To successfully destroy the case transporting 179 heroin cakes, more than 100 officers and soldiers of the Director of the Department of Investigation Police on Drug Crimes (C47), Ministry of Public Security and the Southern Anti-Drug Smuggling Control Team (Team 6 - Anti-Smuggling Investigation Department of the General Department of Customs), the Southern Special Task Force (Team 3, Border Guard), the Police of provinces and cities such as Ho Chi Minh City, Nghe An, Binh Duong, some professional departments under the Ministry of Public Security... worked hard day and night to "hunt" Phan Huu Hieu (aka "Chuot", 48 years old, from Nghe An) to solve the case. That is the affirmation of Colonel Le Thanh Liem - Deputy Director of Department C47B. Hieu was born into a poor farming family in Nghe An. Due to the difficult family life, all year round only waiting for the rice harvest, the subject did not have a proper education.
When he reached adulthood, Hieu “mouse” became a playboy and gambled and drugged with other bad boys in the area. He was recruited by gangsters to become his junior. Since then, his name has become a source of fear for many honest people in Nghe An province.
Life became increasingly "involved" in gambling and drugs, so Hieu often ran out of money to spend. When he gained experience, Hieu expanded his area of operation to the southern provinces, especially Ho Chi Minh City and neighboring provinces including Binh Duong, Dong Nai, Tay Ninh... More than anyone, Hieu also understood that, to establish a transnational drug trafficking and transportation network, he had to recruit close "sidekicks" and "influential" people in the underworld.
Just like Vu Hoang Oanh (61 years old, from Hai Phong, aka “Oanh Ha”, the real sister of Dung Ha - a notorious gangster boss in the Southern Cam period) in the drug ring that was just destroyed by C47 on May 24, Hieu established a company, creating a business cover for two juniors, Bui Dinh Trung (48 years old) and Nguyen Thanh Nam (37 years old, from Nghe An).
Hieu also directed his subordinates to rent many houses and apartments in Ho Chi Minh City to facilitate drug transactions and hiding. In particular, Hieu paid great attention to spiritual matters. Whenever Hieu departed or assigned his subordinates to trade and transport large shipments, they had to be after noon (12 noon every day).
Every time he made a transaction, Hieu absolutely stayed away from his wife and lover to avoid bad luck. Once, Hieu came home but then had to rent a hotel room to sleep in order to buy and sell drugs the next day.
Solve the case
Based on the collected documents and evidence, Department C47 has established a special project to fight and coordinate with the above units to clarify the network of Hieu "Chuot" with Colonel Le Thanh Liem as the head of the project.

Hieu assigned Trung and Nam to drive a car from Ho Chi Minh City to Da Nang to receive drugs, then continue to transport them to Ho Chi Minh City, gathering them at Hieu's house (located at 139/6 Tan Son Nhi, Tan Phu District). Each transaction involved 100 - 150 heroin cakes.
In Ho Chi Minh City, Hieu was the main source of supplying drugs in huge quantities to many “agents”, each transaction amounting to 40-60 heroin cakes. After receiving the goods, the agents divided them into smaller quantities and sold them to many other consumers in Ho Chi Minh City and other provinces.
The drugs were then delivered in Da Nang City and gathered at Hieu's house in Ho Chi Minh City. Accordingly, many detectives followed Hieu from Ho Chi Minh City to Vinh. A reconnaissance team waited at Cau Treo border gate (Ha Tinh), when Hieu returned from Laos to Vietnam, they continued to follow him to Ho Chi Minh City waiting for the time to deliver the goods. The task force coordinated with the above units to simultaneously "arrest" the entire gang. Colonel Le Thanh Liem added: "Hieu's network took the goods from one point, received the goods at another point, and gathered them at a point thousands of kilometers away from the delivery point.
Determined to destroy the ring, the task force met continuously to plan the destruction. On July 10, the detectives received information that the next day Hieu and his men would deliver 100 bricks of drugs in Ho Chi Minh City. To get this amount of goods, Hieu flew from Ho Chi Minh City to Nghe An, then took a small route through Laos to directly discuss and agree on the transaction.
On the afternoon of July 11, while Hieu was carrying a suitcase of drugs to deliver to Ly Tho Phuoc in front of an apartment building on Au Co Street (Tan Phu District), he was caught red-handed by the police. The “boss”’s suitcase contained 60 heroin bricks.
Through an urgent search of Phuoc's house on Nguyen Quy Yem Street (An Lac Ward, Binh Tan District), the police seized dozens of heroin cakes. Expanding the investigation, the authorities arrested and searched the residences of 5 other subjects including Trung, Nam, Tran Anh Nguyet (56 years old, residing in District 1), Phan Thach Dinh and Tran Duc Tram (61 years old, from Nghe An, residing in District 8).
