At a recent meeting with the Ministries of Industry and Trade, Agriculture and Rural Development, and Finance, Deputy Prime Minister Hoang Trung Hai directed consideration of a plan to temporarily stockpile 1 million tons of rice from the 2013 summer-autumn crop to stabilize rice purchase prices for farmers, support rice export businesses, and help curb the current complex situation of falling prices.

The Deputy Prime Minister has assigned the Vietnam Food Association to preside over and coordinate with the People's Committees of the Mekong Delta provinces in allocating quotas for temporary rice stockpiling during the summer-autumn crop season, taking into account the commercial rice production of each locality. Relevant ministries and agencies are to organize guidance, inspection, and supervision of the temporary stockpiling process, ensuring compliance with regulations and effectiveness. The Ministry of Finance has also announced the average production cost of rice in the Mekong Delta region for the 2013 summer-autumn crop season as 4,142 VND/kg, equivalent to a target price of 5,383 VND/kg. According to regulations, businesses must ensure they purchase rice from farmers at a price that guarantees a profit of at least 30%.
