Implementing the coordinated work program between the Provincial People's Committee and the Farmers' Association, after nearly two years, the Farmers' Association has deployed and replicated 15 highly effective economic models. The Association has mobilized its members to voluntarily donate more than 812,000 square meters of land.2The Farmers' Association contributed over 2 million man-days and nearly 357 billion VND to build infrastructure for the New Rural Development Program, utilizing rice paddies and orchards. The Association also coordinated with relevant departments and agencies to organize 5 training courses on communication skills and career counseling for district-level Farmers' Association officials and key grassroots Farmers' Association officials; and opened 272 short-term vocational training classes for over 9,000 rural workers. However, despite many highly effective economic models, the implementation and replication of these models remain limited due to the limited operating budget of Farmers' Associations at all levels.
During the meeting, nine representatives from various departments and agencies contributed their opinions on numerous issues related to the coordination between the Farmers' Association and other units. The delegates assessed the cooperation between the Farmers' Association and departments and agencies in areas such as developing socio-economic programs and projects; implementing the new rural development program; and training members on relevant policies and regulations. The delegates also proposed several areas for future cooperation.
The signing of the work program between the Farmers' Association and the Provincial People's Committee and other agencies and departments has created favorable conditions for the Provincial Farmers' Association to implement its work programs effectively, enhancing the role and responsibility of all levels of the association in participating in socio-economic development programs; building new rural areas; competing in excellent production and business, and helping each other to sustainably eradicate poverty.
Concluding the meeting, Comrade Dinh Viet Hong highly appreciated the results of the cooperation program between the Provincial Farmers' Association and other departments. Based on the contributions from various departments, he requested the Provincial Farmers' Association to incorporate the delegates' suggestions and revise the report to make it more complete and comprehensive. Regarding the working relationship between the Association and other departments, it is necessary to review the strengths and weaknesses in order to learn from experience and find better ways to improve coordination. He also suggested adding units that need to cooperate, such as the Border Guard and the Culture, Sports and Tourism sector.
These models have contributed to changing farmers' perceptions, applying science and technology, minimizing environmental impact, adopting high technology, creating jobs, increasing income, alleviating poverty for farmers, and building trust among officials and the people.
Besides, some shortcomings still exist, such as the fact that the awareness of leaders in some districts is still not fully understood regarding Decision 673/QD-TTg of the Prime Minister and the purpose of the Farmers' Support Fund, thus not implementing this issue well; the district-level Farmers' Associations have not proactively provided timely advice for the implementation of projects; and the coordination between the Farmers' Associations and relevant departments and agencies has sometimes been inconsistent.
Comrade Dinh Viet Hong suggested that the Provincial Farmers' Association should continue to implement the signed agreements in the coming period, especially by replicating effective economic models. He also emphasized the need to strengthen mass mobilization efforts to encourage farmers to successfully implement the new rural development program ahead of schedule and to effectively carry out the poverty alleviation program.Coordinated the review of the first five years of implementing Conclusion 61 of the Party Central Committee and Decision 673 of the Prime Minister. Directed relevant departments and agencies to coordinate the organization of the agricultural and trade fair in the North Central region. The Farmers' Association, in coordination with the Department of Agriculture and Rural Development, successfully organized the 8th Conference to commend outstanding farmers and business households in Nghe An province.
