1. Continuing the 4th session, 14th National Assembly

4. Yen Bai has the right to direct the Department of Natural Resources and Environment.

On the morning of November 1, Mr. Do Duc Duy - Chairman of Yen Bai Provincial People's Committee said that immediately after Mr. Pham Sy Quy was dismissed from the position of Director, the Provincial People's Committee decided to appoint Mr. Ho Duc Hop - Chairman of Van Chan District People's Committee to hold the position of Acting Director of the Department of Natural Resources and Environment of Yen Bai province from November 1, 2017.

Previously, on October 27, the Standing Committee of Yen Bai Provincial Party Committee decided to apply a Party disciplinary measure against Mr. Pham Sy Quy, which is a “warning”. At the same time, Mr. Quy was dismissed from the positions of Party Secretary and Member of the Party Executive Committee of the Department of Natural Resources and Environment.

Regarding the government, Yen Bai province decided to discipline Mr. Pham Sy Quy with a "warning" and at the same time remove him from the position of Director of the Department of Natural Resources and Environment; transfer Mr. Quy to work at the Office of the People's Council of Yen Bai province, holding the position of Deputy Chief of the Office of the People's Council of the province.

5. Ministry of Industry and Trade established an inspection team for Khaisilk

On October 31, Minister of Industry and Trade Tran Tuan Anh signed a decision to establish a delegation to inspect law enforcement in commercial activities, production, trade of counterfeit and banned goods and protection of consumer rights at Khai Duc Company Limited.

The decision to establish an inspection team was signed one day after the head of the industry and trade sector requested that the investigation agency transfer the case of Khaisilk selling goods of unclear origin.

According to the decision, the inspection team is responsible for developing a plan and conducting inspections of compliance with relevant laws at Khai Duc Company Limited, detecting, handling or proposing handling of violations according to the provisions of law (if any).

The inspection team is responsible for reporting to the Minister on the inspection results and proposing tasks and solutions in related State management work.

6. Teacher receives pension of 1.3 million VND, Social Insurance officially speaks up

On the afternoon of October 31, at a press briefing, answering questions related to the case of a teacher in Ha Tinh, after 37 years of service, receiving a retirement decision with a salary of 1.3 million VND/month, Mr. Pham Luong Son - Deputy General Director of Vietnam Social Security admitted: With a pension of 1.3 million VND for 37 years of service, it is really a low number. Therefore, the story did not stop at the local level but reached the parliament, the National Assembly delegates spoke up.

Explaining the reason why preschool teachers have low pensions, Ms. Dinh Thu Hien - Deputy Head of Collection Department, Vietnam Social Security, said that it depends on two factors: Social insurance salary; Social insurance participation period.

According to the law, before 1999, teachers at non-public preschools were not subject to social insurance. Since 1999, the State has had a policy stipulating that non-public preschool teachers who have signed labor contracts are subject to compulsory social insurance. However, in reality, it took several years for non-public preschool teachers to officially register and pay social insurance to the social insurance agency.

7. Storm No. 12 caused heavy damage to people and property.

Data updated at 5:00 p.m. on November 4 from the Standing Office of the Central Steering Committee for Natural Disaster Prevention and Control said that storm No. 12 (storm Damrey) caused huge losses in human lives and property in the South Central provinces.

Specifically, 20 people died (18 people in the provinces and 2 people due to the transport ship accident). Of which, Khanh Hoa had 12, Binh Dinh 5, Lam Dong 3.

17 people are missing (6 in the provinces and 11 due to the transport ship accident). 531 houses collapsed, nearly 24,000 houses had their roofs blown off, and more than 40 ships sank.
