On the morning of July 11, National Assembly Chairwoman Nguyen Thi Kim Ngan chaired the 25th session of the National Assembly Standing Committee.

At the three-day meeting, the National Assembly Standing Committee gave opinions on three draft laws, including: the Law on Vietnam Coast Guard, the Law on Anti-Corruption (amended), and the Law on Protection of State Secrets.

Along with that, the National Assembly Standing Committee gave opinions on related contents on the plan to allocate and use medium-term investment capital from the remaining state budget for the 2016-2020 period; the plan to allocate the medium-term public investment plan for the national target program on the East Sea and Islands; using 15,000 billion VND of reserve capital for the medium-term public investment plan for important transport projects and supplementing the 2018 budget estimate with foreign capital; handling the amount of funds that the General Department of Taxation has advanced to implement the policy of streamlining the payroll from 2012 and earlier; on the draft Resolution of the National Assembly Standing Committee on the Environmental Protection Tax Schedule and the draft Decree stipulating a number of specific mechanisms on investment, finance, budget and decentralization of management for Can Tho city...

Concluding the 25th session (July 13), National Assembly Chairwoman Nguyen Thi Kim Ngan requested that units absorb and revise the draft laws. Regarding the questioning and answering questions at the 6th session, the Minister will not be selected to question, but the promises of all members of the Government, Ministers, Prime Ministers, and Deputy Prime Ministers will be questioned. The questioning program will be included in the remaining 1/3 of the session.

On the morning of July 13, Prime Minister Nguyen Xuan Phuc attended the opening ceremony and participated in a special dialogue session with speakers and businesses in the technology sector at the event "High-level Forum and International Exhibition on Smart Industry - Industry 4.0 Summit 2018", taking place in Hanoi for two days (July 12-13).

The forum aims to gather and distill the experiences of domestic and international experts as well as the business community to build the Resolution of the Politburo and the Action Program of the Government on the policy of proactively participating in the Fourth Industrial Revolution of Vietnam.

Before attending the forum, Prime Minister Nguyen Xuan Phuc cut the ribbon to open the International Exhibition on Industry 4.0 with nearly 50 booths.

Establish a "hot information" mechanism on highways

Deputy Prime Minister Truong Hoa Binh has just assigned the Ministry of Public Security to develop a coordination regulation between the Ministry and the Ministry of Transport in ensuring traffic safety and order, especially sharing and connecting violation handling data of the Public Security sector and driver management data of the Transport sector; coordinating in strictly controlling the load of road freight vehicles.

The Deputy Prime Minister also requested the Ministry of Public Security to develop an information mechanism to coordinate forces on traffic routes; establish a "hot information" mechanism on National Highway 1A and expressways to exchange and resolve complicated situations regarding traffic safety.

The police sector has promoted the application of information technology, especially investing in a surveillance camera system to detect and handle violations of traffic safety laws, while ensuring security, order and social safety; reducing direct inspection and punishment measures.

Prime Minister Nguyen Xuan Phuc has just agreed with the proposal of the Ministry of Labor, War Invalids and Social Affairs on the 2019 holidays for officials, civil servants, public employees and workers in administrative agencies, public service agencies, political organizations and socio-political organizations.

Specifically, on the occasion of New Year 2019, employees will have a day off from December 31, 2018 (Monday) to January 1, 2019 (Tuesday) and will have to work on Saturday, January 5, 2019. Including Saturday and Sunday, employees will have 4 consecutive days off.

Lunar New Year holiday schedule from Monday 4/2/2019 (December 30, year of Mau Tuat) to Friday 8/2/2019 (January 4, year of Ky Hoi). Thus, including Saturday and Sunday, Lunar New Year has a total of 9 days off.

In addition, the Prime Minister also decided that on the occasion of Victory Day 30/4 and International Labor Day 1/5, employees will have a day off from Monday 29/4/2019 to Wednesday 1/5/2019 and will have to work on Saturday 4/5/2019. Including Saturday and Sunday, there will be 5 days off on the occasion of 30/4-1/5.

On the afternoon of July 10, the General Department of Roads sent a document to investors about changing the name of BOT traffic stations from toll stations to toll stations. The General Department of Roads requires that before July 20, investors replace the word “price” with the word “fee” in the phrases “toll station”, “price list”, “price level” on the system of station name signs, direction signs, fee list names and on tickets at toll stations. For printed tickets, investors can continue to use them until new tickets are issued.

Earlier, in early May, public opinion was outraged when the Ministry of Transport changed the name from toll station to toll collection station. Drivers said that the Ministry was “swapping” the concept to circumvent the law in order to continue to have the power to decide on collection rates. Some drivers were even upset and used parking prices to pay the toll.

Lao Cai merges the Department of Construction and the Department of Transport

Lao Cai Provincial People's Committee agreed to merge the Department of Construction and the Department of Transport from July 15. This Department will be named Lao Cai Provincial Department of Transport and Construction.

The Department of Transport and Construction is a specialized agency under the People's Committee of Lao Cai province, performing the function of advising and assisting the People's Committee in State management of: Traffic infrastructure; transportation; traffic safety... and construction planning, architecture; construction investment activities; urban development; urban technical infrastructure and industrial parks...

Upon merger, this department will be under the direction and management of Lao Cai Provincial People's Committee in terms of organization and staffing, and at the same time under the direction, guidance and inspection of the two Ministries of Transport and Construction in terms of expertise and profession.

Quang Binh officials must apologize if they delay administrative procedures

On July 13, the Office of the People's Committee of Quang Binh province said that the province has just issued a regulation requiring civil servants to publicly apologize to organizations and individuals when handling administrative procedures that are incorrect or overdue.

Specifically, civil servants must apologize in cases of receiving documents that do not meet the requirements for processing, processing documents that are past the deadline, have errors, or allow documents to be lost or damaged.

This regulation applies to administrative agencies at all levels in the province. Apologies are made publicly, either verbally or by sending letters of apology, witnessed and confirmed by the organization or individual being apologized to.
