Accordingly, on September 12, 2024, Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation worked with the Standing Committee of the Party Committee of the Provincial Agencies Bloc on the results of implementing the Resolution of the 20th Party Congress of the Bloc since the beginning of the term. Also attending were representatives of the leadership: Advisory and support agencies of the Provincial Party Committee; Provincial People's Committee; Departments: Planning and Investment, Finance, Home Affairs.

After listening to the Standing Committee of the Provincial Agencies Party Committee report and opinions of the attending delegates, the Provincial Party Secretary concluded:

1.In recent times, the Standing Committee of the Provincial Agencies Party Committee has promoted the spirit of solidarity, proactiveness, and innovation in leadership and direction, especially identifying and focusing on a number of key tasks and breakthroughs, organizing a number of creative and practical models and activities such as: implementing the model of "5-good Party Cell", "5-good Party Member"; taking the lead in thoroughly implementing the Resolutions, registering to set examples online; issuing directives and resolutions on administrative reform, digital transformation... contributing to improving the quality and fighting strength of Party organizations and Party members in the entire Party Committee. Up to now, 18/21 targets of the Resolution of the Party Congress of the Bloc for the 2020-2025 term are expected to be achieved or have been completed; many major and important political tasks of agencies and units in the Bloc have been effectively implemented, making important contributions to the results of socio-economic development, Party building, and the political system of the province; The team of leaders, cadres and party members are constantly growing; the role and prestige of the Party Committee of the Provincial Agencies Bloc are affirmed and enhanced.

In addition to the achievements, there are still limitations that need attention: The leadership in implementing some targets of the Congress Resolution and key political tasks of some agencies and units is not very effective; the grasp of ideology, supervision of the implementation of exemplary responsibilities and performance of public duties of cadres and party members in some places is not good; the quality of activities in some party cells is still limited, the spirit of self-criticism and criticism is not high; some party members who violate the law are disciplined and prosecuted criminally...

2.Unifying the tasks and solutions in the coming time as stated in the report, at the same time requesting the Standing Committee of the Party Committee of the Provincial Agencies to perform well the following tasks: Continue to focus on building a strong Party organization, in which focusing on promoting the spirit of solidarity, unity, maintaining principles in Party organization and activities; strengthen regular inspection and supervision work, promote the role of members of the Party Committee of the Bloc in charge of affiliated Party Committees and Party cells; pay attention to training and creating a source of cadres with qualities, qualifications, and prestige to participate in Party committees and Party work.

Promote solutions to develop party members; focus on improving the quality of party members in terms of ideology, political qualities, qualifications, expertise, professionalism, attitude, awareness, and public service ethics; promote the responsibility to set an example, especially for leaders in performing tasks; effectively promote new and creative forms of propaganda, education, organization of learning, dissemination of the Party's guidelines and policies, and the State's laws and policies; replicate, disseminate, praise, and honor exemplary collectives and individuals in all fields; actively fight and refute erroneous and hostile viewpoints; regularly grasp information and public opinion, and well control the regulations on speech of cadres, party members, civil servants, and public employees, especially in cyberspace. Encourage and protect dynamic and creative cadres who dare to think, dare to do, and dare to take responsibility for the common good. Promote the role of the Party Committee of the Bloc in the work of assessment, planning, training, fostering, mobilizing, rotating and appointing cadres.

Directing subordinate Party Committees to closely follow the key goals and tasks of the province to focus on leading, advising, and effectively implementing: Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045; Resolution No. 137/2024/QH15 dated June 26, 2024 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province... In particular, focusing on directing the overcoming and making clear changes to a number of existing problems in agencies and units in the past time, especially in implementing administrative reform and digital transformation. Effectively implementing the work of grasping and receiving information, feedback, and recommendations from people and businesses on the attitude and responsibility of performing public duties of cadres, civil servants, and public employees; reporting and advising competent authorities for handling. Strengthen propaganda, raise awareness, political determination and determine specific content, roadmap and goals for each year and each stage in implementing digital transformation tasks.

Continue to innovate leadership and direction methods and contents in accordance with the specific factors of the Party Committee of the Bloc, meeting the practical situation and requirements of new tasks, especially the coordination mechanism to improve the quality of consulting, effectively resolve political tasks within each agency, between sectors and units, and overcome the situation of avoidance, pushing, beating around the bush, and lack of clarity that still occurs.

Directing the effective implementation of Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on party congresses at all levels towards the 14th National Party Congress, paying attention to personnel work, internal affairs, ideology, etc.; directing subordinate party committees to review and evaluate the results of implementing the goals of the 2020-2025 term, determining the goals and targets of the new term to ensure they are accurate, appropriate, and highly feasible.

3.Regarding the proposal:

3. 1.Propose that the Provincial Party Standing Committee direct the Party Committee of the Provincial People's Committee and leaders of agencies and units to build a mechanism to motivate, encourage and protect cadres with an aggressive mindset, who dare to think and dare to do for the common development of the province:Taking note of the proposed opinions, the Standing Committee of the Provincial Agencies Party Committee directed the agencies and units in the bloc to proactively implement, paying attention to developing specific contents, criteria, and mechanisms associated with launching the movement to say no to corruption and negativity, creating a premise for replication throughout the province.

3.2Propose direction to upgrade the party member data management system; digitize cadre data records to ensure synchronization, unity and connectivity throughout the province for convenient exploitation and use:Agree on the policy, assign the Provincial Party Committee's Organizing Committee to preside over and advise on implementation in the spirit of implementing each component and each stage, selecting a pilot unit; the Provincial Agencies Bloc Party Committee directs agencies and units in the bloc to proactively implement digitalization in each part and each task first, ready to integrate into the provincial and central systems when conditions are met.

3.3Regarding the policy of organizing discussion forums to effectively implement Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo and improve the provincial competitiveness index on a digital platform; build a channel to investigate public opinion, receive feedback and recommendations from people and businesses on the performance of public duties of officials and party members in the Party Committee of the Bloc:Agree on the policy and request the Standing Committee of the Provincial Party Committee of Agencies to develop plans, options, and specific contents, and closely coordinate with relevant units in the organization process to ensure practicality and quality.

3.4Propose that the Provincial Party Standing Committee issue the Coordination Regulations between the Standing Committee of the Provincial Party Committee of Agencies and the Standing Committees of districts, cities and towns:The Provincial Party Committee's Organizing Committee shall preside over and coordinate with relevant units to review, survey, and assess the urgency and effectiveness of implementing the coordination regulations between Party committees at the same level in the whole province, advise, and report to the Provincial Party Committee's Standing Committee for consideration and decision.

3.5Propose to add tasks for the Standing Committee of the Party Committee of the Bloc to distribute, introduce, and give opinions to party members of the Party Committee of the Bloc to participate in intermediate and advanced political theory training classes:Agree on the policy and assign the Provincial Party Committee's Organizing Committee to advise on implementation.

3.6It is recommended to consider the specificity, situation, and number of people in the annual allocation of party membership quotas for the Party Committee of the Provincial Agencies Bloc:The 2020 - 2025 term will be implemented according to the targets allocated by the Provincial Party Standing Committee; for the 2025 - 2030 term, the Provincial Party Organizing Committee will advise on allocation in accordance with the reality of the Party Committee of the Bloc.

3.7It is recommended to pay attention to creating favorable conditions for job rotation for the team of deputy secretaries and full-time standing committee members of the Party Committee of the Provincial Agencies Bloc:Assign the Provincial Party Committee's Organizing Committee to review, advise, and report to competent authorities for consideration and decision based on appropriate task requirements and actual situation.
