(Baonghea.vn) -On the morning of June 14th, at the office of the Nghe An Provincial Tax Department, Mr. Nguyen Xuan Duong – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee – held a working session with the Nghe An Provincial Tax Department.

Also attending were Comrade Thai Van Hang - member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, representatives from the following sectors: Finance, Banking, Planning and Investment, Natural Resources and Environment, Agriculture, leaders of Vinh City and some Tax Sub-departments: Vinh, Cua Lo, Nghi Loc.



Director of the Tax Department Nguyen Dinh Hoa reported on the budget revenue situation for the first six months of the year.

According to a report by the Nghe An Provincial Tax Department, in the first five months of 2013, the province's total budget revenue reached VND 1,942 billion, equivalent to 40% of the provincial People's Council's projected target and a 5% increase compared to the same period in 2012. Of this, revenue from land use fees reached VND 1,857 billion, equivalent to 43% of the provincial People's Council's projected target, a 13% increase compared to the same period. Cumulative revenue for the first six months of 2013 is estimated at VND 2,442 billion, equivalent to 50% of the target. Notably, outstanding tax debts currently amount to VND 800 billion, higher than the national average.

According to a report from the Nghe An Tax Department, despite the vigorous implementation of various measures, the amount of outstanding tax debt continues to increase. In addition, revenue from land use fees did not meet the target, mainly due to the sluggish real estate market.

At the conference, the Tax Department also presented 10 recommendations that require the involvement and resolution of various sectors and the Provincial People's Committee.

After listening to all the opinions expressed by the various sectors, Comrade Nguyen Xuan Duong concluded: The Tax Department needs to evaluate the strengths and weaknesses of the 15 anti-tax evasion programs, do a good job of rewarding outstanding taxpayers, continue to promote effective budget collection solutions, do a good job of supporting and disseminating information to taxpayers; correctly implement policies on tax deferral, refund, exemption, reduction, and extension; and review and classify tax debtors to find appropriate solutions. The Tax Department also needs to proactively and actively coordinate with other sectors in tax management. The Provincial People's Committee is ready to create all conditions within its authority to promptly resolve difficulties and obstacles in budget collection.

For some businesses with large outstanding tax debts, the Provincial People's Committee Chairman requested the Tax Department to propose initiating legal proceedings against certain units to ensure the rule of law. He also urged the Tax Department to be more innovative in tax management and to strive to complete and exceed the 2013 budget revenue plan.
