Continue to innovate and improve the effectiveness of judicial appraisal activities
(Baonghean.vn) - On the morning of May 17, the Ministry of Justice held a national conference to review the implementation of the Law on Judicial Expertise and the Project to continue innovating and improving the effectiveness of judicial expertise activities.
The Law on Judicial Expertise was passed by the 13th National Assembly on June 20, 2012 and took effect from January 1, 2013. The Law amending and supplementing a number of articles of the Law on Judicial Expertise was passed by the 15th National Assembly on June 10, 2020 and took effect from January 1, 2021.

In order to implement the Law on Judicial Expertise, in recent times, ministries, branches and localities have increased the appointment of judicial experts. To date, the number of judicial experts in all fields nationwide is 7,135. In addition, there are 2,621 judicial experts on a case-by-case basis. From 2018 to June 30, 2023, the system of organizations and judicial experts in all fields has carried out 1,039,615 cases.
In general, the reception and request for appraisal are carried out quickly by appraisal organizations, especially in fields with specialized organizations such as forensics, forensic psychiatry, and criminal techniques, most of which promptly meet the requirements. The reception and implementation of appraisal in fields without specialized organizations are also gradually being received and implemented by ministries, ministerial-level agencies, specialized departments, and requested organizations, and there are also many changes, basically meeting the requirements of litigation activities.
Expert conclusions are professional evidence that have contributed significantly to the prompt resolution of cases and incidents accurately, objectively and in accordance with the law, as well as the fight against crime in general and the fight against corruption and economic mismanagement in particular.
In particular, through the appraisal work, the criminal technical force as well as the high-tech appraisal team have discovered many new methods and tricks of criminal activities, promptly notified the functional units to propose appropriate combat plans; from there, research to find professional solutions, effectively serving the appraisal work and the fight against crime.
At the conference, representatives of a number of ministries, branches, central and local agencies spoke, pointed out difficulties and problems, as well as proposed solutions to improve the effectiveness of judicial appraisal activities.

In his concluding remarks at the conference, the representative of the Ministry of Justice said that in the coming time, the work of judicial expertise needs to continue to be directed and implemented by all sectors and levels with synchronous solutions. In particular, the responsibility and coordination of competent agencies conducting proceedings for judicial expertise work should be enhanced, in order to continue to effectively implement the Law on Judicial Expertise and its guiding documents.
Strengthen facilities, equipment, and means of appraisal and ensure operating costs for public judicial appraisal organizations, while ensuring funding and appraisal conditions for state agencies, units, and civil servants and public employees in the concurrent field to successfully complete appraisal tasks.
Along with that, strengthen training, coaching, and fostering legal knowledge and expertise for the appraisal team, ensuring that each appraiser is fully equipped with legal knowledge and professional skills, expertise; focus on and regularly organize training to update new legal regulations and new knowledge, professional methods, and expertise; promote international cooperation in training, fostering knowledge and expertise for the team of judicial appraisers in various fields...
