Foreign language standards for professors and associate professors
Professors must be able to read, write professional articles, present, listen, and speak professionally in a foreign language.
According to Decision 37 of the Prime Minister effective from October 15, 2018, one of the five general standards for professors and associate professors is to be proficient in at least one foreign language for professional work and have the ability to communicate in English.
Clauses 5 and 6, Article 2 of Decision 37 clearly explain what it means to be proficient and able to communicate in English:
Section 5“Proficient use of a foreign language for professional work” is determined in one of the following cases (for the same foreign language):
a) Read and understand articles and professional documents; write professional articles; present and discuss (listen and speak) in a foreign language;
b) Having studied and researched full-time abroad and been awarded a bachelor's, master's or doctoral degree from a foreign university;
c) Teaching a specialized subject in a foreign language;
d) Graduated from university with a major in foreign languages and was awarded a bachelor's degree in foreign languages;
d) Achieve foreign language proficiency level 4 or higher according to the 6-level foreign language proficiency framework for Vietnam of the Minister of Education and Training.
Section 6. “Being able to communicate in English” means being able to express what you want to present to others and understand what others say in English about general information about expertise and normal communication.
