Ms. Dang Hoang Oanh - Deputy Minister of Justice led the inspection delegation with the participation of representatives from the Ministry of Labor - Invalids and Social Affairs, Ministry of Planning and Investment; Ministry of Health, Ministry of Natural Resources and Environment. Chairing the working delegation were Mr. Le Xuan Dai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; representatives of the Department of Justice, Department of Natural Resources and Environment, Department of Labor, Invalids and Social Affairs, and Ministry of Health.

According to the report of the Provincial People's Committee, the work of monitoring the implementation of the law in general and the conditions for investment and business in the three fields of Health, Natural Resources and Environment, and Labor, Invalids and Social Affairs has received attention. The province and its branches have issued many documents detailing and guiding the implementation of legal documents on the above three fields. In general, the detailed regulations at the local level ensure timeliness and completeness, and the issuance complies with the correct order and procedures for drafting the Law on Promulgation of Legal Documents.

In 2018, the Department of Natural Resources and Environment focused on reviewing, amending and supplementing regulations on land, environment, minerals and water resources under its authority. The Department of Labor, Invalids and Social Affairs has developed and advised the Provincial People's Committee to issue a one-stop regulation for licensing procedures, renewal of employment service licenses, and included it in the decision to announce the list of administrative procedures, contributing to the transparency of administrative procedures for businesses.

In general, the propaganda and dissemination of laws on investment and business conditions are directed promptly and seriously by the Provincial People's Committee. Propaganda, training and professional development on investment and business in the above three fields are carried out quite regularly.

However, the Provincial People's Committee also frankly assessed that the coordination between relevant sectors in implementing the work of monitoring law enforcement in the above three fields was sometimes not tight and overlapping, so the results were not really outstanding.

The inspection and monitoring of law enforcement on investment and business conditions after units and enterprises are licensed has not been regular. Some enterprises that have registered to do business in the province but have not been licensed and are still operating illegally in the field of labor export and employment services have not been promptly detected and handled.

At the meeting, representatives of the Provincial People's Committee and the relevant departments discussed, analyzed and clarified the opinions of the inspection team. Regarding the shortcomings and limitations pointed out by the inspection team, the Provincial People's Committee and the relevant departments frankly acknowledged and will have solutions to overcome them in the coming time.

Speaking at the meeting, Deputy Minister of Justice Dang Hoang Oanh highly appreciated the results that the Provincial People's Committee and the sectors have achieved in monitoring the implementation of laws on investment and business conditions in the above three fields.

The inspection team requested the Provincial People's Committee to continue to complete and edit the report based on the inspection team's opinions, supplement specific information on the process of deployment, implementation, inspection and handling. Continue to direct departments and branches to clearly define responsibilities, increase dialogue to resolve difficulties of businesses in the area.

Continue to review legal documents in the direction of simplification, strengthen public inspection work, and enhance the responsibility of all levels and sectors. Resolutely handle cases of violations.

The inspection team also noted the recommendations of the province and sectors and will synthesize and recommend that the Ministry of Justice continue to preside over and coordinate with ministries and sectors to research and resolve these recommendations.
