Among the standards for the position of President is the requirement of "having participated in the Politburo for one full term or more".

At the press conference on September 28, Mr. Le Quang Vinh - Deputy Head of the Party Central Committee Office said that in the coming time, competent authorities will "carefully and thoroughly prepare" personnel for the position of President to submit to the Central Executive Committee and the National Assembly in accordance with regulations.

After President Tran Dai Quang passed away, Ms. Dang Thi Ngoc Thinh was assigned as acting President and according to Mr. Vinh, "with this assignment, the powers and responsibilities of the President continue to be implemented normally and fully."

In August 2017, the Politburo issued regulations on title standards and criteria for evaluating officials under the management of the Central Executive Committee, Politburo, and Secretariat. These include general standards as well as specific standards for members of the Party Central Committee, Politburo, and Secretariat; and standards for the position of President.

The above-mentioned officials must also not be corrupt, opportunistic, or self-interested, and must resolutely fight to prevent and repel the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the organization; have a university degree or higher; have a bachelor's or advanced degree in political theory; be in state management at the senior expert level; and have appropriate foreign language and computer skills.

Aboutstandards for the title of President, personnel must fully meet the general standards of Politburo and Secretariat members, and must also have qualities and abilities such as: high prestige, being the nucleus of solidarity in the Central Committee, Politburo and the entire Party.

The title of President also requires the criteria of "having outstanding and comprehensive capacity in all aspects of work, especially in the fields of domestic and foreign affairs, security and national defense; having deep and broad knowledge of judicial work; being the center of solidarity of social forces and ethnic communities at home and abroad; being decisive in leadership and management according to assigned functions, tasks and powers".

According to regulations, the person holding the position of President must have experienced and successfully completed the tasks as a provincial or municipal Party Secretary or head of a central department, ministry or branch, and have participated in the Politburo for a full term or more (special cases will be decided by the Central Executive Committee).

Acting President Dang Thi Ngoc Thinh is a member of the Party Central Committee. The 12th Politburo currently has 17 members, including 11 new members who joined at the beginning of this term.
