Find common ground, pave the way for business development

(Baonghean) - The dialogue conference between provincial leaders and local businesses took place on October 24, right after the success of the 18th Provincial Party Congress, term 2015 - 2020, which is considered a strong message about the province's support for the sustainable development of businesses; at the same time, it suggests directions and methods to successfully implement the goals set out in the Congress Resolution.

Unlike previous dialogues, in this dialogue between provincial leaders and enterprises, in addition to discussing solutions to difficulties and obstacles, creating momentum for enterprises to develop in the coming time, the provincial leaders' wish is to receive advice from enterprises on how to proceed, how to do it, and which areas are most effective, as well as what policies and mechanisms are needed to ensure the completion of the goals and targets set by the 18th Provincial Party Congress, term 2015 - 2020.

The statement of the Provincial Party Secretary Ho Duc Phoc: "Who will be the one to create wealth and material things? That is the enterprise and the people, in which the enterprise plays the core role, the pillar. And the enterprise is the owner in the common house of the province" was widely agreed and supported by enterprises and encouraged to participate with many enthusiastic opinions.

From the business experience of the enterprise in the first 7 years, having to pay the price for the loss of 84 billion VND due to incorrectly identifying the product as pineapple, which had no competitive advantage, now has changed direction to develop strongly, Mr. Nguyen Manh Hung - General Director of Nafoods Group Food Joint Stock Company said that the province needs to pay attention to developing agriculture with advantageous crops, from which there are policies to create value chains in agricultural production to meet integration requirements. It is possible to follow the direction of each crop forming a separate agricultural value chain with its own company model. To do this, the province should establish a high-tech agricultural science center to create ideas and quality plant varieties that are competitive enough in the world market. At the same time, there should be separate investment support policies for a number of leading enterprises in each industry, creating a spillover effect to attract enterprises in the same field to develop, while creating jobs and income for the people.

Referring to the industrial production perspective, Mr. Phan Xuan Hoi - Hoang Thi Loan Knitting Joint Stock Company, raised the issue: Nghe An is a province with large land area and abundant labor resources. In fact, the textile industry is one of the province's strengths, so there should be policies to attract textile and dyeing projects, focusing on selecting investors with good financial capacity and environmental treatment technology.

Representatives of enterprises also mentioned: Nghe An has a lot of tourism potential with beautiful natural landscapes, rich culture and dense heritages. However, the tourism sector has not yet been focused on by the province to lead, direct and exploit well. Tourism - trade is one of the key economic sectors identified by the 18th Provincial Party Congress to focus on leadership and development. It is recommended that the province focus more and be more determined in promoting tourism attraction and development in the coming term.

In addition to the sectors, fields, and spearheads that need to be attacked, at this conference, many businesses and entrepreneurs are concerned about how to create a good mindset for development for the entities that create material wealth. Many delegates are interested in proposing that the province needs to continue to strongly improve the investment and business environment, including general and specific solutions, perfecting institutions, administrative reform; human resources, accompanying and supporting businesses. Some delegates also said that although they have integrated, many businesses in the province are still not proactive in keeping up. This is a worrying issue, if we are not well prepared, we will lose market share in the domestic market. The province needs to organize a workshop to objectively assess the advantages and disadvantages of integration, thereby showing businesses which businesses are disadvantaged, the disadvantages will affect businesses and the people themselves, in ensuring social security, social order and safety...

Before the conference took place, through the bridging role of the Nghe An Business Bloc Party Committee, 23 recommendations from enterprises were sent to provincial leaders and sectors and levels, focusing on 5 groups of issues, including: State management, policy mechanisms, administrative procedure reform; tax - social insurance; credit - banking; site clearance, basic construction; land lease, construction payment. And with the spirit of openness, frankness and mutual responsibility, at the dialogue conference between provincial leaders and enterprises, 10 enterprises expressed their opinions with many recommendations. Referring to the obstacles and difficulties that hinder the development of enterprises, besides the policies and regulations of the Central Government, some enterprises also frankly pointed out that some sectors have not really created conditions for and for enterprises.

Ms. Tran Thanh Thuy - Director of Nghe An Telecommunications, raised the issue related to the granting of construction permits for PTS stations, according to the provisions of Decree 25 of the Government on guiding the implementation of the Law on Telecommunications, if telecommunications infrastructure works located outside urban areas are in accordance with the planning, then no construction permit is required. However, due to the lack of consensus among the specialized sectors of the Provincial People's Committee, specifically when the Department of Information and Communications supports telecommunications enterprises to comply with Decree 25, the Department of Construction said that it must follow the documents guiding the implementation of the Law on Construction, and in the list of licensing requirements, there is no list of PTS stations.

Also related to the construction of PTS stations, regarding the application for a permit to build PTS stations, the provincial regulation requires a land use right certificate. However, the PTS system is developed in remote areas, many families do not have a land use right certificate, this reality is causing difficulties for telecommunications companies but is slow to be processed, it can be replaced by a legal land use right certificate from the local government.

Mr. Nguyen Manh Hung - General Director of Nafoods Group Joint Stock Company gave an example: 15 years ago, the company participated in importing motorbikes, at that time, the tax rate given by Customs was wrong, during the dispute, it generated a profit of nearly 2 billion. Although the Government has a policy that if it is over 10 years, the debt will be cleared, but up to now, the company has not been processed, affecting production and business activities.

Many other businesses also mentioned many processes and procedures that make it difficult for businesses, such as business registration procedures, land, finance, etc. Through that, the general feeling is that the involvement to resolve problems and difficulties in some sectors is not really responsible. Secretary of the Provincial Party Committee Ho Duc Phoc also frankly pointed out that the written responses of the sectors to the 23 petitions sent by businesses before the conference, there were issues that were not answered satisfactorily.

With the spirit of dialogue to listen and effectively resolve recommendations, difficulties, and obstacles, creating an environment for businesses to develop, on behalf of the provincial leaders, Secretary of the Provincial Party Committee Ho Duc Phoc concluded at the conference as a commitment: “We fully accept recommendations, reflections, and proposals from businesses and institutionalize them in documents, urge all levels and sectors to implement, creating an environment and momentum for businesses to produce and do business effectively. Party committees and state agencies at all levels are both leaders and managers, but also servants of businesses and the people. On the part of businesses, it is also necessary to unite, cooperate and work well together, avoid unfair competition, build a corporate culture associated with the culture of Nghe An people, with courage, intelligence, creativity, and strive to grow and contribute to society, care for the poor, and contribute to successfully implementing the goals of the Resolution of the 18th Party Congress, term 2015 - 2020...”.
