulation movements. In particular, many practical patriotic emulation movements have been launched, such as: the emulation movement "Excellent in advising, enthusiastic in labor and production, excellently fulfilling assigned tasks"; the movement "Studying and following the moral example of Ho Chi Minh"; the emulation movement "Nghe An joins forces to build new rural areas",… These movements have promptly identified, nurtured, summarized, and promoted advanced models, strengthened the dissemination of good examples and good deeds; and promptly commended and honored outstanding collectives and individuals in all fields, especially awarding exceptional achievements in protecting maritime sovereignty, borders, maintaining social order and safety, rescuing people and property of state agencies, and outstanding achievements winning high national and international awards,…

The Vice Chairman of the Provincial People's Committee requested that, in the coming time, the Central Emulation and Commendation Council implement solutions to help Nghe An complete the dossiers of meritorious individuals who have not yet been commended or who have been commended but have not yet received their entitlements; and requested consideration of those entitled to social welfare benefits in healthcare, education, etc.

Concluding the conference, Comrade Nguyen Xuan Phuc affirmed that emulation and commendation work is one of the key contents, playing an important role in socio-economic development and international integration. It is necessary to seriously and more vigorously implement the six contents of the action program on emulation and commendation, specifically concretizing some contents of Directive 34-CT/TW of the Politburo. Agencies, localities, and each Party member and official must raise their sense of responsibility in the matter of emulation and commendation. Continue to thoroughly understand the Party's guidelines and policies, and the State's laws on emulation and commendation; widely disseminate the Law on Emulation and Commendation; strengthen propaganda on innovation in emulation and commendation work; innovate the content, form, and methods of patriotic emulation; promptly commend and replicate exemplary models through various forms. It is necessary to reward promptly, transparently, and fairly… Comrade Nguyen Xuan Phuc requested that central-level agencies and departments promptly resolve some obstacles and outstanding issues in the organization of emulation and reward.
