According to the Ministry of Health's plan, the 2014 roadmap will continue to increase hospital fees in the treatment sector. Hospital fees will be collected based on all seven constituent elements, including salaries, on-call allowances, surgical allowances, etc. In contrast, current hospital fees (with 407 new services experiencing price increases in mid-2012) only account for three of the seven elements.
Accordingly, the Deputy Prime Minister instructed the Ministry of Health and the Ministry of Finance to develop staffing norms for each surgical procedure, as a basis for the joint Ministry of Health and Ministry of Finance to issue guidelines on payment levels. The Deputy Prime Minister also instructed the Ministry of Labor, War Invalids and Social Affairs to develop salary norms for doctors according to hospital categories.
