On the morning of June 24th, under the chairmanship of Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the Provincial People's Committee held its regular June meeting to hear and give opinions on the results of implementing the conclusions of the Chairman of the Provincial People's Committee at the regular May meeting, the work of directing and managing in the first six months of the year, the tasks for the last six months of the year; the mid-term review report on the implementation of the resolution of the 17th Provincial Party Congress and some other contents.

(Baonghean.vn) -On the morning of June 24th, under the chairmanship of Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the Provincial People's Committee held its regular June meeting to hear and give opinions on the results of implementing the conclusions of the Chairman of the Provincial People's Committee at the regular May meeting, the work of directing and managing in the first six months of the year, the tasks for the last six months of the year; the mid-term review report on the implementation of the resolution of the 17th Provincial Party Congress and some other contents.

The meeting was held online with the participation of members of the Provincial People's Committee, leaders of provincial departments and agencies, and districts, cities, and towns at 20 different locations.

According to the assessment of the Chairman of the Provincial People's Committee, Nguyen Xuan Duong, in May, the departments, agencies, and localities seriously and effectively implemented 15 key tasks as concluded by the Provincial People's Committee. Notable achievements include finalizing the report for the working session with the Politburo to summarize 10 years of implementing Conclusion No. 20-KL/TW dated June 2, 2003, on Nghe An; directing the review and evaluation of the results of implementing the Resolution of the 17th Provincial Party Congress mid-term; and preparing well the contents to be presented at the 9th session of the 16th Provincial People's Council...

Regarding the socio-economic situation of the province in the first six months of the year, despite facing many disadvantages due to weather conditions, disease outbreaks, and pest infestations, and difficulties in business production, the efforts of the entire political system, the business community, and the people still achieved some positive results. The GDP growth rate for the first six months is estimated at 5.42%, higher than the same period last year but lower than the planned target (7-8%). The value of agricultural, forestry, and fisheries production in the first six months of 2013 is estimated at VND 13,322.03 billion, an increase of 4.4% compared to the same period. Budget revenue in the first six months is estimated at VND 2,787.846 billion, equivalent to 49.7% of the projected budget, an increase of 15% compared to the same period.

Regarding investment attraction, as of June 17, 2013, investment certificates had been granted to 25 domestic investment projects with a total registered capital of VND 1,233 billion. The allocation of capital construction projects in the first six months of the year was focused on. Total social capital mobilization is estimated at VND 15,247 billion, equivalent to 49.16% of the plan, an increase of 15.77% compared to the same period last year. The volume of capital construction projects funded by the state budget and government bonds reached approximately VND 1,834 billion, equivalent to 55.31% of the plan, an increase of 28% compared to the same period last year.

The socio-cultural sector received attention from all levels and sectors, notably the successful organization of propaganda activities for major holidays, political events, and the high school graduation exam, with a provincial pass rate of 96.09%. Poverty reduction and social security were prioritized, with the poverty rate decreasing to 14.05% in the first six months of 2013. The province created nearly 16,000 new jobs and promptly processed unemployment insurance benefits for 2,922 out of 3,552 applicants, totaling 21.9 billion VND. State management and administrative reform were strengthened, and national defense and security were maintained...

Following reports from the Departments of Science and Technology and Investment, Finance, and Internal Affairs, leaders of districts and cities offered numerous opinions, focusing on recommendations, proposals, and solutions to address existing shortcomings related to lower-than-planned economic growth; weaknesses in land clearance, planning, investment preparation, state management of investment, and bidding; slow progress on many projects; delays in project finalization in some districts; significant outstanding construction debts; and difficulties in securing counterpart funding for ODA projects.

Concluding the morning session, Comrade Nguyen Xuan Duong instructed localities and units to focus on completing the contents and documents prepared for the People's Council session, especially the confidence vote for positions elected by the People's Councils at all levels, linked to the evaluation of the implementation of resolutions of the Party congresses at all levels during the mid-term. He also stressed the need to overcome delays in reporting events occurring in the area. In the last six months of the year, he called for focused and decisive solutions and coordinated efforts to complete the targets and tasks set for 2013. Regarding the suggestions and proposals from localities, the Provincial People's Committee will compile them for consideration and resolution.

This afternoon, departments, agencies, and localities will dedicate time to discussing, evaluating, and contributing opinions on the draft mid-term review report on the implementation of the Resolution of the 17th Provincial Party Congress on socio-economic development, national defense and security, and other issues.
