(Baonghean.vn) - On the morning of October 27th, in Vinh City, the People's Committee of Nghe An province organized a workshop to evaluate the effectiveness of the Project.""Poverty Reduction Through Strengthening Institutional Capacity in Quy Chau District and Nghe An Province" is funded by ODA from the Government of the Kingdom of Belgium and counterpart funds from the Government of Vietnam.
Attending the workshop were Comrade Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, along with foreign experts and consultants of the project and representatives from the provinces of Son La, Hoa Binh, Quang Binh, Quang Tri, and Ha Tinh.

Over the past five years, the project "Poverty Reduction through Strengthening Institutional Capacity in Quy Chau District and Nghe An Province" (PORIS), funded by ODA from the Belgian Government and counterpart funding from Vietnam, has actively contributed to building a standardized roadmap for commune-level planning. Over the years, the management and coordination boards at all levels have organized dozens of training courses on planning skills for over 600 key officials at the commune and district levels in Quy Chau. Combining national project and program resources with domestic and international funding, the PORIS project has gradually helped ethnic minority communities in the province improve their living conditions, while also creating a basis for perfecting the policy framework related to socio-economic development planning.

Speaking at the workshop, Mr. Le Xuan Dai, Vice Chairman of the Provincial People's Committee, emphasized: “From policy research and the innovation of mechanisms for planning socio-economic development at the local level, especially at the commune level, there have been positive developments. Besides the Poris project implemented in Quy Chau, the province has combined projects such as Luxembourg's VIE028 project, the Oxfam project, and the SNV organization... bringing 6 districts to participate in project areas and piloting innovative socio-economic development planning at the commune and district levels. A breakthrough is that the Provincial People's Committee approved Decision No. 811/QD-UBND dated March 7, 2014, on the "Process for preparing socio-economic development plans at the commune level," which has been applied throughout the province starting from the 2015 planning period onwards.”

Mr. Jos Brand, Head of the Project Evaluation Consulting Team, stated: “Over the past few years, we have closely followed the project and observed that in the first year, the levels of government were still somewhat hesitant in planning, the second year saw stability, and in the third and fourth years, the communes became more proactive in developing socio-economic development plans. In particular, the new approach to socio-economic development planning stems from the opinions and aspirations of the people. This is also one of the important goals that the project aims to achieve...”

At the workshop, in addition to presentations from Quy Chau district and representatives from the Department of Planning and Investment, there were also discussions on lessons learned from the provinces of Son La, Hoa Binh, Quang Binh, Quang Tri, and Ha Tinh. Most delegates agreed that the provinces should continue to promote effective and proactive planning at the commune, district, and provincial levels, contributing to socio-economic development.
