GLORIOUS TRADITION

More than 5 months since President Ho Chi Minh read the Declaration of Independence at Ba Dinh Square (September 2, 1945), giving birth to the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) and after more than 1.5 months offirst general election dayOn January 6, 1946, to elect the National Assembly, the election of Nghe An Provincial People's Council was held on February 24, 1946. That year, Nghe An voters selected and elected 39 delegates to the Provincial People's Council. One month after the election, the first term of Nghe An Provincial People's Council officially opened its first session on March 23, 1946.

For People's Councils at all levels in localities in the province, for various reasons, the organization of People's Council elections was held at different times, starting from February 24, 1946 and completed by the end of May 1946.

Over 78 years with 18 election terms, under the direct leadership and direction of the Provincial Party Committee and Provincial People's Council, Nghe An has always strived to fulfill its responsibilities in each historical period, performing well the role of a local state power agency; representing the will, aspirations and mastery of the people.

The first term Provincial People's Council held a meeting to elect the Administrative Committee and the Administrative Inspection Committee of Nghe An province; at the same time, it decided to abolish the general administrative unit - the intermediate level between district and commune, abolish a number of small villages and communes established by the colonial and feudal government and establish new administrative units of communes and neighborhoods. The Provincial People's Council also proposed policies in line with revolutionary practice. Such as the decision to abolish all unreasonable taxes imposed by the French colonialists and feudal lackeys; the decision to divide all public land of villages, abandoned land, land of colonial and feudal lackeys to farmers of villages and communes for cultivation; at the same time, it mobilized all resources and strength of the people to promote production, repel hunger and illiteracy, build a new life, associated with building a large armed force to fight against foreign invaders and internal rebels...

The activities of the Provincial People's Council in the first terms, although the organizational structure, functions and tasks were not yet complete, have put forward important policies and measures to build and consolidate the revolutionary government, promote the cause of resistance and national construction; promote the potential of Nghe An, build and develop the socio-economy, strengthen national defense and security, constantly improve the material and spiritual life of the people, fulfill Nghe An's rear duty to the whole country and its international duty to Laos; at the same time, create a foundation and valuable lessons for the activities of the Nghe An Provincial People's Council in later stages.

Along with the efforts to perform well the functions and tasks as prescribed and decide on important local issues, contributing with the whole country to completely win the resistance war against the US, save the country, unify the country, reunite the country and build the country and homeland after peace to develop more and more; The Provincial People's Council has also gradually completed the organizational structure, increased the number of Provincial People's Council delegates through the terms, from 39 delegates in the first term, increased to 83 delegates in the 18th term, term 2021 - 2026; at the same time, increased the functions, tasks and responsibilities, operational efficiency, ensuring to go into depth.

During the 6th term, the Provincial People's Council issued the internal regulations of the Provincial People's Council, which clearly defined the tasks of each delegate, delegation group, and professional committee of the People's Council; stipulated that delegates need to actively express their opinions on issues brought up for discussion, and at the same time promptly reflect the opinions and aspirations collected from the masses.

In the 2021 - 2026 term, the 18th Provincial People's Council issued the ProjectImproving the quality and efficiency of operations of the People's Council of Nghe An province18th term, 2021 - 2026 term. Accordingly, the activities of the Provincial People's Council continue to innovate, improve the overall quality of organizing sessions, issuing resolutions, monitoring activities, meeting voters, receiving citizens and information and propaganda work. The activities of the Provincial People's Council ensure the leadership, concretize the views and policies of the Provincial Party Committee on the activities of the Provincial People's Council; promote the role of local elected bodies, representing the will and aspirations of the people and voters; enhance the sense of responsibility, proactiveness and professionalism of the Standing Committee of the People's Council, Committees, Delegation Groups and each delegate of the Provincial People's Council; promote the application of information technology and digital transformation in work.

The activities of the Provincial People's Council have been recognized and highly appreciated by voters and people in the province. In particular, many pressing issues in social life have been addressed by the Provincial People's Council and have created real changes, such as handling suspended projects, projects behind schedule, projects using land for the wrong purposes; managing mineral activities; resolving existing problems and obstacles in granting land use right certificates to people; environmental protection; training and use of human resources; implementation of policies related to people's rights...

CONTINUE TO IMPROVE THE QUALITY OF ELECTIVE AGENCIES

Faced with the development requirements of the province and the attention and expectations of voters and people in the province for the elected bodies, along with the functions and tasks as prescribed being strengthened; continuing to pose many concerns for the Provincial People's Council to innovate and improve the quality of activities, from organizing meetings, monitoring activities, questioning, explaining, meeting voters and urging the settlement of voters' recommendations and citizens' petitions... Comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council emphasized: The most important factor is to promote the role, responsibility, capacity and intelligence of the Provincial People's Council delegates, especially full-time Provincial People's Council delegates to create motivation for other delegates.

In addition to the solutions and high requirements for the staff and civil servants of the Office of the National Assembly Delegation and the Provincial People's Council and the Provincial People's Council delegates to make efforts to accumulate knowledge,increased access to facilities, meeting the requirements of the task; Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi also emphasized a number of solutions to encourage and promote the role of delegates through monitoring the activities of Provincial People's Council delegates using specific criteria. Such as attending meetings, participating in questioning and group discussions at meetings; meeting voters; receiving citizens; sending opinions for questioning and supervision; monitoring and following up on the settlement of voters' petitions from functional agencies...

On the other hand, in order for the activities of the Provincial People's Council to reach a more thorough and quality level, in addition to the activities of the People's Council delegates, in the coming time, the Provincial People's Council will also invite experts and researchers to participate in the activities of the Provincial People's Council to provide more feasible solutions and recommendations for difficult and complicated issues.

Through the discussion, comrade Bui Thanh Bao - Secretary of the District Party Committee, Chairman of the People's Council of Tan Ky district said: The quality of the activities of the People's Council delegates depends on 3 important factors. That is, paying attention to the "input" stage, selecting people to be elected to the People's Council must be of real quality, avoiding being "heavy" on the structure, because in practice, many terms, there are delegates who have not met the requirements of quality of activities. On the other hand, the Provincial People's Council also needs to have solutions to manage, educate, create conditions and mechanisms for People's Council delegates to improve their knowledge, skills, responsibilities, and perform well the functions and tasks of delegates. Each delegate also needs to be aware of their responsibilities to self-study, practice, and improve their qualifications, to better meet the requirements of the task.

Besides the quality of delegates, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi added: The Provincial People's Council is determined to continuepioneering digital transformationin operation. In addition to digitizing documents and organizing "paperless meetings" as at present, we will strengthen connection and data sharing for easy exploitation and use; including building software to monitor, resolve and respond to voters' petitions more transparently and promptly.
