On December 8, the Ministry of Public Security's Investigation Police Agency issued a decision to prosecute and temporarily detain Mr. Dinh La Thang, Deputy Head of the Central Economic Commission, to investigate his intentional violation of State regulations on economic management, causing serious consequences.

This is carried out in accordance with the decision to prosecute the accused No. 522/C46 dated December 8, 2017 and the temporary detention order No. 134/C46 dated December 8, 2017 of the Investigation Police Agency of the Ministry of Public Security.

Mr. Dinh La Thang was prosecuted for serious violations in the Vietnam Oil and Gas Group (PVN)'s capital contribution of VND800 billion to Ocean Bank and the loss of all this money.

On the same day, the Politburo also decided to suspend Party and Party Committee activities (including Central Executive Committee activities) of Mr. Dinh La Thang from December 8, 2017 according to the decision to prosecute the accused No. 522/C46, dated December 8, 2017 and the temporary detention order No. 134/C46, dated December 8, 2017 of the Investigation Police Agency, Ministry of Public Security.

Along with Mr. Dinh La Thang, the Ministry of Public Security arrested Mr. Nguyen Quoc Khanh, Mr. Thang's successor at the National Oil and Gas Group.

On December 8, the Security Investigation Agency (Ministry of Public Security) prosecuted, temporarily detained, and searched Mr. Nguyen Quoc Khanh (former Chairman of the Board of Members of the National Oil and Gas Group - PVN) for the crime of intentionally violating State regulations on economic management, causing serious consequences.

On the same day, based on the Supreme People's Procuracy's submission, the National Assembly Standing Committee "temporarily suspended Mr. Khanh from performing his duties and exercising his powers as a National Assembly deputy."

Mr. Dinh Manh Thang (former Chairman of the Board of Directors of Song Da Petroleum Company) was arrested to investigate the act of embezzlement of property.

On the morning of December 9, the Investigation Police Agency (Ministry of Public Security) issued a decision to prosecute and arrest Mr. Dinh Manh Thang (55 years old) to investigate the act of embezzlement of property. Mr. Thang was criminally prosecuted when the authorities expanded the investigation into the case of embezzlement of property that occurred at the Vietnam Oil and Gas Power Real Estate Joint Stock Company (PVPower Land) and Minh Ngan Joint Stock Company.

The police agency announced that it is focusing its forces to investigate and expand the case and "thoroughly recover assets for the State".

Mr. Thang has been Party Secretary and Chairman of the Board of Directors of Song Da Trading and Transport Joint Stock Company (now Song Da Petroleum Investment and Trading Joint Stock Company) since May 2006. In April 2017, at the annual general meeting of shareholders, he was dismissed from the position of Chairman of the Board of Directors for personal reasons.

2. Expelled from the Party if defaming Party and State leaders

Mr. Tran Quoc Vuong, Politburo member, Standing member of the Secretariat, Chairman of the Central Inspection Commission, has just signed on behalf of the Politburo to promulgate regulations on disciplinary action against violating party members.

Accordingly, if a party member violates political views and internal politics, he/she will be subject to disciplinary action including reprimand, warning, dismissal from office, or expulsion from the Party depending on the severity.

Specifically, disciplinary action in the form of reprimand is taken against the following violations: being incited, enticed, or bribed by others to speak, write, store, disseminate, publish, or provide information, documents, or artifacts with content contrary to the Party's guidelines and viewpoints and the State's laws.

3. Cai Lay BOT case: Prime Minister decided to temporarily suspend toll collection for 1 month to re-evaluate the project

On the evening of December 4, Prime Minister Nguyen Xuan Phuc had a working session with leaders of the Ministry of Transport and many ministries and branches, along with leaders of Tien Giang province, to find solutions for the Cai Lay BOT Toll Station in Tien Giang province.

After being requested by the Prime Minister, the Party Committee of the Ministry of Transport met to propose options for the Cai Lay bypass project invested in the form of BOT.

According to Transport Minister Nguyen Van The, the Cai Lay bypass is one of 88 other traffic routes built under the BOT model. These are projects built under Resolution 13 of the Party Central Committee and Resolution 108 of the Government on mobilizing social resources to modernize transport infrastructure.

The Ministry of Planning and Investment Inspectorate and the State Audit have inspected this project and the Ministry of Transport Inspectorate is currently inspecting it under the Prime Minister's direction. Minister of Transport Nguyen Van The affirmed that if anyone is found to have committed any violations, including the Minister, they will be severely disciplined.

Ms. Xuan is the suspect in the murder of a 20-day-old baby in Thanh Hoa, causing a stir in public opinion.

Regarding the case of a 10-year-old boy being abused, on December 7, the Investigation Police Agency of Cau Giay District (Hanoi) announced that it had decided to temporarily detain Tran Hoai Nam (34 years old), residing in Nghia Do Ward, to clarify the act of torturing his son, Tran Gia K. (10 years old), for a long time.

Previously, on the evening of December 5, Tran Gia Kh. (10 years old) went to his grandparents' house to ask for help because he was being brutally abused by his father and stepmother. After seeing his grandson with many injuries on his body, the family reported the incident to the authorities and also went to have Kh.'s health and mental health checked.

A fire broke out on the morning of December 4 on Lac Long Quan Street, District 11, Ho Chi Minh City, killing three people in a family. The fire broke out at around 4 a.m. on December 4 at a wooden house with a ground floor and attic.

Upon receiving the news, the Fire Police Department of District 11 and Ho Chi Minh City Fire Police dispatched many fire trucks to the scene for rescue.

When the fire was extinguished, the fire police discovered three dead people inside the house, including Mrs. Nguyen Thi Bich Lieu (wife of the homeowner), Dinh Ngoc Tra My (15 years old) and Dinh Thi Bich Quyen (6 years old, two children of Mrs. Lieu).

The two people who quickly escaped with injuries were Mr. Dinh Van Muoi (41 years old, homeowner, Mrs. Lieu’s husband) and a younger brother of Mrs. Lieu. The fire burned down the house of about 40 square meters and many of its belongings.
