Continue to synchronously and effectively implement the Inter-sectoral Coordination Regulations between the Civil Judgment Enforcement Agency and prisons and detention camps.
On the morning of June 27, the Provincial Civil Judgment Enforcement Department and Detention Camp No. 3 and No. 6 - Ministry of Public Security; Detention Camp of Nghe An Provincial Police organized a preliminary review of the inter-sectoral coordination regulations for civil judgment enforcement work in the area.
After more than 7 years of implementation and organization, in the face of many difficulties, the inter-sectoral coordination has achieved many positive and clear results, contributing significantly to the stability and socio-economic development of the province; ensuring the rights and interests of organizations and individuals.

Specifically, during the process of serving the prisoners' sentences, prisons and detention camps have always done a good job of propagating and educating prisoners to actively overcome the consequences caused by their crimes, thereby voluntarily fulfilling their civil obligations in the judgment themselves or through relatives, as well as actively coordinating related contents.
Thanks to that, in many cases, the Civil Judgment Enforcement Agency does not have to apply coercive measures on property against the judgment debtor.

In order to create conditions for progressively reformed prisoners to have the opportunity to enjoy the State's leniency policies such as reduced prison sentences, conditional early release, and amnesty, prisons have regularly educated, disseminated, guided, and created conditions for prisoners to contact their relatives to mobilize their relatives to fulfill their civil obligations.
At the same time, arrange permanent staff to collect civil judgment enforcement fees for prisoners or their relatives who voluntarily come to pay at the camp.

In general, the payment of money and documents to prisoners is coordinated responsibly and promptly by prisons and detention camps, creating favorable conditions for civil enforcement agencies to perform their duties. According to the synthesis from October 1, 2016 to April 30, 2024, civil enforcement agencies in Nghe An have coordinated with prisons and detention camps to carry out procedures related to the payment of money, documents, and assets to prisoners for 2,650 files...
In addition to the important results achieved, at the conference, delegates pointed out a number of limitations, difficulties and obstacles in the implementation process, as well as reviewed and agreed on a number of contents related to the signing of the new Coordination Regulation.

In his concluding remarks at the conference, Comrade Pham Quoc Nam - Director of the Provincial Civil Judgment Enforcement Department, pointed out a number of tasks and solutions to improve the effectiveness of coordination in the coming time. In particular, continuing to synchronously, consistently and effectively implement Joint Circular No. 07/2013/TTLT-BTP-BCA-BTC and the contents of the signed inter-sectoral coordination regulations.
Based on functions and tasks, each agency continues to recommend that competent authorities pay attention to investing and consolidating resources in terms of organization, human resources, facilities, and funding, especially aiming to soon build and apply unified inter-agency management software between the two sectors related to coordination work as well as expanding the form of coordination and notification via email, fax, etc.
Focus on promoting propaganda and dissemination of legal education on civil judgment enforcement so that people, litigants and prisoners understand and exercise their rights and obligations in accordance with the provisions of law, ensuring that civil judgment enforcement in the area is highly effective, contributing to maintaining the security and political situation in the locality.
