1. General Secretary: Trial of Trinh Xuan Thanh case in January 2018

On November 25, in Hanoi, the Standing Committee of the Central Steering Committee on Anti-Corruption (Standing Committee) met under the chairmanship of Comrade Nguyen Phu Trong, General Secretary, Head of the Steering Committee to discuss and give opinions on the progress, results achieved and difficulties and obstacles in investigating, prosecuting and trying a number of cases, and verifying a number of cases under the monitoring and direction of the Steering Committee.

General Secretary Nguyen Phu Trong - Head of the Central Steering Committee on Anti-Corruption - requested to focus on and urgently complete the investigation and bring cases such as Trinh Xuan Thanh's case and PVN's VND800 billion investment in Oceanbank to trial in January and February 2018.

In addition, at the meeting, the Standing Committee of the Steering Committee agreed to assign competent authorities to consider rewarding collectives and individuals with outstanding achievements in contributing to bringing a number of serious, complicated corruption and economic cases of public concern to trial on schedule according to the Steering Committee's Plan.

2. Closing of the 4th session, 14th National Assembly

After a month of working with a serious and responsible spirit, on the afternoon of November 24, the 4th Session of the 14th National Assembly closed.

In her closing remarks, National Assembly Chairwoman Nguyen Thi Kim Ngan emphasized: Taking place during the 25th APEC Summit, the domestic situation was heavily affected by storms and floods, the 4th session spent a lot of time discussing the results of the implementation of the socio-economic development plan and the State budget.

Along with acknowledging and appreciating the efforts and drastic management of the Government, the consensus of sectors and levels, in overcoming difficulties and striving to complete 13 main socio-economic targets, the National Assembly also frankly pointed out the remaining limitations and shortcomings; analyzed and forecasted the risks and challenges that our country must face.

3. Prime Minister visits and congratulates teachers on November 20

On November 20, on the occasion of Vietnamese Teachers' Day, Prime Minister Nguyen Xuan Phuc visited and congratulated a number of People's Teachers who have made great contributions to the country's education cause.

Specifically, the Prime Minister visited People's Teacher Thai Thi Lien, one of the first female pianists in Vietnam, Hero of Labor, former Director of the Vietnam National Academy of Music. Prime Minister Nguyen Xuan Phuc also visited writer Vu Tu Nam and sculptor Ta Quang Bao - who have been awarded the State Prize for Literature and Arts.

Prime Minister Nguyen Xuan Phuc affirmed that the Government is actively researching to soon have appropriate policies for teachers as well as artists, to ensure that those working in this field can both have a stable life and make greater contributions to the education - training and literature and arts of the country.

4. Prime Minister issues disciplinary warning to Chairman of Da Nang City People's Committee

In Decision 1852/QD-TTg signed by the Prime Minister on November 21, the decision was made to discipline Mr. Huynh Duc Tho - Chairman of the People's Committee of Da Nang City, term 2016 - 2021, by warning, due to being disciplined by the Party according to Decision No. 629-QD/UBKTTW dated October 4, 2017 of the Central Inspection Committee.

As the head of the City People's Committee, Mr. Huynh Duc Tho is primarily responsible for violations and shortcomings in land management and urban order; he has not proactively proposed to the Standing Committee of the City Party Committee personnel in a number of City government agencies under the management of the Standing Committee of the City Party Committee according to regulations.

After reviewing and considering many aspects; based on Regulation No. 263-QD/TW and Regulation No. 181-QD/TW of the Politburo on disciplinary action against violating party organizations and party members, the Central Inspection Committee decided to issue a warning to Mr. Huynh Duc Tho.

5. Transferring 2 Deputy Secretaries of the Provincial Party Committee to the Central Government

On November 19, National Assembly Chairwoman Nguyen Thi Kim Ngan presented the Resolution of the National Assembly Standing Committee (NASC) onmobilize and approve the position of Vice Chairman of the National Assembly's Committee on Science, Technology and Environment for Mr. Le Quang Huy, former Deputy Secretary of Nghe An Provincial Party Committee.

* On the same day, November 19, the working delegation of the National Assembly Standing Committee led by Party Central Committee member and National Assembly Vice Chairman Phung Quoc Hien worked with the Standing Committee of Hau Giang Provincial Party Committee on personnel work.

On behalf of the working delegation of the National Assembly Standing Committee, Deputy Head of the Delegation Affairs Committee Bui Duc Thu read out the decision of the Secretariat on the transfer of Mr. Dang The Vinh, a member of the 14th National Assembly, member of the Economic Committee, Deputy Secretary of the Hau Giang Provincial Party Committee to work at the State Audit Office, holding the position of Deputy State Auditor General. The term of appointment is 5 years, starting from November 1, 2017.

6. Mr. Nguyen Xuan Anh was dismissed from the position of Chairman of the People's Council of Da Nang.

At 9:10 a.m. on November 24, an extraordinary meeting of the Da Nang City People's Council chaired by Vice Chairman of the People's Council Nguyen Nho Trung dismissed Mr. Nguyen Xuan Anh (former Secretary of the City Party Committee) from the position of Chairman and delegate of the 9th Da Nang City People's Council.

Voting by show of hands after a closed session, 48/49 delegates approved the dismissal, equivalent to 97.95%. The only absent delegate was Mr. Nguyen Xuan Anh - who had submitted a request for permission before the session and it was approved.

On November 25, in Hanoi, the Standing Committee of the Central Steering Committee on Anti-Corruption (Standing Committee) met under the chairmanship of Comrade Nguyen Phu Trong, General Secretary, Head of the Steering Committee to discuss and give opinions on the progress, results achieved and difficulties and obstacles in investigating, prosecuting and trying a number of cases, and verifying a number of cases under the monitoring and direction of the Steering Committee.

The General Secretary welcomed the Standing Committee of the Steering Committee for their high consensus and the list of tasks that need to be implemented urgently, actively, resolutely, and more effectively than the cases and incidents that have been proposed. However, the General Secretary noted that the investigation, prosecution, and trial of cases and incidents need to be focused and key, first of all focusing on fairly trying a number of typical cases and bringing them to trial in 2017 and the first two months of 2018.

7. In 1 day, 4 newborn babies died at Bac Ninh Province Maternity and Pediatrics Hospital.

On the morning of November 20, information spread on social networks that a serious incident occurred at the Bac Ninh Province Maternity and Pediatrics Hospital when 4 newborn babies died in a row... The expert council later concluded that the cause of death could be related to hospital infection.

On the evening of November 20, a working group of the Ministry of Health led by Director of the Department of Medical Examination and Treatment Management Luong Ngoc Khue worked with the Provincial People's Committee, the Department of Health of Bac Ninh Province and the Bac Ninh Obstetrics and Pediatrics Hospital. During the night, the Bac Ninh Obstetrics and Pediatrics Hospital transferred a total of 12 critically ill newborns to the National Children's Hospital and Bach Mai Hospital for treatment. The hospital's neonatal unit is treating 92 babies.

Chairman of the People's Committee of Bac Ninh Province Nguyen Tu Quynh also requested the health sector to review the medical examination and treatment process at Bac Ninh Hospital and promptly determine the cause of the children's deaths. The provincial chairman requested to clarify the responsibilities of the relevant groups and individuals; if there are signs of crime, the case will be prosecuted.
