At the Conference on Investment in Development of Ngoc Linh Ginseng and Other Medicinal Herbs held on September 6 in Kon Tum, Prime Minister Nguyen Xuan Phuc stated that we develop the medicinal herbs and functional food industry based on promoting the quintessential values that heaven and earth have bestowed upon a country with 3/4 of its area being mountainous. With the potential products, market and value of Ngoc Linh ginseng, we have the basis to develop a true Vietnamese Ngoc Linh ginseng growing and processing industry. Aiming to develop Ngoc Linh ginseng to higher values, not only in terms of economy but also in medicine, contributing to improving human health, giving priority to Vietnamese people.
According to the Prime Minister, to achieve this vision and goal, there is still a lot of work that requires us to take serious and systematic action soon, not allowing each locality such as Kon Tum and Quang Nam to operate fragmentedly or "swim alone" in implementing the strategy. The Prime Minister noted a number of directions and methods to develop the Vietnamese ginseng industry quickly and sustainably, first of all, focusing on Ngoc Linh ginseng.

On September 7, the Ministry of Education and Training received official information from Japan about the results of the 30th International Olympiad in Informatics 2018 of the Vietnamese national team.Accordingly, all 4/4 contestants won medals, namely Pham Duc Thang - 12th grade student, High School for the Gifted in Natural Sciences, Hanoi National University: Gold Medal; Hoang Xuan Nhat - 12th grade student, High School for the Gifted, Ho Chi Minh City National University: Silver Medal; Nguyen Hoang Hai Minh - 12th grade student, High School for the Gifted in Natural Sciences, Hanoi National University: Bronze Medal and Nguyen Khanh - 12th grade student, High School for the Gifted in Natural Sciences, Hanoi National University: Bronze Medal.
The 30th International Olympiad in Informatics in 2018 had a total of 335 contestants from 87 countries and territories participating; as a result, 167 contestants won medals (29 gold medals, 55 silver medals and 83 bronze medals), accounting for 49.85% of the total number of contestants. With a 100% medal rate, including 1 gold medal, 1 silver medal and 2 bronze medals, the Vietnamese national team ranked 12th in the world and 2nd in Southeast Asia.

On the afternoon of September 7, the Government Inspectorate announced the results of its inspection of a number of key issues related to citizens' complaints about the Thu Thiem New Urban Area, Ho Chi Minh City.
The conclusion of the Government Inspectorate stated that in 1996, the Prime Minister decided to invest in the construction of Thu Thiem Urban Area, including a new urban area and a resettlement area with a total area of 930 hectares. According to the plan, the new urban area is divided into 5 main areas: Central Core Area, Northern Residential Area, Residential Area along Mai Chi Tho Avenue, Eastern Residential Area, Southern Delta Area; The 160-hectare resettlement area is oriented to the East, bordering the planning area. By May 2018, the Ho Chi Minh City People's Committee had completed over 99.4% of the site clearance and signed contracts with a number of project investors in the form of BT.
However, in the process of implementing the investment and construction of the Thu Thiem New Urban Area, the City People's Committee and related departments and branches have committed shortcomings and violations, affecting the rights of some households living in the area, causing severe and prolonged complaints that have not been resolved.
Transfer the "black fund" case at the Waterways Administration to the Ministry of Public Security for investigation

Permanent Deputy Prime Minister Truong Hoa Binh requested the Ministry of Transport to transfer the results of the verification of the "black fund" case at the Vietnam Inland Waterways Administration to the Ministry of Public Security for investigation and handling. At the request of Permanent Deputy Prime Minister Truong Hoa Binh, the Ministry of Transport should direct the unit's Inspectorate to transfer the results of the verification of the press's reflections on negativity and corruption occurring at the Vietnam Inland Waterways Administration, along with related documents and evidence, to the Ministry of Public Security's Investigation Police Agency (and at the same time send it to the Supreme People's Procuracy) for investigation and handling.
Previously, the press reported that in order to be able to construct bid packages invested by the Vietnam Inland Waterways Administration, winning companies had to pay the investor from 5% to 20% of the bid package value.
Hanoi proposes to charge personal vehicles entering inner city

The Hanoi People's Committee has just proposed that the Government allow adjustments to some provisions of the law, on that basis, it will establish a project to collect fees for personal vehicles entering the city center.
With the proposal to establish a project to collect fees for motor vehicles entering the inner city, Hanoi city leaders said that this is an economic measure to strengthen vehicle management, through paying circulation fees to reduce traffic in some areas. This measure is also being applied by big cities such as London (UK), Singapore... and is quite effective in limiting the large number of cars entering the inner city, reducing congestion and environmental pollution. However, to harmonize and ensure the right to travel of people, when the current congestion in Hanoi only occurs during rush hours, this fee collection should only take place during rush hours. During off-peak hours, even at night and early morning, there should be appropriate policies to ensure people's travel.

On September 5, at the opening ceremony of the new school year at Phu Dong Primary School (Hai Chau District, Da Nang City), the National Traffic Safety Committee coordinated with the Ministry of Education and Training and Honda Vietnam Company to launch the helmet donation ceremony for first graders nationwide in the 2018-2019 school year.
Accordingly, 1,987,945 helmets that meet national technical standards will be given to first-graders at thousands of schools nationwide. This is a meaningful gift on the first day of school, and at the same time becomes the first practical lesson on traffic safety for the students on the road to the future.
This is a key activity to implement Plan No. 163/KH-UBATGTQG dated May 4 of the National Traffic Safety Committee on the 2018 Children's Helmet Giving Program with the theme Keeping Dreams Alive. The program has a large scale and influence, in response to the 2018 Traffic Safety Year with the theme Traffic Safety for Children.
Wastewater reservoir bank burst, nearly 50 households in Lao Cai had to evacuate

On September 7, according to information from the People's Committee of Lao Cai province, the incident of the embankment breaking of the wastewater reservoir of DAP Factory No. 2, DAP Joint Stock Company No. 2, belonging to Vietnam Chemical Group (Vinachem) occurred at around 12 o'clock the same day at Tang Loong Industrial Park (Phu Nhuan Commune, Bao Thang District, Lao Cai).
The incident caused about 45,000 m3 of wastewater and chemicals to flow into the environment, threatening households in Phu Ha 1 and Phu Ha 2 villages, Phu Nhuan commune. Nearly 50 households had to evacuate due to the strong smell of chemical wastewater. In addition, traffic on Provincial Road 151 was also seriously affected when wastewater overflowed onto the road. The incident also caused great damage to people's property when it was washed away by wastewater.
